PREFACE

National Competency Standards (NCS) are an essential element for the implementation of a unified Technical and
Vocational Education & Training System for Sri Lanka and form the basis for the National Vocational Qualification
Framework of Sri Lanka, which provides for the award of nationally recognized qualifications. The NCSs are
developed in consultation with industry and are designed using a nationally agreed specific format, to maintain
uniformity and consistency of standards amongst occupations.

The NCSs specify the standards of performance of a competent worker and the various contexts in which
work may take place. NCSs also describe the knowledge, skills and attitudes required in a particula r occupation.
NCSs provide explicit advice to assessors and employers regarding the knowledge, skills and attitudes to be
demonstrated by the candidates seeking formal recognition for the competencies acquired, either following
training or through work experience

NCSs focus on what is expected of a worker in the workplace rather than on the learning process.

NCSs stress upon the ability to transfer and apply knowledge and skills to new situations and environment
In NCSs the emphasis is upon outcomes and upon the application of knowledge and skills, not just the
specification of knowledge and skills.
NSSs are concerned with what people are able to do and the ability to perform a task in a range of contexts.
NCSs include all aspects of workplace performance and not only narrow task skills.

NCS can serve a number of purposes including:

Providing advice to curriculum developers about the knowledge, skills and attitudes to be included i n the
curriculum.
Providing specifications to Competency Based Assessors about the knowledge, skills and attitudes to be
demonstrated by candidates.
Providing advice to industry about job functions, which in turn can be used for the development of job
descriptions, performance appraisal systems and work flow analysis.

The lead organization for the development of NCSs is the National Apprentice & Industrial Training Authority.
The standards so developed are endorsed by the Tertiary & Vocational Education Commission as Nationa l
Documents.

There is a requirement to review the standards within the prescribed period as appropriate as and wh en required,
with the assistance of relevant industry groups, and incorporate the changes in the National Competency
Standards.

FORWARD

Skills Development Project, funded by the Asian Development Bank aims at establishing
a competency based system within the Technical and Vocational Training Sector.

One of the vital integral components in the competency based system is the curriculum
designed for a Competency Based Training (CBT).

A curriculum, in fact, is a plan for training and a competency based curriculum in


particular is a training plan aimed at developing a highly skilled work force to address the
specific manpower requirements of the industry.

This curriculum developed for the occupation of Electrician consists of 3 documents,


namely,

• Curriculum Outline
• Learner’s Guide and
• Trainer’s Guide

As competency based training approach is basically trainee-centered, the instructional


design of this curriculum is enriched with creations of activities that facilitate and enhance
the learning process.

The curriculum, however, will have to be continuously reviewed and amended as the
technological developments provide significant changes in skills, knowedge and other
requirements of the occupation.

The project wishes to express its sincere appreciation and gratitude to all those resource
persons who have actively contributed to this exercise and also to the CBT
Development Unit of the project for producing this valuable curricular material.

INTRODUCTION

This is the steering curriculum document prepared for conducting competency based
training.

This document takes someone through a quick walk over the contents of the training
programme.

The complete curriculum package of the competency based training programme consists of
two other documents, namely the “Trainer’s Guide” and the “Learner’s Guide”

A page or two has been set off in this document to provide details of each module
constituting the programme.

Following details in respect of each module are included here.

 Tasks included in the module.


 Standards to be achieved in performing the same.
 Related knowledge required to perform these tasks.
 Tools, machinery equipment and learning and teaching aids required to complete the
module.
 Target time for completion of the module.

Further, this document would provide an idea as to the number of training modules
prepared for this trade and whether it would be possible to conduct a CBT programme in
any given center.

OCCUPATIONAL OUTLOOK

An Electrician should be able to perform the following functions at a higher level of


competency.

Prepare materials necessary for installing an electric supply.


Perform metal and other soldering in power supply machines.
Install metal and P.V.C. conduit systems used in electric supply.
Join different types of electric wire used in electric supply.
Install and maintain electric supply systems.
Remedy defects in control systems / equipment in electric supplies.
Fix and maintain different types of electric motors and other electric machines.
Maintain electric generators.

These functions should be performed according to accepted standards and specifications


in the field complying to Institution of Electrical Engineers (I.E.E.) regulations

Occupational Necessity

Today, there is a special demand open to this occupation both locally and overseas. It is quite
clear from the consumers who enjoy the facilities that the demand for this occupation is
very high. The demand for electricians is further increasing day by day because the newly
