 The meeting is properly notice. Such as the public is advised of meeting in

accordance with requirements of any legislation. They may include placing a
notice in the newspaper a set number of day prior to the meeting

 The meeting is open to public. Such as no member of public is excluded from

attending either directly or indirectly.

 Through minute are taken at the meeting and are made available to the public
afterwards
