The Most Honorable Andrew Holness

Prime Minister

Office of the Prime Minister

1 Devon House

Kingston, Jamaica

Dear Hon Andrew Holness,

I am greatly concerned about the crime rate in Jamaica. As a proud Jamaican

patriot, wrote you this letter to suggest some methods and strategies that could lower the crime rate of
Jamaica. A program called “Target Hardening” could be put in place, where inspectors go around
communities to inspect the houses to check if homes are built with heavy duty doors, locks and
windows, and encourage persons to upgrade their homes. Encourage home owners to always put up
valuable items from the outside e.g. vehicles, working equipment’s etc.

Ensure that community homes and businesses are surrounded with electric
fences with hedges. Putting security guards, barriers and ID card systems at commercial sites.
Surveillance must also be considered commercial sites must have CCTV cameras installed. In
communities a neighborhood watch scheme should be implemented, and in the cities JDF soldiers or JCF
workers should surveil the cities. Street lights must be checked everyday and ensure that dusk to dawn
lights are used on the streets.

Timer switches should be used to make homes look occupied if vacant

after the hours of darkness. Youth diversionary schemes could be deployed with partner
agencies. Drug offenders could be referred to rehabilitation programs. I am eager to hear your
decisions and I hope that my letter encouraged you to take these methods and strategies into
consideration.

Sincerely,
Lascel Bygrave
