ADDITIONAL EXPENDITURE LIMITS FOR —_ NON-WAGE, RECURRENT EDUCATION CAPITATION GRANT FOR SAFE RE- OPENING OF SCHOOLS AND OPERATIONS FY 2020/21 1. TLE the President, in his address to the Nation on 20” September, 2020, on the COVID -19 pandemic, directed the Minister of Education and Sports to make axzangements for eopening of Schools and Education Institions for Candidate Classes. 2 Ina letter Ref: EPD 192/335/01 dated 1* October, 2020, -he Permanent Secretary, Ministry of Education and Sports requested for the ralease of Local Government Education Non- Wage Grant to eater for the reopening of Schools for Candidate Classes. 3. The puspose of this Circular is to communicate the additional Expendicure Limits for the Local Government Education Non- Wage Geant of UShs. 53,208,173,381/= (of which UShs. 32,664,173,381/= is for capitation grant ‘and UShs, 20,634,000,000 /= is for SOPs) to enable safe reopening of Schools, 4, ‘This special release covers the estimated capitation grant requirements for Candidate classes and additional operational costs including the cost of complying with COVID-19 SOPs, issued by the Ministry of Health to permit safe learning 5, In the absence of updated numbers for the Candidates petusning to Schools, Local Government Accounting Officers are required to vffify requisitions from Schools/ Institutions before invoicing the capitation grany form nd on per msn ree rf ani an acy fr pe “sd wale a pst an ps ca pa 6. To facilitate the planned reopening of Schools, Warrants on the Integrated Financial Management System (FMS) should reach this Ministry by 7 October, 2020. Approval of Warrants shall be based on the attached Annex 1 7. By copy of this letter, Accountant General is requested to issue “Accounting Warrants up to the levels indicated in the Expenditure Limits Schedule attached in Annex 1.
