COMMISSION AND GOVERNMENT - ACCEPTANCE THEREOF Sir, 1. Lam directed to say that in pursuance ofthe decisions taken by the Govt on the recommendations of the Seven. Central Pay Commission relating to Travelling ‘Allowance entitlements, the Ministy of Finance have issued orders vide OM 'No19030/1/2017-E.IV dated 13. July 2017 for modifying Traveling allowance cenitlements of Civilian Central Govt employees. In pursuance thereto, sanction of the President is conveyed to the modifications in the Travel Regulations, 2014 (Edn) for ‘Aimed Forces Personnel as set out in Annexure to this eter 2. The Pay Level for determining the TA/DA entitlement is a inccated in relevant Special ArmyiNavy/Air Force Instructions 3. The term ‘Pay in the Level forthe purpose of these orders reiers lo Basic Pay ‘drawn in appropriate Pay Level in the Pay Matiix as defined in relevant Special ‘AmmyiNavyiAir Force instructios issued in pursuance to Govt decision on 7 CPC recommendations and does not include Non-Practising Allowance (NPA), Miltary ‘Service Pay (MSP) or any other type of pay Ike special pay, etc 4. The self-certiied claim should clearly indicate the period of stay, name of dwelling, ete. Additionally, for stayin Class x’ cities, the ceiling for all employees up to level 8 would be ° 1,00C per day, but it wall, ‘only be in the form of reimbursement upon production of relevant vouchers. The ccelling for reimbursement of hotel charges will urther tise by 25 percent \whenever DA increases by 60 percent. (ii) Reimbursement of Travelling Charges:- Similar to Reimbursement of staying accommodation charges, for evels 8 and below, the claim (up to the Celling) may be paid without production of vouchers against se-certiied claim ‘only, The self-certfed claim should clearly indicate the perod of travel, vehicle ‘number, etc. The celing for levels 11 and below wil further rise by 25 percent ‘whenever DA increases by 50 percent. For joumeys on fcat, an allowance of Rs.121- per kilometer travelled on foot shall be payable addionally. This rate will further increase by 25% whenever DA increases by 60%, (i) Reimbursement of Food Charges:- There wil be no separate ‘eimbursement of food bills. Instead, the lump sum amount payable will be as per Table E(i) above and, depending on the length of absence from headquarters, would be reguiated as per Table (v) below. Since the concept of reimbursement has been done away vith, no vouchers wil be required. This methodology is in line with that followed by Indian Railways at present (with ‘uitablo enhanocment or ratca). ic. Lump aum amount payeble. The lump sum ‘amount wil increase by 25 percent whenever DA increases by 50 percent. However, for transfer to and from the Island teritories of ‘Andaman, Nicobar & Lakshadweep, CTG shall be paid atthe rate ‘of 100% of last month's basic pay. Further, KPA and MSP shall not be included as part of basic pay while determining enttlement for crs. (&) In cases of transfer to stations which ere at a distance of Jess than 20 kms from the old station and of transfer within the ‘same cy, one third of the Composite Transfer Grant will be admissible, provided a change of residence is etually involved. (©) In cases, where the transfer of husbend and wife takes place within six months, but after 60 days ofthe transfer of the spouse, fy percent of the Transfer Grant cn transfer shall be allowed to the spouse transfered later. No Transfer Grant shal be ‘admissible to the spouse transferred later, in case both the transfers are ordered within 60 days. The claim for reimbursement shall be admissible subject tothe production of actual receiptsvouchers by the service pers, Production of receiptsivouchers is mandatory in respect of transfer ceases of North Eastem Region, Andaman & Nicobar Islands and Lakshadweep also, (©) Transportation of personal effects by oad is as per Kilmetre basis ‘only.
