I am Senator Nkeli N. Kelly, the Director General of the newly constituted Nigeria
Foreign Debts Verifications & Clearance Office. This office was recently created by
the constitution because of the numerous cases of perpetuated by senior officials of
the Central bank of Nigeria in the processing of payment of our foreign contractors
and foreign payment beneficiaries.

My office was handed over all unpaid payment files from 1990 to 2020 which a FILE
traced to your company name HELI-CAB HELICOPTERS LTD was among do to the
communications you heard with the previous officials regarding your payment
transfer.

We must acknowledge some receipts of payments made by you in the past and we
wonder why these funds was never transferred to you which we now considered
unacceptable and such we must transfer this funds to you.

Having said this and with reference to the information’s contained in this file, please
be informed that we have accepted to transmit the payment of your total payment to
the account of your partner Mr Stoffel Jacques of Switzerland as contained herein the
TRANSFER AUTHORIZATION FORM which you are required to sign and send bank to
this office for immediate processing of the transfer and you are to CONFIRM ,that the
said Mr Stoffel Jacques whose passport is attached also is your authorize partner to
receive .The total contract value is USD31 Million
