RNDDH visited the political prisoners arrested by the Jovenel administration today on
February 7, 2021

Haiti renews on February 7, 2021 with waves of arrests for political cause. The Minister of
Justice, Rockefeller Vincent was present at the second of the arrests of these personalities. The
Government Commissioner of the Croix-des-Bouquets, Me Elder Guillaume, Dimitry Herard is
the one who ordered the operation accompanied by several brokers of the national palace guard
unit (USGPN) proceeded to the arrest of the Judge at the Court of Cassation Yvickel Dabresil ,
agronomist Louis Buteau, the general inspector of the PNH, Marie Louise Gauthier, as well as
several other people on the evening of Saturday to Sunday, February 7, 2021.

This is the list of the people arrested today

5. Claude Veillard, 75 years old ,political scientist,
6. Romain Dabresil 35 years old, cousin of the judge
7. Bertis Loubet, 58 year old
8. Cineus Roosevelt, 33 years old, cousin of the judge
9. Dantes Wesner, 45 year old
10. Dachelin St Ford, 25-year-old ,police officer
11. Jean Robenson, 29 years old, police officer I
12. Herrard Steven, police officer III, 34 years old, has been the judge’s security for 8 years
13. Fleurant Nacius 36 years old, agent 2, 10 years’ work with the judge.
14. Renard Dabresil, 32 year old, the judge’s cousin, is a 17-year-old judge in court in Port-
au-Prince.
15. Saint Cyre Fritnet, 40 year old, the judge driver
16. Yves Wany, 44 year old, works in Petit Bois
17. Hija Djennicka Phillipe, 21 years old
18. Saintime Chantale, 37 years old,

18 people were arrested. The judge explains that he lives in Merger in the municipality of
Carrefour, because of the insecurity for 2 years for his work he must sleep in Port-au-Prince, and
he goes home on weekends.

He says that around 2:30 in the morning, the USGPN landed in his space. When they arrived,
they went into the yard, knocked on his door, opened it and threw tear gas inside, and a USGPN
policeman took him and threw him to the ground, he was lay down, kicking him and saying “you
were plotting against the president Jovenel. They asked where Judge Pressoir’s house was with
Judge Meréne.” These are the other two judges of the Court of Cassation.

And so he and his security had 2 M-4s with a 9-millimeter, a torus is the legal weapon of the
police. So the USGPN agents come with a bunch of guns to lay down next to them. The USGPN
agent said you guys are a problem to the President, Why are you saying that his mandate is over.

Around 8:30 pm, the Central Directorate of Judicial Police (DCPJ) replaced the USGPN, a unit
that does not belong to the police operations, The USGPN is a specialized unit of the Haitian
National Police (PNH). Since 1997, the main role of the USGPN has been to ensure the security
of the National Palace. The specific missions of the USGPN are:

• Provide custody and security of the National Palace buildings.


• To ensure the custody and security of the private residences of the President of the
Republic in office.
• To ensure the custody and security of the private residences of former Presidents of the
Republic.
• Escort the presidential convoy when the President of the Republic is required to travel by
vehicle.

This arrest is an arbitrary and illegal arrest, it is a political persecution. They didn’t see the
people in the act, they didn’t have illegal weapons, because according to Article 184-1 of the
constitution, which concerns Judge Yvikel Dabresil,according to Article 184-1, they can only be
brought before the High Court of Justice, that is, if they commit an offence, it is only before the
High Court of Justice. they humiliate the people, the USGPN policemen walk on them

Since the Biden administration through the spokesman of the State Department declaration on
February 5, 2021 regarding the end of Jovenel mandate which the Biden administration support
till 2022 has stepped up repression, Jovenel has become more arrogant, his term ends today, he is
no longer president, And he chooses to repress because he feels that he has the support of the
Biden administration. Haitians from 2017 to the present have been in danger of becoming even
more in danger at the end of Jovenel’s mandate with the support of the Biden administration.
