NetRing IP address introduction

Three type of ip address：

•Ethernet IP addres（OAMP IP address）
This the IP address for the OAMP Ethernet interface.

•DCC IP address （Node IP address）

This is the IP address to identify the NE in the DCC network

•Shelf IP address (GNE ip address)

This is the IP address for the Gateway NE
