SCHEME OF TESTING AND INSPECTION
FOR CERTIFICATION OF
READY MIXED PAINT, AIR DRYING,
RED OXIDE -ZINC CHROME, PRIMING
ACCORDING TO I5:2074-1992 (Second Revision)
sy Laboratory - A laboratory shall be maintained, which shall be suitably
equipped and staffed, where the tests shall be carried out in accordance with
the methods given in the specification. < -
2. ‘Test Records - All records of tests shall be kept in suitable forms
approved by the Bureau of Indian Standards.
2.1 Copies of any records or charts that may be required by the Bureau shall
be made available at any time on request.
2.2 Quality Control - It is recommended that as far as possible, statistical
quality control (8QC) methods may be used for controlling the quality during
Production as envisaged in this Scheme < See 18:397 (Part I)- 1972, 18:397
(Part 2)-1985 and I5:397 (Part 3)- 1980>.
2.3 Quality Systems: - As far as possible, Quality Systems as per 18/130
9000 series shall be installed by the firn.
3. Standard Mark ~ The Standard Mark as given in Column (1) of the First
Schedule of the license shall be printed on each container or on the label
applied to the container provided always that the material in each container
to which this Mark is thus applied conforms to every requirement of the
specification.
4. Marking - In addition, the following information shall be given on each
container or on the label applied to it:
a) Name of the manufacturer and recognized trade mark, if any;
b) Name of the material;
¢) Class of the material;
4) Volume of the material in the container;
e) Control unit number; and
f) Month and year of manufacture.
5. Levels of. Control ~ The tests, as indicated in Table 1 and at the lovels
of control specified therein, shall be carried out on the whole production of
the factory which is covered by this scheme and appropriate records and
charts maintained in accordance with paragraph 2 above. All the production
which conforms to the Standard and covered by the licence shall be marked with
Certification Mark of the Bureau.Doe:STI/2074/5

5.1 For the purpose of sampling, the paint produced in a batch mixer at a
time shall constitute a control unit.
5.2 n the basis of the tests on the samples drawn fron a control unit, the
conformity to the various requirements of the specification shall be made as
follows.
5.2.1 A sample dravn from a control unit shall be tested for its colour by
matching it with the specified IS colour. If it fails to conform to the
Specification. the control unit from which the sample is drawn, shall be
considered unfit for the purpose of marking.
5.2.1.1 In addition to the test as given in para 5.2.1 above, a sample taken
from every control unit shall also be tested for its consistency drying tine,
finish, and mass per ten litres. If any sample fails in respect of one or
more of these requirements, the control unit represented by the sample shall
be considered unlit Lor Lhe purpuse ol marking.
5.2.2 Every fifth control unit shall be tested for its composition,
compatibiltay with thinner, Relative consistency. In case of any failure every
subsequent control unit shall be tested till two consecutive control units
pass.
5.2.3 Every Tenth control unit shall be tested for protection against
corrosion under condition of condensation, resistance to salt spray,
flexibiity and adhesion after 48 hours of air drying and scratch hardnes,
Accelerated storage stability and resistance to Natural or Artificial Sea
Water (Applicable for marine paint only). If tenth control unit fails in any
one of the above requirements complete tests as stipulated in this clause and
clause 5.2.2 above shall be carried out on all the subsequent control unite
till five consecutive control units conform in all respects to the
requirements of 18:2074-1992 after which the testing on the tenth control unit
sample shall be resumed.
6. _ Raw Material - Only such raw materials shall ‘be used in the manufacture
of the paint which on testing are found to conform to relevant Standards
indicated in Clause #of 15:2074-92. In case each consignment of raw material
is covered by a test certificate further testing need not be done. ®
6.1 Each consignment of the thinner received in the factory shall be tested
for flash point and records maintaind and only those consignments conforming
to the relevant IS specification shall be used.
7. __In respect of all other clauses of the specification, and at all stages
of manufacture the factory shall maintain appropriate controls and checks to
ensure that their product conforms to the various requirements of the

8. Rejection ~ A separate record shall be maintained giving information
relating to the rejection of the material which do not conform to the
Specification and the method of their disposal. Such material shall not be”
stored together with those conforming to the specification.
9. Samples - The licensee shall supply free of charge, the samples required
in accordance with the Bureau of Indian Standards (Certification) Regulations,
1968 as subsequently amended, from his factory or godowns. The Bureau shal
pay for the samples taken by it from the open market.
10. Replacement - Whenever a complaint is received soon after the goods with
Standard Mark have been purchased and used, and if there is adequate evidence
that the goods have not been misused, defective goods or their components are
replaced or repaired, free of cost, by the licensee in case the complaint is
Proved to be genuine and the warranty period (where applicable) has not
expired. The final authority to judge conformity of the product to the Indien
Standard shall be with the Bureau.
il. Stop Marking- ‘The marking of the product shall be stopped under
intimation to BIS if, at any time, there is some difficulty in maintaining
the conformity of the product to the specification or the testing equipment
goes out of order, The marking may be resumed as p00n as the defects are
removed under intimation to BIS.
The marking of the product shall be stopped inmediately if directed to
do so by BIS for any reason. The marking may then be resumed only after
Permission by BIS. The information regarding resumption of marking shall
also be sent to BIS.
12. Production Data - The licensee shall send to the Bureau as per the
enclosed proforma, a statement of the quantity produced, marked and exported
by him and the trade value thereof during the half year ending 30 June and 31
December. This statement is required to be forwarded to the Bureau on or
defore the Sist day of July and January for the préceding half year.Is:2074-1992
