 If the other house makes any changes, modification or amendments, it’ll be re forwarded to

the house from which it originated, shall be then considered in a joint sitting, if passed by
majority vote, it’ll be presented to President for assent.

 If the bill is not passed, within 90 days, or rejected, there will be a joint sitting presided by
speaker of NA, and majority voting will be practiced.

 Rules of joint sitting are set by predicting by consultation without Chairman & Speaker.
 The rules of procedure may be modified at joint sitting, by vote of majority.

 Article 73 is an exception to Article 70, that empowers National assembly to originate Money
Bill, hence senate has not the power to originate Money Bill.
 Whenever the money bill (Finance Bill/Annual Budget) is presented in National Assembly, it
is forwarded to Senate, which may make any recommendation, within 14 days.
 NA will consider the recommendations, with or without incorporating the
recommendations, the bill shall be passed, and presented to President for assent.
 There are certain things that define the money bills;

 Anything related to Tax,

 Borrowing of money,
 Custody of Federal Consolidated Fund
 Any imposition of charge omi FCF,

 There are certain exceptions to Money Bill;

 Anything related to fine or fees,

 Money related to locals authorities
Wether the bill is money bill or not; speakers decision is final. Every money bill forwarded for
presidential assent shall bear a certificate by the Speaker that it is a money, speaker’s certificate is
finally and cannot be called in question.
