Scott: I have now read the summary report and the full report. Let me know when a good time to talk is and I will arrange
my schedule to talk.
I will note in my reading, that what starts out as an investigation of the Tully matter, soon turns into an all-out attack on
Chad Williams. I would love to have a disinterested third party do an investigation of both the Tully matter and of Chad's
handling of it and other matters. To date I am not convinced that we are getting the truth from either side. We can talk
about what I read and see in the report. It appears the investigator drew several conclusions about Mr Williams without
evidence.
I, like you, am about ready to clean house and start over.

I am forwarding a Referral Letter to the Board of Commissioners for the Southern Nevada Regional Housing Authority
(SNRHA) with an attached Findings Report for the Tulle sexual harassment investigation conducted by HUD-OIG from
September to December 2020. You may notice the report does not include the names of most witnesses interviewed by
HUD-OIG. This was done to adhere to HUD-OIG’s policy of confidentiality for open investigations. HUD-OIG realizes
the housing authority will be interested in obtaining copies of the supporting materials for the investigation. I have already
agreed to assist SNRHA’s Legal Counsel with this endeavor. I can be reached at the contact information below. Thank
