Initiatives taken by UP Govt to engage the migrants.

 The Government of Uttar Pradesh has created a dedicated NRI


Department for all NRI related activities.
 UPFC has been made responsibler NRI oriented activities is also on
the anvil. Four regional centres are also proposed in Varanasi, Gorakhpur, Kanpur and Noida.
 Special instructions to officers for prioritizing NRI queries.
 Single window facilities under the chairmanship of Principal
Secretary.
 Already functional U.P. Industrial Grievance Redressal System has
been extended to NRIs for redressing their grievances.
 A state specific NRI website to connect with the NRIs and providing
necessary information at the click of a mouse.
 Annual NRI meets for connecting with the UP NRI Community
globally.
 A Call centre, which will work 24x7 for receiving grievances from
emigrants/NRIs abroad and for necessary counseling and taking up issues with other
Government Departments.
 Issuance of NRI Card to NRIs for availing services, such as easy
access to offices and other third party benefits in near future.
 Award and recognition of NRIs for their contributions to the State.
 U.P Financial Corporation established NRI cells in its regional
offices i.e. Lucknow, Gorakhpur, Varanasi, Meerut& Noida to deal with work related to NRI
Deptt.

Some Strategic Initiatives Taken by UP Govt

1. Constitution of Uttar Pradesh workers and laborers Commission ( Job and


Employment ) :

Under the supervision of Yogi Adityanath, Hon’ble Chief Minister, U.P., Uttar
Pradesh Workers and Laborers (Jobs and Employment) Commission has been
constituted which includes senior & experienced government officials and experts
of various sectors to bring back the stability in the lives of migrant laborers, which
got imbalanced due to global pandemic Covid-19. The Commission created a
strategic plan to overcome this crisis and produced following results:
 Strict Compliance of social and economic security policy is created for
migrant laborers.
 Career counselling is included in the major activities of the commission.
 At district level, the personal and professional details of migrant laborers
were collected, maintained & verified for necessary actions like providing
employment to them as per their skills.
 Skill-wise details of laborers shared with all government departments of the
state.
 Opportunities of employment are created in the public and private sectors
for the laborers.
 Coordination is established with several small, medium and large scales
industrial units to provide job opportunities to laborers.
 Skill-wise data of state migrant laborers is updated on the Sewayojan
Portal.
 Beneficiary schemes are launched for migrant laborers.
 Migrant laborers are given employment according to their ability and skill. 
 Social and financial security of the migrant laborers is ensured at every
step.
 A committee was constituted at district level for compliance of orders of the
Commission

2. Creation of help desk for career counselling for rehabilitation of migrant


workers:

GoUP has created career counselling committee and help desk and district level
for counselling and support of migrant labourers of the state .
 Through regular career counselling, mental strength of migrant laborers
stabilized which helped them in getting prepared for the future
 Migrant laborers are informed about various welfare schemes of the
Government so that they can get benefited according to their qualification
and skills.
 An application was launched for verification of collected data of migrant
workers.
 Help desk were established to add pace to registration process of migrant
labourers and information on various beneficiary schemes were shared to
them.

3. Generation of Employment through Sewayojan portal for migrant labourers:

Post COVID 19 huge number of migrant labourers were unemployed in state of


Uttar Pradesh.To provide job opportunities to migrant labourers the most
essential requirement was to collect the data of labourers and to maintain it
according to their skills. The Uttar Pradesh government released its first skill map
of migrant workers who returned to the State during the lockdown in the month of
May 2020. The government has said it will provide them jobs in the State as per
their skills and experience as per constituted Migrant Commission for it. So far,
around 23-24 lakh migrant workers have returned to Uttar Pradesh during the
lockdown. For collection of data Sewayojan Portal was developed which
facilitated the laborers in getting registered with the department and get all the
information related to employment
The largest set of these migrant workers are related to the construction sector,
with over 1.52 lakh engaged in work in real estate or construction agencies.
The list also includes painters (26,041), carpenters (16,064), drivers (9,052),
electricians and persons associated with electronics (4,980), security guards
(3364), furniture and fitting workers (2,234) and auto-repair mechanics (1,557),
said a senior official.
