Rationale:
‘The provisions of DO 12, s. 2020 on the Basic Education Learning Continuity Plan (BE-
LCP) recognize the value of flexibility in the teaching learning process based on
contextualzation. Flexible learning offers leaner rch learning choices fom multiple
dimensions of study, applies learner-centered constructivist approach which is indicated by a
shill from the teacher taking learning responsibilities tothe learner taking these
responsibilities, and requires learners to be more skilled at self-regulation in terms of goal
setting self-monitoring, selfinstrction and self-sinforcement. In a flexible leaning,
«environment, teachers promote active leaming by creating engaging and effective situations
(UNESCO 2020).
‘The Secretary, in collaboration with the Executive and Management Committees, has
‘been closely monitoring the delivery of basic education services in the public schools since
the start of lasses on October 5, 2020,
‘Because of some key challenges noted, there isa need to recalibrate the strategy of
assigning teaching responsibilities of teachers and learning activities tothe leamers with the
assistance oftheir parents,
By ensuring flexibility in teaching and leaming, stress and burden of leaming through the
‘multiple distance learning modalities offered by DepEd will be reduced even as the leamers
are guided to focus on the Most Essential Learning Competencies (MELCS).
Under the DepEd Memorandum (OUCI-2020—307) from the office of Undersecretary
for Curiculum and Instruction entiled “SUGGESTED MEASURES TO FOSTER
ACADEMIC EASE DURING THE COVID-19 PANDEMIC the In-Service Training shall be
‘conducted in December for MELCs-based Quarter planning for Distance Learning Deliveryvg
Modalities (DLDM) assess the contextualized Learning Contin
: ntimuity Plan(LCP) and gather
‘evidence asa basis for plan adjustment.
Along withthe recent changes of the Basic Education Curriculum that isthe new normal
‘ication, Sinayawan Elementary Schoo will condect a In-Service Training for Teachers on
December 15-18, 2020, (7:30 A.M. 4:00 PM ) at Sinayawan ES Computer Laboratory,

‘VIL. Socio- Economic Justification: When teachers face an environment with many levels ofleamers
fom different backgrounds and socioeconomic statuses, they need to be prepared to address possible
‘2aps and leamer issues in full free. It can be challenging because teachers do have to learn new
strategies in employing knowledge and implementation of new normal education; however, working.
with these techniques to ensure leamers’ continuity in schooling is absolutely worth it and completely
rewarding.
IX, Sustuinability: The relevance ofthese activities will gamer much appreciation from all ainees;,
i.e, the teachers in particular, for it will arm them the knowledge of properly implementing such
‘modalities. The suid activity will act as a catalyst for teacher's effectiveness. It is also a way of
‘updating teachers’ skills and knowledge for improving teaching and learning which lead to better job
