introduction and sets out key information.
Part 1: Introduction
Gavi Alliance (“Gavi”), invites qualified bidders (herein after called “Bidder” or “Bidders”) to submit offers,
consisting of a technical and a financial offer, together with any supporting documents (herein after called the
“Proposal” or “Proposals”) for the provision of the requirements defined in this RFP document. In order to
prepare a responsive Proposal, Bidders must carefully review and understand the contents of this covering letter,
parts 1-6 of this RFP and the following key dates:

2.1 Background
Gavi Mission
To save children’s lives and protect people’s health by increasing access to immunisation in poor countries.
Gavi, the Vaccine Alliance is a public-private partnership that helps vaccinate half the world’s children against
some of the world’s deadliest diseases. The Vaccine Alliance brings together developing country and donor
governments, the World Health Organization, UNICEF, the World Bank, the vaccine industry, technical
agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Since its
inception in 2000, Gavi has helped immunise a whole generation – over 822 million children – and prevented
more than 14 million deaths, helping to halve child mortality in 73 developing countries. Gavi also plays a key
role in improving global health security by supporting health systems as well as funding global stockpiles for
Ebola, cholera, meningitis and yellow fever vaccines. After two decades of progress, Gavi is now focused on
protecting the next generation and reaching the unvaccinated children still being left behind, employing
innovative finance and the latest technology – from drones to biometrics – to save millions more lives, prevent
outbreaks before they can spread and help countries on the road to self-sufficiency. Learn more at

a) Steering Committee: 18 members plus CSO Board Member, Alternate Board Member, Programme & Policy
Committee (PPC) Member and Strategic Advisory Group of Experts on immunisation (SAGE) Committee
Member. Supporting the activities of these components is the Coordinator Focal Point (CFP).
b) CSO Constituency: 450 plus member CSOs from across the globe. Current Gavi CSO Constituency
organisations range from large international and regional NGOs to local and national CSOs. The Constituency
also includes a growing number of national paediatric associations and NGO consortiums as well as more
technical- and service-delivery oriented agencies. The Gavi-supported national CSO platforms for immunisation
and health systems form an important foundation for the CSO Constituency. All country-level platforms are
members of the Gavi Civil Society Constituency.
Gavi Project
Gavi will accept proposals from interested parties to effectively convene the Gavi CSO Steering Committee,
coordinate with the wider Gavi CSO constituency and support delivery against the ambition of the new Civil
Society and Community Engagement (CSCE) approach, approved by the Gavi Board in June 2021. The CSCE
approach provides a clear vision for Gavi’s engagement with CSOs and communities and is designed to include
a wide spectrum of civil society actors operating at different levels in different country contexts. It also implies
establishing a stronger, more comprehensive hosting arrangement to support the CSO Constituency and Gavi
CSO Steering Committee, facilitate coordination with the Secretariat and increase country-level engagement in
Gavi processes.
Responsibilities include strategic advisory services, constituency governance systems and process management,
communications and administrative services, expanded advocacy, networking and knowledge management.
Partners will be encouraged to submit proposals in line with best practices in similar CSO hosting arrangements
and considering the required level of engagement to undertake the responsibilities of the hosting arrangement.
Interested parties should propose the most efficient and effective way of staffing the project. This should
include, at a minimum, a project manager of an adequate level of qualification/experience dedicated to the
project coordination and further capacity to undertake key areas of work such as advocacy, communications,
knowledge management, country-led implementation and administrative tasks as further specified below 1:

● Liaise with other Global Health Partnership CSO Constituencies, including the Global Financing
Facility, The Global Fund, UNITAID, UNAIDS, UHC2030 and Stop TB.
● Coordinate overall engagement of the Gavi CSO Steering Committee and Constituency during key Gavi
events (Gavi Replenishment events and similar activities), including development of advocacy
messages and content to strategically position the voice of CSOs in support of immunisation.
● Support the civil society members of SAGE and also Gavi’s Partnerships Team to represent the Gavi
CSO constituency in these discussions.
● Coordinate and support civil society representatives to Gavi working groups (e.g. COVAX, Zero Dose
working group, 5.0 Measurement Framework, Gavi Alliance MICs strategy, IA2030, Demand Hub,
etc.).
● As appropriate, ensure balanced representation of CSO voices and/or represent the Gavi CSO
constituency in key external global and regional policy dialogues or visibility events.

Administrative tasks:
● Organise logistics of teleconferences including reserving bridge number and facilitating link up of
teleconference participants and recording meeting minutes.
● Organise administrative logistics for Gavi CSO Steering Committee meetings including Steering
Committee member travels, accommodation, visa and invitation letters, per diems, catering, meeting
room arrangements, etc.
● Facilitate contracts relating to Gavi work.
● Support file management to improve information/knowledge management for the Gavi CSO
Constituency and Gavi Secretariat.
● Support ad-hoc activities organised for the Gavi CSO Constituency.
● Routine administrative work as needed.
● Human Resources, administrative and operations tasks related to the undertaking of the deliverables in
this contract.
Advocacy
● Support Gavi Steering Committee members to champion CSO engagement in health and immunisation
across global health initiatives such as IA 2030.
● Support strong and sustained CSO participation in Gavi Alliance advocacy efforts including policy
advocacy and political will building, through communication, technical assistance and capacity building
supported through Gavi’s new CSCE Strategic Initiative. These activities will require leveraging global,
in-country and regional CSOs with a key focus on: COVID-19 pandemic response, COVAX facility
engagement, supporting implementation of Gavi’s Civil Society and Community Engagement approach,
and Gavi 5.0 strategy implementation overall.
● Ensure the Gavi CSO Constituency is engaged with other CSO constituencies (such as PMNCH and
UHC2030 CSEM), enhancing the communication and exchanges between the different platforms, and
providing additional visibility to immunisation as a key pillar of primary health care and UHC.
● Support country level advocacy and accountability activities to focus on and/or build, where needed,
CSO technical skills in areas such as health financing, budgeting advocacy and domestic resource
mobilisation.
Enhancing capacity
● Support the roll out of capacity building efforts across the Constituency in support of county-led
engagement and implementation.

● Work with the Gavi Secretariat to leverage regional CSO platforms for technical assistance/capacity
enhancement, including mapping to identify the right partners.
● Actively engage in Gavi’s learning agenda on civil society and community engagement, ensuring that
lessons are fed back in and widely shared across the CSO Constituency.
● Support members of the Gavi CSO Steering Committee in the oversight of the implementation of the
CSCE Strategic Initiative.
Drive for Results: the new host strives to meet or exceed a standard of excellence and will constantly look for
improving the quality of its services to achieve results.
Timely delivery of services: the new host completes tasks within the timeframes agreed with the Gavi
Secretariat and CSO Steering Committee, including those related to the transition of the existing hosting
arrangement.
Collaborative Approach: the new host cooperates, shows respect and works with the Gavi Steering
Committee, the Secretariat and other partners toward the shared goals of the hosting arrangement.
Openness: the new host respects and promotes human rights, demonstrates an open-minded approach to
understanding different ideas, views and perspectives and an openness to people diversity - workstyle
preferences, personality, cultural background or other characteristics.
Flexibility: the new host demonstrates flexibility to address the changing needs of the project and adjusts plans
and priorities accordingly.
2.2 Deliverables
The following deliverables shall be produced through the completing these tasks 3:
a) Develop a strong understanding of all Gavi policies and any changes and liaise closely with the Gavi
Secretariat teams; b) Actively consult and communicate with the developing country [CSO]
constituency before and after Gavi Board related events such as meetings and teleconferences by
circulating within the constituency all documents and materials, within one working day of receipt from
the Secretariat, and to prepare and support members of the Board and committees for their respective
deliberations and communications on key issues to the constituency; c) Provide a quarterly update to the
Secretariat on the development and maintenance of an extensive network of contacts with the
constituency. Distribution lists for these contacts should be maintained and circulated to the Secretariat
with the quarterly reports and should include designated focal points and sub-focal points within the
constituency to ensure that information related to Gavi is widely distributed; d) Ensure that all
communications from the Gavi Board and Secretariat are distributed to all contacts within the

constituency within one working day of receipt from the Secretariat. This should include the decisions
from meetings of the Board and Board Committees, including implications for the constituency arising
from those decisions. This may require the ability of the Special Adviser to translate documents into
common languages of the constituency. Such translated documents (or summaries of these documents)
should be distributed to all contacts within the constituency within four working days of receipt of the
original documents from the Secretariat; e) Provide a quarterly update to the Secretariat on the
development of a network of expertise and knowledge within the constituency to ensure that all
available resources are drawn on in the development of constituency positions related to Gavi and in
supporting the development of Gavi policy; f) Support the active engagement of the constituency on
Board Committees, and with other constituencies of the Gavi Board; g) Produce comprehensive briefs
on a range of issues, as requested by the Board Member, as well as talking points and presentations for
the Board Member’s use; h) Provide administrative support in meeting scheduling and other areas, as
requested by the Board Member or the Secretariat; i) Provide the Secretariat with full reports on
meetings attended by the Board member with relation to Gavi issues, within five working days of the
meetings; j) Organise a constituency meeting at least once per year; k) Support the Board Member,
Alternate Board Member and the constituency with the nomination process for Board Member,
Alternate Board Member and/or Committee Delegates when appropriate.
CSCE Functions
a) Positive advocacy outcomes in support of Gavi’s mission at subnational, national, regional and global
levels; b) Meaningful engagement in COVAX processes including coordinated participation in Covax
governance, working groups and online briefings; c) Coordinated efforts in support of the implementation
of the CSCE Strategic Initiative d) Completion of capacity training efforts in key areas such as health
financing, budgeting advocacy and domestic resource mobilisation; e) Expansion of the Gavi CSO
constituency membership; f) Regular update of CSO membership database; g) Development and regular
update of a new Gavi CSO website.

In deciding which Bidder/s, to shortlist Gavi may consider any of the following additional information:
i. The results from past performance reference checks, site visits, product testing and any other due diligence;
ii. The ease of negotiations with a Bidder based on that Bidder’s feedback on the Proposed Contract (where
these do not form part of the weighted criteria);
iii. Any matter that materially impacts on Gavi’s trust and confidence in the Bidder; and
iv. Any other relevant information that Gavi may have in its possession;
Gavi will advise Bidders if they have been shortlisted. Being shortlisted does not constitute acceptance by Gavi
of the Bidder’s Proposal, or imply or create any obligation on to Gavi to enter into negotiations with, or award a
Contract for delivery of the Requirements to any shortlisted Bidder/s.

1.1.2 Financial
For the purposes of evaluation all financial Proposals will be converted into United states Dollars (USD).
The financial criteria for this procurement are:
3.8 Negotiations
Gavi may invite a Bidder to enter into negotiations with selected bidders with a view to award a contract. Where
the negotiations are unsuccessful the Gavi may discontinue negotiations with a Bidder and at its discretion
initiate negotiations with a different Bidder. Gavi may initiate concurrent negotiations with more than one
Bidder. In concurrent negotiations the Gavi will treat each Bidder fairly, and:
i. Prepare a negotiation plan
ii. Advise each Bidder that it wishes to negotiate with, that concurrent negotiations will be carried out
iii. Hold separate negotiation meetings
Each Bidder agrees that any legally binding contract entered into between the Successful Bidder and Gavi will
be essentially in the form set out in Part 6 - Proposed Contract.

The subject heading of the email shall be “097-2021-GAVI-RFP– Technical Proposal - [Bidder Name]” and
“097-2021- – Financial Proposal - [Bidder Name]”. Bidders may submit multiple emails (suitably annotated –
e.g. Email 1 of 3) if the attached files are too large to suit a single email transmission.

Q&A Template
All questions and requests for clarification must be submitted in writing to procurement@gavi.org. Direct
communications with Gavi personnel are not permitted and Gavi reserves the right to disqualify Proposals that
do not comply with this requirement. Questions should be submitted by the deadline set out in Part 1 – RFP
Timeline and Key Dates. Gavi will respond to submitted questions and share responses (anonymously) with all
Bidders who have submitted their Intent to Participate , to ensure transparency and fairness. Gavi retains the
right to answer questions received after the deadline, when deemed necessary and beneficial for the outcome of
the RFP.
1.1.4 Withdrawal
Proposals may be withdrawn at any time prior to the RFP closing date and time by written notice to the Gavi.

5.6 Confidentiality
Bidders must not, without Gavi prior written consent, disclose to any third party any of the contents of the RFP
documents. Bidders must ensure that their employees, consultants and agents also are bound and comply with
this condition of confidentiality.
This entire RFP and all related discussions, meetings, exchanges of information, and subsequent negotiations
that may occur are confidential and are subject to the confidentiality terms and conditions of the Intent to
Participate.
Gavi and Bidder will each take reasonable steps to protect Confidential Information and without limiting any
confidentiality undertaking agreed between them, will not disclose Confidential Information to a third party
without the other’s prior written consent. Gavi and Bidder may each disclose Confidential Information to any
person who is directly involved in the RFP process on its behalf, such as officers, employees, consultants,
contractors, professional advisors, evaluation panel members, partners, principals or directors, but only for the
purpose of participating in the RFP.
5.9 Ethics
Bidders must not attempt to influence or provide any form of personal inducement, reward or benefit to any
representative of Gavi in relation to the RFP. Gavi reserves the right to require additional declarations, or other
evidence from a Bidder, or any other person, throughout the RFP process to ensure probity of the RFP process.

5.12 Exclusion
Gavi may exclude a Bidder from participating in the RFP if Gavi has evidence of any of the following, and is
considered by Gavi to be material to the RFP:
i. The Bidder has failed to provide all information requested, or in the correct format, or materially breached
a term or condition of the RFP.
ii. The Proposal contains a material error, omission or inaccuracy.
iii. The Bidder is in bankruptcy, receivership or liquidation.
iv. The Bidder has made a false declaration.
v. There is a serious performance issue in a historic or current contract delivered by the Bidder.
vi. The Bidder has been convicted of a serious crime or offence.
vii. There is professional misconduct or an act or omission on the part of the Respondent which adversely
reflects on the integrity of the Bidder.
viii. The Bidder has failed to pay taxes, duties or other levies.
ix. The Bidder represents a threat to national security or the confidentiality of sensitive government
information; and/or
x. The Bidder is a person or organisation designated as a terrorist by any authority.

iv. In exceptional circumstances, accept a late Proposal where it considers that it will not affect the fairness of
the RFP process to other Bidders.
v. Accept or reject any non-compliant, non-conforming or alternative Proposal.
vi. At its discretion does not provide a response to any question arising submitted by a bidder.
vii. Waive irregularities or requirements in or during the RFP process where it considers it appropriate and
reasonable to do so.
viii. Select any individual element/s of the requirements that is offered in a Proposal and capable of being
delivered separately.
ix. Selecting two or more Bidders to deliver the requirements in the RFP.
5.17 Acceptance
By submitting a Proposal, the Bidder accepts that it is bound by the Instructions and rules set out in Part 4 of
this RFP.

Gavi may pursuant to Part 4 - Evaluation and Scoring Approach, consider the ease of contracting with a Bidder
based on that Bidder’s feedback on the Terms and Conditions (where these do not form part of the weighted
criteria) deciding which Bidder/s to shortlist.
