I. INTRODUCTION
No matter what form it takes, a fitness community allows you to connect with other athletes. Members
might share their challenges and successes, discuss different training techniques, solicit advice or
support, and celebrate each other's achievements.

The increasing number of obesity cases in the country and the growing preference both youth
and adults for gadgets over physical activities prove the need to promote a healthy life style among
Filipinos . Government Policies and funding are essential in developing programs and providing the
necessary logistics to encourage physical fitness and sports in the country.
WHEREAS, the government recognizes the need for the development of youth as an integral
part of the national development policy;
WHEREAS, there is an urgent need to further examine, clarify, and delineate the areas where
there should be increased participation of the youth;
WHEREAS, the government recognizes the vital role of physical fitness and amateur sports
programs in the development of a healthy and alert citizenry for national progress;
WHEREAS, there is an urgent need to intensify a physical fitness and recreation program for
the population at all ages and at all levels of the community in order to serve as a strong
foundation for the inculcation of a national discipline; and
WHEREAS, there is a recognized need to adopt an integrated approach in the physical fitness
and amateur sports programs involving all sectors of the citizenry;
WHEREAS, Article XIV, Section 19 (1), of the Constitution provides that “The State shall promote
physical education and encourage sports program, league competitions, and amateur sports, including
training for international competitions, to foster self-discipline, teamwork, and excellence for the
development of a healthy and alert citizenry;”
WHEREAS, Republic Act No. 6847 created the Philippine Sports Commission (PSC) under the
Office of the President to carry out this constitutional mandate in coordination with the various
government departments and agencies and private entities;
WHEREAS, in order to ensure the implementation of the National Policy and Program of “SPORTS
FOR ALL”, Section 7(m) of Republic Act No. 6847 provides that the PSC shall “encourage, promote
and sustain the creation and establishment of regional, provincial, municipal and barangay or school
district sports promotion and development councils, composed of officials from the Department of
Education, Culture and Sports, Department of the Interior and Local Government, local government
officials and representatives of the private sector, which shall initiate, conduct and coordinate sports
activities in their respective jurisdictions;”
WHEREAS, the SPORTS COVENANT forged by all participants during the Sports Summit ’92,
which adopted the National Policy of “SPORTS FOR ALL,” specifically cited the urgent need to
establish and institutionalize the sports development councils nationwide to assist the Philippine
Sports Commission in the actual implementation of their respective programs for the nationwide
observance of the “Decade of Physical Fitness and Sports;”
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers
vested in me by law, do hereby order:
SECTION 1. – There is hereby constituted the National, Regional, Provincial, City, Municipal, and
Barangay Physical Fitness and Sports Development Councils, hereinafter referred to as PFSDC,
which shall act as the nationwide organizational network to assist the Philippine Sports Commission
in the planning, information dissemination, and actual implementation and monitoring of the National
Policy and Program of “SPORTS FOR ALL”

ninety-three
The different sectors nationwide promote fitness and health among Filipinos. Activities range from short
routines to full- length exercise program. Government and private companies are now more conscious in
creating a fitness culture in the workplace. People participate in aerobics and Zumba classes in malls,
parks, barangay halls, and other public venues.

Children and teenagers can gain several benefits from physical activities such as improvement of
cardiorespiratory health, muscular fitness and cardiovascular endurance; increase in bone density; health
metabolism; ideal body composition; and reduced risk of depression.
Here are some community based fitness program for the youth:
AEROBICS
Benefits: strengthen the heart, sheds excess weight, boost mood,
increase stamina.
INDOOR CYCLING
Benefits: increases muscular endurance, lower stress levels, burn
calories. Enhance cardiovascular fitness.
TAI CHI
Benefits: improve agility, balance, and flexibility; reduces stress, improves mood; reduces risk for older
adults.
YOGA
Benefits: lower blood pressure, improves balance and flexibility, increase
blood flow, perfect posture.
PILATES
Benefits: improves endurance, balance, flexibility; develops lean muscle
and strong back; enhance sports performance.
