Minutes of Meeting of The Committee For Preparation & Finalization Of Documents For
Standard Schedule Of Dimensions (SSOD) For Dedicated Freight Corridors

In continuation to the meeting held on 6" September ‘ll (minutes circulated vide no.
2011/CEDO/SD/17/0, dated 07.09.11), the second meeting of the Committee was held on 27
‘September '11 in Railway Board's office and the following deliberations were made
1, ED/Track-I/RDSO mentioned that the Draft SSOD for Eastern and Western Corridors,
as prepared by DFCCIL, wos circulated to all the concerned Directorates in RDSO and the
comments from Track Design, Motive Power, Track Machine, Geo-Tech. Engg., B&S and
‘Traction Installation Directorates were received and these were also forwarded to all the
‘Members of the Committee for further consideration.
However, comments of Wagon, Signal and Electric Loco Directorates were awaited
(ED/Wagon/RDSO gave the comments on the day of meeting itself.)
2, The important issues regarding train operation on the two corridors of DFC because of
wider MMDs, as approved by Board for DFC routes, are yet to be resolved: since rolling
stacks, if designed as per these MMDz, would not be able to run on the feeder roules and.
feeder terminals on IR routes.
3. Tt was, therefore, agreed that Board be apprised of the total scenario and following
modalities need to be kept in mind while planning the train operation for DFCs :
() To start with, IRs existing rolling stocks shall be operating on DFC routes.
(i) Th the long run, when hubs for various users, if developed in future on DFC
alignment, the wider and higher rolling stocks as per designed carrying capacity
and potential on DFCs shall be run on DFC corridors,
ii) Out of all identified feeder routes to DFCs, few may be improved with the
consideration of wider MMDs, so that these new designed rolling stocks may be
operated seamlessly from IR system to DFC destinations and other terminals as
per traffic visualized for future.
(¥) In any case, movement of DFCs’ new rolling stocks on feeder routes and I's
terminal points will not be possible: but only TR's existing rolling stocks will be

plying on DFC routes although DFC routes are planned for 25 t and 32.5 t axle
load train operation
Director/Infra/DFCCL was requested to send the list of feeder routes as identified by
Indian Railways with their marking on Indian Railway map, so that Traffic Directorate
(ED/TT/S) may identify the selected feeder routes which may be planned for
improvement as per DFCs' wider MMDs.
3500 mm wide goods stocks are presently in operation on IR system on select routes,
when BOBRN wagons were permitted vide Board's letter no. 200//CEDU/SR/U9, dated
22.0507 for operation on S.C. Railway. However, Traffic Directorate may indicate other
sections on IR where such wider wagons are in operation and the problems faced, if any,
may also be indicated so that these may be duly considered by Mechanical Directorate
while designing higher capacity & heavier axle load rolling stocks
As per IRSOD, the Fixed Structure Gauge for the existing works is 4270mm, ED/Wagon/
RDSO expressed that they may examine possibility of designing such a rolling stock which
may fit in this dimension of 4270mm in kinematic conditions with safety margins and may
have doors opening on outside. Better optimized designs for higher carrying capacity may
be tried and, if successful, such rolling stocks may ply on the existing feeder routes and
finally on DFC in seamless manner and carry higher volumes/weight of traffic in a wagon.
MMps for the Eastern and Western DFCs also need review as far as tapering of envelope

Terms of reference are very much required to be jotted down and accordingly, all the
concerned Directorates were requested to communicate to EDCE(G) by 3" of October,
the time to time decisions of Railway Board, as available with them on the subject of DFC;
so that Terms of Reference for formulating SSOD may be clearly spelt out.
Various issues as commented by different Directorates in RDSO need to be examined &
coordinated by ED/Track-I/RDSO and final comments to be communicated to DFC by 7”
October, so that these could be incorporated in the draft documents by DFCCIL and
cireulated to all the Members of the Committee by 13" October.

through e-mail addresses of the Members of the Committee, as mentioned above.
Next meeting of the Committee shall be held on 17.10.11 at 11,30 hrs. in Railway Board
(Room No.127), All the participants of today's meeting are requested to attend this
meeting, so thet finalization of the documents may be concluded early.
