Ict equipments, school furnitures and fixtures, teacher items/salaries and wages,
and trainings are among the few priorities out of this large budget of the
department.Furthermore, given the budget DepEd struggle to achieved the long desired
basic quality education as confirmed in the PISA and other world standard assessment
of the level of education in the Philippines.

The culture in the bureaucracy makes it difficult for the budget of the department
to reach the last mile schools and the grassroots of educational system. But constant
reforms geared towards digitization of the system to avoid systems loss in the delivery
of basic services are underway.

These budgets were spent for the personnel services and for maintenance and
other operating expenses of the schools in general. Large chunk of these budgets are
intended to support the learners in getting quality education out of the school
instructions. School buildings, textbooks,

Expenses ballooned due to unprogrammed activities that were unforeseen.


Furthermore, the corruption inside the bureaucracy further worsen the situation. The
meager budget even get thinner due to political interventions/lobbying and corrupt
practices inside the system.

However, despite this large budget the department is enjoying yet, DepEd clearly
stated that by par, it’s a short compared to their proposed budget to cover the needs
and back-lag of the department. Factors are the calamities we have encountered and
this COVID-19 pandemic.

The Department of Education as mandated by law received the biggest budget in


the entire branches of government. This is to ensure that education of the Filipino
people, the children where the future of the country depends were taken cared well.
