 The Indian Red Cross Society was incorporated under Parliament Act XV of 1920.
Hon’ble President of India is the President of the Indian Red Cross Society
 The Indian Red Cross Society (IRCS), A.P.State Branch has come into existence in the
year 1956. The Hon’ble Governor is the President of IRCS, A.P. State Branch
 Post bifurcation i.e, from 15.11.2014, the Andhra Pradesh State Branch has 13 District
Branches viz. Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West
Godavari, Krishna, Guntur, Prakasam, S.P.S.R.Nellore, Chittoor, Ananthapuram, YSR
Kadapa and Kurnool Districts. It has 171 Sub-Branches
 The District Collector is the President of the District Branch and the Mandal Revenue
Officer/Tahsildar is the President of the District Sub-Branch
 The IRCS functions as an auxiliary to government programmes

BLOOD BANKING:
 The Indian Red Cross Society, A.P. State Branch plays a key role in the voluntary blood
donation movement. It has eighteen (18) Blood Banks working in 13 districts of A.P.
 Blood Component Separation facilities have been established in 8 IRCS Blood Banks in
Krishna, West Godavari, Srikakulam, Ananthapur, Visakhapatnam, Kurnool, Nellore and
East Godavari Districts
 ID-NAT facility at a cost of Rs.1.50 crore has been established at Red Cross Blood Bank,
Visakhapatnam.This equipment has 2 major benefits
i. it can identify HIV I & II, Hepatitis B & C viruses that are undetected by conventional
tests, and
ii. the window period for testing is shortened considerably
 30% of blood collected in the 18 Blood Banks is given free of cost to Government
Hospitals, poor patients who are below the poverty line and to persons affected by
Thalassemia and Haemophilia. The majority of the persons receiving blood from IRCS
Blood Banks are from the low-income group or are below the poverty line

DISASTER MANAGEMENT:
       One of the main objectives of Red Cross is to protect life and provide immediate relief to the
victims of natural calamities such as floods, cyclones, epidemics, famine, drought, earthquakes, fire
accidents etc. For immediate disaster preparedness and response, IRCS, APSB has launched massive
capacity building initiatives to train the people from the local community, so that they are better
prepared to face disasters and manage its consequences. These activities are carried out in the
disaster-prone areas with the help and assistance of I.R.C.S. National Headquarters, the International
Federation of Red Cross and Red Crescent Societies and other National Partner Societies viz.,
American Red Cross, Canadian Red Cross, Hong Kong Red Cross and Spanish Red Cross. Disaster
Management is a collective term encompassing all aspects of planning and responding to disasters,
including pre and post disaster activities.

INTEGRATED RED CROSS DEVELOPMENT PROGRAMME


       Community Based Disaster Risk Reduction Programme in 10 Districts of Andhra Pradesh
was launched with the support of Canadian Red Cross for the period from March 2010 to Oct
2015.  From Oct 2015, IRCS, APSB is continuing the programme with its own funds of Rs.80
lakhs per annum with 20 professional staff spread over the 13 districts of A.P., and renaming the
programme as “Integrated Red Cross Development Programme (IRCD Programme)”. Under this
programme, trainings in first aid, disaster management, Blood Banks and Blood Storage Centres,
healthcare programmes, welfare programmes, enrolment and activities of JRC/YRC volunteers,
celebration of important days and awareness programmes are undertaken.

AGENCIES
i. Disaster Management Trainings for Youth
In association with Dept. of Youth Services, Govt. of A.P., IRCS, APSB has organized 214
trainings on Disaster Management with special focus on First Aid, covering 9432 rural youth
and college students from 13 districts of A.P.The trained youth are in turn supporting Govt. in
large gatherings, festivals and also responding to local emergencies. IRCS, APSB & Dept. of
Youth Services, Govt. of A.P., are continuing the programme, to have in place a trained force of
youth volunteers to respond during emergencies and to act to save lives during the “golden hour”
period.
ii. Rescue & First Aid Trainings to the Task Force Teams
IRCS, A.P. State Branch, in association with National Cyclone Risk Mitigation Program under
Revenue (DM) Dept., Govt of A.P. funded by World Bank through NDMA (National Disaster
Management Authority) organized 219 trainings to the Rescue & First Aid Task Force Team
members at 219 cyclone shelters in 9 coastal districts of Andhra Pradesh.
iii. CBDRR trainings to the PRI members
IRCS, A.P. State Branch, in association with UNDP (United Nations Development Programme),
Andhra Pradesh division is conducting Community Based Disaster Risk Reduction Trainings to
the Panchayat Raj Institution members in the districts of Visakhapatnam & Krishna.
iv. IRCS-ICRC Cooperation activities programme
IRCS-ICRC Cooperation program has been implemented by the IRCS, A.P.State Branch from
2015. The program aim is to develop volunteers, mainly youth, through capacity building
activities on First Aid, and to participate in the Red Cross Movement at Community, District and
State Level.

ORPHANAGES / REHABILITATION HOMES:


       An orphanage is running since 1972 in Guntur. 32 boys between the ages of 5 and 16 are
enrolled in “Children’s Home”. Srikakulam District Branch has established a Home for orphans
and street children in 2015 with a current strength of 42.
Home For Senior Citizens:
i. Kakinada
       A Red Cross Home for Senior Citizens is established at Santhosh Nagar of Vakalapudi
village of Kakinada Rural Mandal with a plinth area of 352-43 sq.mts. with 4 double rooms, two
dormitories, one dining hall, one kitchen, office room with spacious varandah and with good
ventilation and also having good open place with lawn surrounded by compound wall. It is built
in pleasant village atmosphere for 24 senior citizens who are aged 60 Years can be
accommodated in this home. At Present 16 inmates are residing in the Home.

ii. Visakhapatnam
       An old age home with 34 cottages with very serene atmosphere in a sprawling complex of 6
acres is taken over by the IRCS, Visakhapatnam from Endowments Department. At the time of
handing over to the District Branch, there are 15 occupants. Within 2 months, the number has
increased to 28 occupants. 24 Hour medical facilities with good quality food and recreation
facilities are being provided at a nominal cost. Periodical check up by specialist doctors is being
arranged for the occupants.

FIRST AID:
       First-Aid is the assistance given to any person suffering a sudden illness or injury, with care
provided to preserve life, prevent the condition from getting worse, and/or promote recovery.
First Aid can:
 Reduce the number of deaths, injuries from disasters or any other emergency
 Increase the capacity of students and communities in first aid response, and broaden their
scope to develop the humanitarian response at the time of any emergency
        The IRCS A.P. State Branch provides various courses for different types of First Aid
training for employees working in Corporate Sector both private and public sector, Government
organizations, factories and Industries, community level volunteers and to students in
educational institutions. IRCS A.P. State Branch has trained a pool of 45 medical doctors accross
the state as Lecturers in First-Aid who are authorized to under take First-Aid trainings and to
sign the applications/certificates to be issued by NHQ, New Delhi.

        Indian Red Cross Society and its sister concern St.John Ambulance Association are the only
Govt. authorized institutions in India to conduct First Aid Trainings and to issue First Aid
certificates to its participants.
Main components of First Aid Trainings
        “On March 30, 2016, the Supreme Court of India gave "force of law" to the guidelines for
the protection of Good Samaritans issued by the Ministry of Road Transport and Highways. The
purpose of a Good Samaritan law is to provide legal protection to bystanders who come to the
aid and rescue of victims of road crashes”.
 A Good Samaritan will not be liable for any civil or criminal action for any injury or
death of the victim
 Good Samaritan who informs police or emergency service regarding an injured person
not to be compelled to reveal his personal details
 Disciplinary action against public officials who coerce Good Samaritan to reveal his
personal details
 Good Samaritan not to be forced to reveal his/her personal details: Disclosure of personal
information including for the Medico Legal Case (MLC) Form to be made optional and
voluntary
 Good Samaritans not to be forced to bear the initial cost of treatment: Ministry of Health
and Family Welfare (MoHFW) to issue guidelines that no public or private hospital can
demand payment for registration and admissions costs from the Good Samaritans
 Hospitals cannot refuse treatment to a victim: Lack of response by a doctor in an
emergency situation to be considered as a “Professional Misconduct” and disciplinary
action shall be taken against such a doctor (as per Indian Medical Council Regulations,
2002)
 The Good Samaritan can choose to be an eyewitness and cannot be compelled
 Eye witness to be examined in a single occasion
 Examination of an eye witness to be either through:
o Section 284 CrPC: Allows examination of a witness through a commission.
o Section 296 CrPC: Allows evidence to be given through an affidavit
 Video conferencing may be used for examination of a Good Samaritan

\URBAN HEALTH CENTRES:


       Urban Health Centres are providing Maternity Services, Prenatal & Antenatal care, normal
deliveries, and child welfare services including immunization programmes. Motivation services
for family welfare including sterilization / vasectomy operations are carried out. All the Centres
are involved in Pulse-Polio Programme and other immunization campaigns.
i. Hospital at Arilova
       Hospital at Arilovais run by the IRCS, Visakhapatnam.During 2016-17, OP turnover has
increased to 350 per day, which was around 30 per day 2 years ago. Many specialty services
including dental services are included this year. In addition to round-the-clock services,
medical camps are conducted by this Hospital. Evening clinics in some of the slum area were
also established. Apart from immunization and other Government programmes, this Hospital
also aims at reduction of Anaemia in women, for which periodical check-up programme is
being conducted in the hospital.
Free Medical Services were provided to nearly 9,600 patients with medicines free of cost.
ii. Hospital at Sriharipuram
       The Visakhapatnam Municipal Corporation handed over this Hospital to IRCS. This
Hospital caters to the medical needs of the nearby colony, slum and village residents to the
tune of around 350 outpatients per day with specialist doctors from paediatric, gynaecology,
dental, skin & ENT specialities. Laboratory facility with sufficient nursing staff is available to
take care of any emergency on round-the-clock basis.Medical services and medicines are
provided free of cost.
THALASSEMIA AND HAEMOPHILIA CENTRE, WEST GODAVARI DISTRICT:
       IRCS, West Godavari DistrictBranch has started construction of a Transfusion Centre for
thalassemia and haemophilia patients with a proposed bed strength of 25. This Centre will have
its own treatment and diagnostic facility.  During 2016-17, 60 Thalassemia, 9 Sickle Cell
Anemia and 5 Cancer patients were supported with free blood transfusions every month. In
addition, 9 patients with Haemophilia were given factor replacement.

CORNEA COLLECTION CENTRE:


i. West Godavari District
       A Cornea Collection Centre run by IRCS has started functioning in January, 2017, in
collaboration with L.V. Prasad Eye Institute. So far 80 cornea have been collected and handed
over to L.V.Prasad Eye Institute.
ii. Srikakulam
       The IRCS KalyanMagatapalli Eye Donation Centre, Srikakulam, was started during 2008.
Through this Eye Donation Centre so far 692 cornea have been collected and handed over to
M/s.Mohsin Eye Bank, Visakhapatnam. During the year, 64 cornea were collected from 32 eye
donors.
iii. Kurnool
       During the year, Sri Ake Ravi Krishna, IPS, Superintendent of Police, Kurnool District has
motivated 1.52 lakh eye donors, and the pledge forms are handed over to IRCS, Kurnool District
Branch.

CARE FOR THE DIFFERENTLY-ABLED:


i. RED CROSS RESIDENTIAL BOYS HIGH SCHOOL FOR ORTHOPEDICALLY
HANDICAPPED, KAKINADA
       This School was established in 1993 with free boarding, lodging, clothes and free supply of
textbooks and stationery from 1st to 10th classes. During 2016-17, the strength stood at 41
students. 4 of the alumni got government jobs in 2016-17. These students have participated in
International Disabled Day Sports Competitions and won medals in various sports. There are
currently 58 students in the residential school.
       Three old student from this school acquired Government Jobs and are being facilitated by the
IRCS, E.G. District Branch.
ii. GREEN FIELD RESIDENTIAL SCHOOL FOR BLIND CHILDREN, KAKINADA
       The Management of Green Field Residential School for Blind Children which is located in
Thimmapuram village of Kakinada rural mandal was handed over to IRCS, East Godavari
District Branch on 09.12.2016. 46 boys and girls are studying in this Residential School having
its own 3-floor building.  Students are often taken outing for recreation and to inculcate sporting
spirit on par with normal children.
iii. MSR SPASTIC CENTRE FOR CHILDREN, NELLORE
       A school for mentally retarded children and those suffering with cerebral palsy was started in
August,2000 by IRCS, SPSR Nellore District Branch. With 150 students and 21 staff, the Centre
is providing vocational training, physiotherapy, speech therapy, music therapy, sensory
integration, etc. to the children. The school has a van facility for students’ pickup and drop.
Yoga Centres:
       Yoga centres are established in Vizianagaram and East Godavari Districts and classes are
being conducted. Nearly 65 members are practicing the yoga on regular basis.
Vocational Training :
i. Sewing Centres
       Under Red Cross Women Empowerment Program girls are trained in sewing, embroidery,
apparel design, knitting, cutting and crochet. Red Cross Sewing/Tailoring Centres are running in
the following Districts:
 Kakinada, East Godavari District
 Tuni, East Godavari District
 Nandyal, Kurnool District
 Kadapa, YSR Kadapa District
 Machilipatnam, Krishna District
 Pallipadu, SPSR Nellore District
 Srikakulam, Srikakulam District
ii. RED CROSS WOMEN SKILL DEVELOPMENT CENTRE, KAKINADA
 Beautician course was conducted on 6.2.2017 with 25 women free of cost. The course was
successfully completed with the support of Charms Beauty Clinic, Kakinada
 Computer training course was conducted for 30 Women, free of cost, and was
successfully completed with the support of PACE Computers, Kakinada
AATMABANDHU SERVICES:
       Running Aatmabandhu Vehicle Service to carry DEAD BODIES from Hospitals/
Residential Houses to burial grounds. Freezer Boxes are also available to supply for Corpse in
Srikakulam, Vizianagaram, East Godavari & Nellore. Red Cross Ambulance Services are also
running in few districts.

OTHER ACTIVITIES:
i. Medicine Banks
       The concept of the Medicine banks has been evolved with the object of providing
medicines free of cost to poor & needy people to the extent possible, supplementing the
services by the Government in providing free medicines. In furtherance to this objective, four
(4) Medicine Banks have been opened so far at the following places in the state and they are
functioning satisfactorily.
 Red Cross Medicine Bank, Bapatla
 Red Cross Medicine Bank, Srikakulam
 Red Cross Medicine Bank, Vzianagaram
 Red Cross Medicine Bank, Vijayawada
       The IRCS intends to set up as many Medicine banks as possible in each district. For
successful functioning of the Medicine Banks, the IRCS makes allout efforts for donation of
medicines or cash by appealing to pharmaceutical companies, Chemists and Druggists
Associations, doctors and philanthropists.
ii. Medical Camps
       IRCS, APSB regularly conducts Medical Camps in all Districts with the help of senior
doctors and specialists who volunteer to give free service. Medicines are also distributed free
of charge
iii. Tracing Activities

telephone, poster service, internet, etc) are interrupted by using a Red Cross Message.

       To mitigate human suffering, IRCS generic drug stores were established in Nellore,
Visakhapatnam is catering to the needs of the below poverty line patients who are attending as
out patients in Tiruapthi and its neighboring areas

1. Godavari Mahapushakaram 2015
       400 Junior & Youth Red Cross Volunteers participated in Godavari Mahapushkaram that
were held from 14th to 25th July 2015. All the volunteers have been given orientation on 12th
July 2015 by the Senior Management of IRCS, A.P.S.B. on do’s & Don’ts during services.

innovators, inter-cultural ambassadors, peer educators, community mobilisers, and most
importantly, act as agents of behavioral change and advocates for vulnerable people. IRCS,
APSB has a very active Junior and Youth Red Cross Volunteer force who are trained in First
Aid, Disaster Response and who participate in awareness programmes on health & hygiene
awareness, initiatives such as Swachh Bharat, WASH, etc,.

Who can join Junior / Youth Red Cross
 Those aged between 5 and 30 years
 Students up to 12 standard or below 18 years of age may join the Junior Red Cross
 Students in colleges and those aged 18 to 30 years of age may join the Youth Red Cross

 Participate in immunization programmes such as Pulse Polio, Indradhanush, Measles &
Rubella campaign etc., and support health care providers in reaching the desired
objectives through awareness campaigns on health & hygiene
 Participate in blood donation camps as donors (18 years & above only) and as motivators
 Respond to emergencies, cyclones accidents etc,.
 Participate in ‘Swach Bharat: Programmes, in cleaning of hospitals, statues, roads,
sanitation, garbage clearance, tree plantation etc.,
 Participate in serving those in need of help during festivals & large gatherings. Thousands
of Youth Red Cross volunteers served the pilgrims of Godavari & Krishna Pushkarams in
the year 2015 & 2016 round the clock for 12 days, rendering services to the old,
physically challenged, women and children

HISTORY
Young Swiss businessman, Jean Henry Dunant was appalled by the condition of the wounded he
happened to see in the battle field of Solferino, Italy in 1859 during the Franco - Austrian war. He
immediately arranged relief services with the help of the local community. Based on this experience, he
wrote the book 'Memory of Solferino' suggesting that a neutral organization be established to aid the
wounded soldiers in times of war. Within a least period of time, this book was being read and discussed
across Europe. A year after the release of this book, an International Conference was convened in
Geneva to consider the suggestions of Henry Dunant, and thus the Red Cross Movement was born. The
International Red Cross Movement was established by the Geneva Convention of 1864.

        The name and the emblem of the movement are derived from the reversal of the Swiss national
flag, to honor the country in which Red Cross was founded.

The International Red Cross and Red Crescent Movement, born of a desire to bring assistance
without discrimination to the wounded on the battlefield, endeavors, in its international and

is to protect life and health and to ensure respect for the human being. It promotes mutual
understanding, friendship, co-operation and lasting peace amongst all people.
Impartiality
It makes no discrimination as to nationality, race, religiousbeliefs, class or political opinions. It
endeavours to relieve the suffering of individuals, being guided solely by their needs, and to give

Neutrality
In order to continue to enjoy the confidence of all theMovement may not take sides in hostilities
or engage at any time in controversies of a Political, racial, and religious of ideological nature

The Movement is independent. The National Societies,while auxiliaries in the humanitarian
services of their governments and subject tothe laws of their respective countries, must always
maintain their autonomy so thatthey may be able at all times to act in accordance with the
principles of theMovement.
Voluntary Service
It is a voluntary relief movement not prompted inany manner by desire for gain.
Unity
There can be only one Red Cross Society in any one country. It must be open to all. It must carry
on its humanitarian work throughout its territory.
Universality
The International Red Cross and Red Crescent Movement, inwhich all Societies have equal
status and share equal responsibilities and duties inhelping each other, is worldwide.

Red Cross on a white background, is the Emblem of Red Cross, recognized in 1864 as the
distinctive sign for medical relief teams on the battle field.

In the Russo-Turkish war the Ottoman empire used a Red Crescent in place of the Red Cross.
Egypt too opted for the Red Crescent while Persia chose a Red Lion on a white background.
These symbols were written and accepted into the 1929 Geneva Conventions. The IRCS adopted
RED CROSS as its emblem.

The National Society make use of the emblem as an indicative device in peacetime and during
armed conflicts within the limits stipulated in national legislation, the regulations and its statutes
only for activities consistent with the principles set out by International Federation of the Red
Cross and Red Crescent.

During the General Assembly and the council of Delegates in November 2005 at Geneva, Red
Crystal has been adopted as another emblem for the Red Cross Red Crescent movement.
