‘Sub: Life of warrant.
Pendency of large number of outstanding warrants for quite long time was
deliberated in 4" Synergy Conference and a Committee was constituted to examine
the following:
i. Guidelines on life of manufacturing warrants
fi, Analyze production cycle time in various divisions with reference to
life of warrants
iii, Review and recommend normal life of warrants based on production
type, quantity in a warrants and Nos. of concurrent warrants to be
issued for each item.
Committee report was deliberated in 04" Board Meeting’2017 held on
28-04-2017, Accordingly, the procedure approved by the Board for life of warrant
's enclosed as ANNEXTURE - I for strict compliance. Factories are required to
ensure that all outstanding warrants beyond the time period approved by the Board
are closed and forward status with PDCs for closure of outstanding warrants.
This supersedes relevant instructions issued earlier in this regard.

ANNEXURE - I
THE PROCEDURE FOR LIFE OF WARRANT
LIFE OF WARRANT:
Warrant quantity will be worked out as per annual production
target and capacity of the factory/section, such that the production
against the warrant is completed and warrant closed within its
prescribed life.
Life of warrants will be of six months including time required for
proof /inspection, except in case of GCF, VFI, HVF, OFMK, EFA, OLF,
& OFDUN where it will be as under:

GCF:
Life of warrant will be six months for components and sub-
assemblies except Large Calibre Gun Assemblies.
For assemblies of Large Gun Systems, the life of warrant will be
twelve months.
VFS:
For Components and sub-assemblies, the life of warrant will be
Six Months.
Main assemblies of “B" Vehicle & Mine Protected Vehicle, the life
of warrant will be Nine months.
HVF & OFMK:
Stage-wise assembly of ‘A’ Vehicles, the life of warrant will be
twelve months.
Fabrication and assembly of main assemblies viz Hull, Turret
and Gear Box of “A" Vehicles, the life of warrant will be Nine
months.
Components and sub assemblies other than above, the life of
warrant will be Six months.EFA, OLF & OFDUN
The life of warrant in case of final equipment assemblies will be
Nine months.
Components and sub assemblies other than above, the life of
warrant will be Six months.
EXTENSION OF LIFE OF WARRANT:
Sr. GMs/GMs are authorised to give one extension of three
months for any type of warrants.
Further extension of 3 months can be given by Sr. GM/GM
under intimation to concerned Member, beyond which extension
can be given only by the concerned Member.
Life of warrant to be reckoned from the date of first
transaction in the in the warrant.
NUMBER OF CONCURRENT WARRANTS:
For a particular item as 02 only for each Indentor and in
exceptional cases upto 03 only for each Indentor with the
approval of the General Manager.
In case any item is manufactured in more than one production
section of the factory, the restriction will be applicable for each
production section for each Indentor.
Exception can be made in case of HVF & OFMK, number of
concurrent warrants can be 04 for various stages of assembly, 03
for fabrication and assembly of Hull, Turret and Gear Boxes and
02 for all other components and sub assemblies. Number of
concurrent warrants in exceptional cases can be further
increased by one number in above cases with the approval of Sr.
GM/GM.4.
CLOSURE OF PENDING WARRANTS:
For warrants pending against trade supply/Trade conversion in
OTE cases, procedure of 'S' Issue Voucher is to be followed. MM
Division may reiterate the existing Standard Operating
Procedure (SOP) for Outsourcing/Trade conversions and may
revisit the same to make it more effective.
Major reason for pendency of warrants for Ammunition items and
its components is failure of product in proof and investigation by
designated authority leading to delay in final decision resulting in
subsequent closure of warrant beyond stipulated life.
The existing procedure for preparation of loss statement has to
be adhered to.
In this matter guidelines circulated vide 20.05.2014 may be
followed.
Once the loss statement has been recommended by Sr.GM/GM
(along with its relevant documents viz. Board of Enquiry), priced
and vetted by LAO and forwarded to the Pr, Controller of
Accounts (Fys.) Kolkata for acceptance, warrants can be closed,
eke
