Alll Chief Officers, Maharashtra State Sub: Permitting Telecom Service Providers (TSPs) & their authorised vendors to maintain their Telegraph Network in Maharashtra State in view of the situation arising due to outbreak of COVID-19 Teg. Maharashtra State Govt. authorities have imposed restrictions, through various orders, on the movement ‘of public to contain the possible spread of COVID-19. Department of Telecommunications (DoT), being Telegraph Authority under the Indian Telegraph Act 1885, has the responsibility to establish and ‘maintain the Telegraph services in the entire country through various licensed Telecom Service Providers, and ensure proper conduct of Telegraph Services, especially during the emergent situation ‘of outbreak of COVID-19. Presently, following TSPs are operational in Maharashtra and Goa. 1. Mis Airtel 2. M/sBSNL. 3, M/sRJio 4. M/s Vodaldea. In view of above, and to maintain seamless communication services in the entire state of Maharashtra, it is requested to take following measures to enable TSPs & their authorised vendors to continue to offer uninterruptible telecom services till the restrictions are in place: 1, To permit unrestricted movement of Staff/Ficld Engincers and Vehicles of TSPs & their authorised vendors to have unhindered access to all of their Telecom installations such as Optical Fibre/Copper Cables, Towers, BTSs, MSCs, NOCS and administrative Offices. 2. Allowing TSPs & their authorised vendors minimum staff, if required, to work from offices, helpdesks/call centres and warehouses where spare equipment is stocked, in case of lockdown and emergency, Waiver from section 144 to maintain essential Telecom Services. 4. To direct the respective power companies to provide 24x7 power to all Telecom installations, 6. To direct petrol pumps owners to provide Diesel to Telecom companies for running the generators ‘in the event of failure of power supply. Needless to mention, a large part of dissemination of information and advisories to the general public regarding coronavirus is being done through text & recorded messages via the mobile network, and it is absolutely essential that telecom services continue to be maintained without any disruption.
