The Deputy General Manager (Technical) and Project Director, National Highways Authority of India, Coimbatore in his letters fourth read above has stated that NH-209, Project proposed to be taken up under Two packages (i) from km 0/0 to km 149/000 and from km 172/400 to km 268/000 excluding Coimbatore bypass and the PPPAC proposal is under scrutiny and finalization. The First package covers from km 0/000 to km 149/000 from Dindigul to Coimbatore Section and from Coimbatore to Tamil Nadu/Karnataka Border (package-Il) section of NH-209 from km 132/000 to km 268/000. According to the present Policy of Government of India, the work orders for the commencement of project work to the Concessionaire will have to be awarded either on publication of Notification under section 3(D) of NH Act 1956 or 90% of the lands ready for handing over to the Concessionaire for starting the Project work. The Special District Revenue Officer (L.A), National Highways, Dindigul and Special District Revenue Officer (L.A), National Highways, Coimbatore have performed Competent Authority ~ Land Acquisition (CALA) under the provision of National Highways Act, 1956 for the above captioned project which was issued by Government of India, Ministry of Road Transport and Highways Department, New Delhi vide $.0.No.2375 (E) Dated: 08.08.2013. He has requested to sanction 108 Nos of Special Land Acquisition staff mentioned at para-2 above.e 4, The Regional Officer, National Highways Authority of India, Chennai has requested the Government to sanction 3 Nos of Special Land Acquisition Units each to Special District Revenue Officer (LA), National Highways, Dindigul and Coimbatore at the earliest, so as to initiate and complete the Land Acquisition process for the subject Project and in anticipation of the approval from this Government the services of existing Special Land Acquisition Units under Special District Revenue Officer, (Land Acquisition), National Highways, Coimbatore are being continued with effect from 01.02.2017 duly taking into consideration the process of land acquisition for NH-209. 5. The Deputy General. Manager (Technical) and Project Director, National Highways Authority of India, Coimbatore has stated that the Special Land Acquisition Units proposed for Pollachi Taluk is with held now since no Land Acquisition is involved in the widening of existing Pollachi - Coimbatore Road. 6. The post of Special District Revenue Officer (Land Acquisition), NH -209, Dindigul have since been created in the Government order second read above. The post of Special District Revenue Officer (Land Acquisition), National Highways, Coimbatore have already been created in the Government first read above for attending Land Acquisition work for the project of Chengapalli-Walayar project. The post have been expired on 31.01.2017. 7. Based on the request of the Deputy General Manager (Technical) and Project Director, National Highways Authority of India, Coimbatore and the Regional Officer, National Highways Authority of India, Chennai, the Government, after careful consideration, accord sanction a sum of Rs. 1,86,72,000/- (Rupees One Crore Eighty ‘Six Lakhs and Seventy Two Thousand only) for creation of the following Special Land Acquisition staff to attend the Land Acquisition works relating to widening of Dindigul - Coimbatore — Tamil Nadu/ Karnataka border section of NH-209 for the period of one year from the date of commencement of the office subject to the conditions that these ost shall be filled up by re-deployment of the existing staff. The post of Special District Revenue Officer for Coimbatore District (scale of pay Rs. 15,600 — 39,100 + G.P. 7,600) sanctioned in the Government Order first read above is retained for looking after the Land Acquisition works of Chengapalli ~ Walayar section of NH — 47 for the period of one year from the date of commencement of Office. 10. The Special District Revenue Officers (LA-NH), concemed ie., sanctioned in Government Order first and second read above shall be the Pay Drawing Officer for self and is also authorized to draw and disburse salaries fo the subordinates. 11. The establishment charges being received from the National Highways Authority of India shall be credited to the following Head of Account:~ “0070 — Other Administrative Services - 60 - Other Services ~ 800 — Other Receipts - CO - Reimbursement of establishment charges towards Land Administration work done for the Project work relating to Government of India.” (D.P.Code 0070-60-800-CO-0002) 12. The establishment charges for the Land Acquisition staff shall be debited to the following Head of Account:- “2053 — 00 — District Administration - 094 - Other establishment — State's Expenditure - DX — Establishment for acquisition of lands for improvement and widening of National Highways ~ 01 Salaries”. (D.P.Code 2053-00-094-Dx-0105). 13. The expenditure sanctioned in para-7 above shall constitute an item of “New Instrument of Services" and the approval of the Legislature shall be obtained in due course of time by an inclusion in the supplementary Estimates for the year 2017-2018. Pending approval of the Legislature, the expenditure shall initially be met by drawal of an advance from the Contingency Fund. The Principal Secretary / Commissioner of Land Administration is directed to calculate the actual amount required for the period up to next Supplementary Estimates and apply for sanction of the same as advance from the Contingency Fund to Finance (BG-I) Department directly in Form “A” appended tofbiacu Contingency Fund Rules 1963 along with a copy of this Order. Orders ng this will be issued by the Finance (BG-1) Department separately. The Secretary / Commissioner of Land Administration is directed to: send hecessy explanatory notes for inclusion of the above expenditure in the Supolementary Estimates for the Year 2017 -2018 to Finance (Revenue) Department at the 2 propriate time without fail : 14. As per the Note to instruction No.1 under Treasury Rule 17 of Tamil Nadu Treasury Code, Volume 1, the Government hereby issue an Express Pay orders to the ‘Treasury Officer of Dindigul, Tiruppur, Coimbatore and Erode Districts to honour the pay bills presented by the Special “District Revenue Officer (LA-NH), Dindigul and Coimbatore Districts respectively if they are otherwise found to be in order. The Treasury Officers of Dindigul, Tiruppur, Coimbatore and Erode Districts are directed to allot necessary D.O. Code and supply the book of Tamil Nadu Treasury Code 70 to the Special District Revenue Officer (LA-NH), Dindigul and Coimbatore, newly sanctioned in this order. cp 15.
