Rationale/Background

On a recent survey from Saint Mary’s University Senior High School by the students of HumSS 12-B, lack
of employment, permanent jobs, and alternative sources of income were among the primary challenges
that the Barangay District IV is currently facing. The survey made use of checklist type questionnaire
along with three open ended questions to help further emphasize the cause, effect, and possible
solution of the problems.
District IV, formerly Poblacion, is a barangay in the municipality of Bayombong, in the province of Nueva
Vizcaya. Its population as determined by the 2015 Census was 3,424. This represented 5.57% of the total
population of Bayombong. In the assessment of the problem, 98% of the population have agreed and
concluded that there is a massive problem in lack of employment, permanent jobs, and alternative
sources of income. Which in turn caused majority of the population to become unemployed and live in
poverty. According to the website Trading Economics, the unemployment rate in the Philippines was at
5.3% in the March quarter unchanged from the same quarter a year earlier. The number of unemployed
persons increased by 0.11 thousand to 2.39 million, while the number of employed grew by 1.6
thousand to 42.65 million.
The HUMANISTA Kabuhayan Starter Kit (HKSK) Project which would create a very good impact to
beneficiaries particularly in providing a considerable increase in their alternative source of income and
uplifting their living situation. In this proposal, the students of HumSS 12-B, through the Humanities
Action Group (HAG) seeks to alleviate the living situation of its skilled workers consistent with the
primary goal of inclusive growth, poverty alleviation, and job creation by joining the HUMANISTA
Kabuhayan Starter Kit (HKSK) or Kabuhayan Program of the HumSS Integrated Livelihood and Emergency
Employment Program (HILEEP).The implementation of the project, along with other livelihood
programs, is expected to reduce poverty incidence in the barangay by 30% from 58.69% or 2,384
households to 41.08% or1,668 households by the end of 2025.
