1 PURPOSE

The purpose of this Groundwater Management Plan is to outline management measures that
will be adopted during the construction of the Project in order to minimize environmental impact.
This Plan has been developed to align with statutory requirements and the Owner’s
documentation, and should be read in conjunction with the Construction Environmental Control
Plan.
The scope of this Plan is to define the management measures required to minimize the potential
environmental impacts resulting from the relevant activities associated with the Project’s
construction and pre-commissioning phases. This Plan applies to the management and
mitigation of all groundwater resources, including potential spills and leaks which could lead to
contamination of ground waters.
This plan covers all requirements for managing the wastewater generated at the Camp, as well
as the wastewater generated from different construction activities at Site.
The purpose of this Plan is to provide a context on the existing environment and identify and
define the management measures required to minimize the potential environmental impacts
resulting from the Project’s construction phase, including the accommodation areas and
associated works, by ensuring that generated wastewater and hazardous materials, including
wastes, are appropriately collected, treated, stored, reused or disposed of so as not to impact
on groundwater. This includes the construction, pre-commissioning and commissioning phases
of the Project.
This Plan covers the following activities:
 Production of domestic, contaminated and other wastewater streams
 Recycling and reuse of wastewater
 Onsite discharge methods
 Storage and handling of hazardous materials, including wastes
All hazardous materials shall be stored in contained areas in compliance with the Construction
Environmental Control Plan, relevant regulations and SEU guidelines. and SEU Water
Management Guidance Note, REP-225-11-DJ and the Construction Waste Management Plan,

3 ACRONYMS AND DEFINITIONS

The following terms used in this document have the meaning defined below:

CONTRACT The Form of Agreement together with the documents in order of priority,
including the exhibits, drawings, specifications and documents referred
to and in the order of precedence listed in the Form of Agreement.
CONTRACTOR Tecnimont S.p.a.
LICENSOR Process Licensor selected by OWNER for the process of LICENSED
UNITS of the FACILITIES, here Lyondell Basell and Univation.
LICENSED UNITS The process units, designed and licensed by the LICENSOR to OWNER
for processing the feedstock and producing the blending components
and/or to make the final or finished product grades.
OWNER ORPIC PLASTIC LLC, a company duly registered under the laws of
Sultanate of Oman and having its principal office at Sohar Industrial Port,
Sohar, PO Box 336, Sultanate of Oman.
OWNER’s Means a Person in OWNER within the contract sponsor’s (end-user)
Representative division/department, which is responsible for managing all aspects of the
contract. It might be referred to as (OWNER Representative) as an
alternative.
PROJECT Means the development, financing, design, engineering, manufacturing,
procurement, installation, construction, testing, pre-commissioning and
commissioning of a petrochemical production facility (including offsite
facilities) to be located in Fahud and Sohar, in the Sultanate of Oman, as
more particularly described in the Owner’s Requirements.
SCOPE OF WORK The scope of work to be performed and services to be rendered by
CONTRACTOR under the CONTRACT in relation to the realization of
the PROJECT.
SUBCONTRACTOR Firm awarded with a subcontract by CONTRACTOR to provide services
for the PROJECT.
LOWER TIER Means any person or company of any tier, including but not limited to,
SUBCONTRACTOR suppliers or vendors of MATERIALS, suppliers or lessors of
SUBCONTRACTOR’s EQUIPMENT and erection contractors, having a
contract with SUBCONTRACTOR or a LOWER TIER
SUBCONTRACTOR for the performance of any part of the WORKS.

4 ROLES AND RESPONSIBILITIES

CONTRACTOR Site Manager


The Contractor Site Manager has the summon responsibility for compliance with this Plan and
shall verify the enforcement and application.
Has overall responsibility for providing adequate resources for the implementation of this Plan
SUBCONTRACTOR Site Manager
The SUBCONTRACTOR Site Manager has the responsibility for compliance with this Plan and
shall provide the personnel, facilities, and other resources necessary to effectively implement,
administer and enforce this Plan.
The SUBCONTRACTOR Site Manager is responsible for the effective dissemination and
education of the requirements throughout the SUBCONTRACTOR’s organizations. The
CONTRACTOR Site Manager shall ensure that all SUBCONTRACTOR’s employees, and all
lower tier SUBCONTRACTORS comply and actively participate with its requirements.

CONTRACTOR Construction Manager


Construction Manager, assisted by HSSE Managers, will be responsible for the initiation,
development, implementation, and coordination of this Plan during construction.

CONTRACTOR Site HSSE Manager


CONTRACTOR HSSE Manager shall be responsible for the continuous monitoring of the
implementation of this Plan.

5 EXISTING ENVIRONMENT

The following information is extracted from the Project EIA, (HMR 2015).

5.1 Groundwater Resources


The region has a coastal aquifer system which provides most of the current water demands for
the region for agriculture and coastal urban development’s. The current system of water supply
involves groundwater abstraction using hand dug wells and pumps. Continued abstraction and
lack of regular rainfall to recharge the aquifer has resulted in an increase of salinity of the
groundwater.
As stated in the EIA Report from HMR the general groundwater flow in the region is towards the
Gulf of Oman. Local data, (Towards Sustainable Water Management In Sohar, MSc Theses, G
Schout, 2013, University of Utrecht) suggests that in the Port of Sohar the depth to the
groundwater has increased from <10m bgl in 1985 to 20 – 25m bgl in 2009, this increase in
depth has been accompanied by an increase in salinity indicating a lack of fresh water recharge
and seawater intrusion. Limited information on groundwater quality provided from a single
sample in the EIA shows likely elevated levels of Al, Cr, Co, Fe, Mg, and Ni in addition to ions
associated with saline incursion. Further sampling undertaken as part of the Baseline survey,
2016 confirm the high salinity levels and also the presence of high levels of copper and nickel.
The groundwater monitoring network currently being installed by Owner will be used to provide
further information regarding the state and quality of groundwater reserves in the area.

6 POTENTIAL SOURCES AND ENVIRONMENTAL IMPACTS

The potential environmental impacts associated with failures of the management practices
described in this Plan are summarized and described below:

The following measures will be implemented for the segregation, treatment and disposal of the
above wastewater streams.

6.2 Washings
Construction equipment and vehicles shall be periodically water-washed to remove any
accumulated dirt. No detergents or chemicals will be used; the washing will be carried out in a
designated area with the washings collected in a sedimentation tank. The clarified effluent will
be treated as liquid waste and be dealt with, as such, under the requirements of the
Construction Waste Management Plan by being sent off site for treatment or disposal.

6.3 Sewage
Sewage generated from the various on-site toilets, washrooms and canteens shall be collected
into a holding tank from where it will be routed, either pumped directly or via road tanker, to the
Majis Industrial Services SAOC, (MISC), sewage treatment plant. Ref Sohar Environmental
Unit, (SEU), Guidance Note, Water Management, REP-225-11-DJ, April 2012.
In addition to on-site generated sewage there will be sewage waste generated at the off-site
accommodation camps where subcontractor staff will be accommodated. Such waste will either
be treated at an on-site treatment plant, if available, or be transferred to the municipal treatment
plant.

6.4 Surface Run-Off


Storm water, unless contaminated, will be allowed to flow out from the construction site via
existing storm water drainage channels around the site perimeter, provided it meets MECA
discharge requirements. Prior to discharge off site storm water will be routed to a storage pond
which will permit settlement of suspended solids and allow for a visual examination for any oil
contamination.

Storage areas for hazardous materials and wastes shall be provided with impermeable surfaces
and adequately bunded to avoid surface run-offs and prevent accidental contamination. Any
rainfall which falls within the bunded area shall be retained in the bunded area, this potentially
contaminated run-off will be routed to a collection sump from where it will be pumped out for
transfer to an appropriate treatment plant, eg MAJIS Effluent Treatment Plant.

Should contaminated soil be discovered during excavations and it is not practical or possible to
locate to a secure bunded area, (eg based on volumes), then alternative methods, such as
covering, shall be used to minimize possible windblown or rainfall mediated dispersion.

6.5 Dewatering from Deep Excavations


During pile installation and civil works involving deep excavations it may be necessary to install
de-watering pipes and pumps in order to provide a dry and safe work environment and to satisfy
construction quality demands. Handling of the resulting water will be in line with MECA
discharge requirements. Where practical, and assuming it meets the requirements of MD
145/93, this will be re-used on site for dust suppression, otherwise it will be disposed of in line
with SEU and MECA requirements.
CONTRACTOR will implement the Project PTW System for pumping work activity (refer to
“Permit to Work Procedure” 3911-LZ-PC-AA000107).

6.6 Hydrotest Water


Hydrotesting of pipework, tanks and some vessels will be undertaken in order to prove their
integrity. Dependent on the system being tested it may be necessary to introduce some
chemical additives, eg., oxygen scavengers, corrosion inhibitors, biocides etc., where such
additives are required then they will be selected based on their toxicity and biodegradability.
The spent test water may contain traces of oil or grease from the interior of the system under
test as well as traces of any additives. All used test waters shall be collected and where
practical re-used for further tests. Hydrotesting shall be planned such as to ensure minimum
residence time of the test medium in order to reduce the requirements for chemical additions. A
detailed Hydrotest Plan will be developed at a later date when the testing requirements, dates
and volumes are known. This plan will be made available to MECA ahead of time such that they
may review it prior to providing the requisite approvals.
The test water from the final test, or earlier tests if it is not practical to re-use it, shall be
collected in a suitable tank, or lined evaporation pond which will allow for testing, by an
approved laboratory, for compliance with Standard A-2 prescribed in RD 115/2001, Law on the
Protection of Sources of Potable Water. If the used test water is compliant with the Standard
then it may be used for land discharge, eg., dust suppression, upon obtaining the necessary
approvals from MECA. Should the test waters not be in compliance with the Standard then it will
be allowed to dry out in a lined evaporation pond. When testing activities are completed and all
waters have either been re-used or evaporated to dryness, the lining will be removed and
disposed of as contaminated waste and disposed of as per the requirements of the Construction
Waste Management Plan and in line with SEU Guidance Note, Waste Management, REP-123-
10-DJ.

6.7 Targets and performance indicators


This Plan’s primary objective is to minimize the environmental impacts associated with

construction of the Project. Therefore, the following targets and performance indicators have
been developed in accordance with local legislation and Owner’s requirements.
The overall groundwater management objective is to manage construction activities, hazardous
material storage, (including hazardous wastes), and control of waste water streams so as to
prevent contamination of, or disruption to, groundwater aquifers. Where accommodation camps

7 MANAGEMENT ACTIONS

A number of management actions have been developed to address and mitigate potential
impacts related to groundwater quality and wastewater re-use. The management actions relate
to the construction and pre-commissioning phase of the project only.

7.1 Training and Awareness


Impacts to the environment can arise from a lack of knowledge of the local environment, and of
the requirements of this and associated environmental plans. Therefore, minimizing both direct
and indirect potential environmental impacts, and raising environmental awareness through

8 MONITORING

9 CONTINGENCIES

Contingency measures may be required in the event of an incident, or if targets and


performance objectives are not met. Any new mitigation measures will be discussed with Owner
and if appropriate the relevant regulatory authority, before being implemented.
If an incident occurs which results in a breach of permit conditions, investigations will be carried
out in accordance with Contractor Accident and Incident Investigation and Reporting Procedure.
The following, minimum, actions will be implemented as a result of all non-conformances and
failure to comply with this Plan:
 All incidents shall be reported to the Site HSSE Manager immediately
 In the case of a significant spill then the Emergency Response Plan 3911-LZ-PL-
AA000009 shall be activated.
 All incidents will be logged into an Incident Register
 Investigation to determine root cause of the incident
 Presentation of findings of incident reports to workforce during daily pre-STARRT
meetings and additional training where required
 Modification of work practices and procedures as necessary to prevent repeat
occurrences
 Review and revision to this Plan if required

10 REPORTING

Monthly reporting to ensure compliance with the requirements of this Plan shall be undertaken
throughout the construction phase of the Project. The monthly reports shall include information
on the tracking of environmental performance against objectives, records of inspections and
works undertaken, and status of monitoring programs.

 Volumes of waste water produced, discharged, treated and re-used on site
 Waste Water monitoring data collected in accordance with this Plan and any
construction related Permits

Tracking of the Project’s performance against the Objectives outlined above is essential to
ensure compliance. Monthly reports showing environmental performance data will be produced
to demonstrate that targets are being met.
To effectively implement the requirements of this Plan, in addition to the monthly report
identified above a number of internal reports will be initiated, these will include daily, weekly and
monthly reports for specific scopes, including; monitoring results, field inspection reports,
incident reports and mitigation measure review.

11 AUDITING

Auditing of this Plan will be in accordance with the requirements of the Construction
Environmental and Social Risk Management Plan.
