Facts about the case:

According to the case, the province of Cavite filed an expropriation case seeking
to expropriate the porperty which was given by Guillermo, the late husband of
Mariette de Villa through a deed of donation.

De villa opposed the expropriatation claiiming that there are still areas of the
donated proprty failed to developed.
