(LACT) Components
A liquid meter is, in essence, a hydraulic motor with high volumetric efficiency that absorbs a small
amount of energy from the flowing stream. This energy is used to overcome internal friction in
driving the meter and its accessories and is reflected as a pressure drop across the meter. Pressure
drop is regarded as a necessary evil that must be minimized. Pressure drop across the internals of a
PD meter actually creates a hydraulically unbalanced rotor, which causes rotation.

Rotary Positive Displacement (PD) Meters

Positive displacement flowmeters are some of the most accurate flowmeters available today and
have long been the standard of measurement for liquid hydrocarbons such as crude oil.

They can easily obtain flow measurements within 0.1% of the true value, and are unique because
they are the only type of flowmeter that directly measures the volumetric flowrate.

Conventional Operation
Basic LACT Operation
Shown below is a typical producing lease
surface equipment flow pattern.
After produced oil has been through the
separator and/or heater treater it is sent to the
stock tank. Oil is pumped from the tank through
the LACT unit when it reaches a predetermined
level in the stock tank. The electrical signal is
initiated through a static head switch or level
controls to the holding coil of the charge pump
prime mover on the LACT unit. If the BS&W
(Basic Sediment & Water) content is below a
preset acceptable percentage, the oil is pumped
through the sales meter to the pipe line. If, how-
ever, the BS&W content is above an acceptable
level, the oil is automatically returned to the
process equipment or a holding tank for further
processing.
Any time marketable oil is pumped through the
LACT unit to the pipe line, a proportionate
sample of the oil is automatically obtained and
stored in a vapor proof container. This
composite sample is later used for gravity and
BS&W verification.
Upon reaching low stock tank level, the LACT
unit charge pump will stop and not start again
until a high or run level is reached in the tank.

Coriolis Meters
LACT units are designed for unattended custody transfer of crude oil from a seller to a buyer.
The LACT design is determined by:

• Operating pressure
• Gravity
• Temperature of the oil

LACT units have traditionally been fitted with positive-displacement meters, but a turbine meter
can be used with certain types of fluid. Many LACT units utilize Coriolis meters as they can

Meter Provers
Verification and/or checking the accuracy of
liquid meters can be done with a device known as
a liquid displacement meter prover. Meter provers
can be stationary or mobile. They can be
bi-directional, unidirectional, piston type and small
volume type.
Meter provers are automated systems used to
provide on-site calibration to verify flow meter
uncertainty and establish the K-factor of a meter.
Provers are designed in accordance to the space
available and the type of product to be proved,
however, they must all be sized to accommodate
the flow rates of the meters to be proved.
EN-FAB meter provers are in accordance with,
and will meet the standards set forth by the
American Petroleum Institute (API) and the
International Organization for Standardization
(ISO)

The petroleum industry and American Petro-
leum Institute (API) have accepted the use of
volume displacement provers in two categories.
1. The conventional pipe prover is a displacement
prover with sufficient reference volume to
accumulate 10,000 whole pulses in a single pass;
2. The captive displacement or small volume prover
(SVP) is a displacement prover with insufficient
reference volume to accumulate 10,000 pulses in a
single pass and uses pulse interpolation software).
In both cases, it will require multiply passes for
a proving and to establish as new meter factor.
Conventional provers have been utilized for
meter proving since the early 1950’s, captive
displacement prover entered the market in the mid
1970’s after the acceptance of the double
chronometry or pulse interpolation (techniques

and proving system for the Alyeska Pipeline, Alaska.

Designed for employee training, the complete system is fully contained

within an enclosed 48’ trailer and located at Pump Station #1. to the
Valdez Marine Terminal, in Deadhorse, Alaska.

Since the pipeline opened in 1977, over 20,000 tankers have come and
gone from the Valdez terminal, carrying more than 15 billion barrels of oil
to refineries near Seattle, San Francisco, and Los Angeles.

EN-FAB Metering and Pressure Regulation System located on the Yucatan Peninsula, Mexico

The system includes receipt, measurement, and control equipment at the

receipt station, as well as block valves, pig launchers and receivers,
cathodic protection, supervisory control and data acquisition (SCADA),
leak-detection systems, maintenance facilities, warehouse, and a control
center at the first compressor station.

The custody-transfer measurement station is installed just outside the

interconnection with PGPB at Ciudad Pemex. Gas filtration, preheating,
regulating, and measurement facilities are installed adjacent to the new
Merida III plant, which was constructed, for both Merida III and the
existing Merida II power plant.
Pipeline Inauguration by Mexican President Ernesto Zedillo
Measurement stations were installed at Valladolid for the existing
combined-cycle plant in Campeche and for one other new plant.
Other new stations were connected at Lerma (Campeche), Nachicocom (Merida), and Valladolid II.
The system included launchers and receivers able to run pigs between all compressor station sites and the line

EN-FAB, Inc. is a multi-discipline company offering design, fabrication, service, training and operation of surface
equipment for the Oil & Gas Industry. EN-FAB currently has 93 full time employees including 6 Professional
Engineers, Inspectors, Technicians and other experienced support staff. 2 Manufacturing facilities, located in
Houston Texas and Muscat, Oman with total under roof fabrication area of 331,674 sq. ft. and 12 acres of
paved/concrete yard.

Founded by Daniel Industries, Inc., and privately owned since 1995, our growth and success is the result of
