¾Ÿõ}— ƒUI`ƒ ›ªÏ HIGHER EDUCATION PROCLAMATION
2. ƒ`ÕT@ 2. Definitions
In this Proclamation, unless the context requires
¾nK< ›Ñvw K?L ƒ`Ñ<U ¾T>ÁcÖ¨< otherwise:
"MJ’ uk` u²=I ›ªÏ ¨<eØ፡-
1/ "academic community" means all those
1/ "›"ÇT>¡ TQw[cw" TKƒ u}sU ¨<eØ persons studying, teaching and doing
uSÅu—’ƒ ¨ÃU uÑ>²?Á©’ƒ uST`' research as permanent or visiting members of
uTe}T` 2“ uU`U` }Óv` LÃ an institution;
}cT`}¨< ¾T>Ñ–< c−‹” Ákð ’¨<&
2) "academic officer" means research and
2/ "ካዳגክ אኮ" ֳُדየץוץו% publication officer, registrar and other similar
ֱُא ُאኮ፣ פጂُ ץףእ% officers;

3/ "academic staff" means members of an institution
3/ "¾›"ÇT>¡ c^}—" TKƒ uTe}T` employed in the capacity of teaching and/or
2“/¨ÃU uU`U` }Óv` Là ¾}cT^ research, and any other professional of the
¾}sU c^}— c=J” c’@ƒ uT>Á¨×¨< institution who shall be recognized so by senate

2¨<p“ ¾}cÖ¨< K?L ¾}sS< vKS<Á”U
ÃÚU^M&
4/ "¾ƒUI`ƒ ¡õM" TKƒ ¾›”É }sU 4/ "academic unit" means a college, faculty,
›"M ¾J’ ¢K?Ï' ó"M+' ƒUI`ƒ school, an institute, a department or a centre
u?ƒ' ›=’>e+ƒ¿ƒ' T°ŸM ¨ÃU established as a constituent unit of an
Ç=û`ƒS”ƒ ’¨<& institution;
9/ "}sU" TKƒ ¾S”ÓYƒ ¨ÃU ¾ÓM 9/ "institution" means a public or private higher
¾Ÿõ}— ƒUI`ƒ }sU ’¨<& education institution;
0/ "T>’>e‚`" ¨ÃU "T>’>eƒ`" TKƒ 10/ "Ministry" or "Minister" means the Ministry
2”ÅpÅU }Ÿ}K< ¾ƒUI`ƒ T>’>e‚` or Minister of Education, respectively;

01/ "c¨<" TKƒ ¾}ðØa c¨< ¨ÃU 11/ "person" means a natural or juridical person;

12/ "private institution" means a non-public
02/ "¾ÓM }sU" TKƒ u›”É ÓKcw higher education institution established by
¨ÃU Ÿ›”É uLà lØ` vL†¨< c−‹ one or more individual owners or by non-
vKu?ƒ’ƒ ¨ÃU ¯LT†¨< Kƒ`õ profit making associations, founded as co-
vMJ’ TQu^ƒ ¨ÃU uQw[ƒ e^ operative society or commercial association,
TIu^ƒ ¨ÃU u”ÓÉ TQu`’ƒ
or higher education institution established
¾}SW[} ¨ÃU u¨<ß ›Ñ` ¾}S-
W[}“ u›=ƒÄåÁ ¨<eØ ¾T>”kdke abroad and operating in Ethiopia;
¾Ÿõ}— ƒUI`ƒ }sU ’¨<&
03/ "¾S”Óeƒ }sU" TKƒ 2”Å ›Óv- 13/ "public institution" means an institution
w’~ uË~ uôÈ^M ¨ÃU u¡MM whose budget is allocated by the Federal or
S”Óeƒ ¾T>SÅwKƒ ¾Ÿõ}— ƒUI- State Government, as the case may be;
`ƒ }sU ’¨<&
04/ "¡MM" TKƒ u›=ƒÄåÁ òÈ^L© 14/ "state" means any state specified in Article
Ç=V¡^c=Á© ]øwK=¡ QÑ-S”Óeƒ 47 of the Constitution of the Federal
›”kê #7 ¾}SKŸ}¨< T”—¨<U Democractic Republic of Ethiopia and
¡MM c=J” ¾›Ç=e ›uv“ ¾É_Ǫ includes the Addis Ababa and Dire Dawa city
Ÿ}V‹ ›e}ÇÅa‹” ÃÚU^M& administrations;
05/ "¾‚¡’> c^}—" TKƒ ¾›e}ÇÅ` 15/ "technical staff" means non-administrative
ÉÒõ cÜ c^}— ÁMJ’“ ¾ST` personnel employed to support the teaching-
Te}T`”“ ¾U`U` Y^” KTÑ´ learning and research processes and non-
¾}kÖ[ c^}— c=J” uTe}T`Á academic professional medical personnel
JeúKA‹ ¨<eØ ¾}kÖ[ ¾›"ÇT>¡ employed in a teaching hospital;

06/ T”—¨<U u¨”É ï ¾}ÑKç¨< 16/ any expression in the masculine gender
›’ÒÑ` c?ƒ”U ÃÚU^M:: includes the feminine.
2/ ¾²=I ›”kê ”®<e ›”kê (1) É”ÒÑ@ 2/ Notwithstanding the provisions of sub-article
u=•`U ÃI ›ªÏ uHÃT•ƒ }sU (1) of this Article, this Proclamation shall not

uT>cØ }sU Là }ðíT> ›ÃJ”U:: institutions that offer only diploma and
certificate programmes.

¾Ÿõ}— ƒUI`ƒ ¯LT−‹ 4. Objectives of Higher Education
¾Ÿõ}— ƒUI`ƒ ¯LT−‹ ¾T>Ÿ}K<ƒ The objectives of higher education are to:

1/ ›Ñ]~ u›KU ›kõ Å[Í }¨ÇÇ] 2”É 1/ prepare knowledgeable, skilled, and
ƒJ” ¾T>Áe‹LDƒ u2¨<kƒ' ¡IKAƒ“ attitudinally mature graduates in numbers with
›SK"Ÿƒ ¾’ì< U\n”” u›Ñ]~ õL demand-based proportional balance of fields
ÑAƒ SW[ƒ u}Ñu= ¾S<Á Sc¢‹“ and disciplines so that the country shall become
¾ƒUI`ƒ ¯Ã’„‹ Tõ^ƒ& internationally competitive;
2/ u›Ñ]~ õLÔƒ Là ¾}Sc[}“ ƒŸ<[~ 2/ promote and enhance research focusing on
u°¨<kƒ“ ‚¡•KAÍ= iÓÓ` Là ¾J’ knowledge and technology transfer consistent
U`U`” T^SÉ“ TÔMuƒ&
with the country's priority needs;

3/ ensure that education and research promote

¾ìÇ SJ’<” T[ÒÑØ& prejudices;
4/ u›Ñ]~ ¾°Éу õLÔƒ Là ¾}Sc[} 4/ design and provide community and consultancy
¾TQu[cw“ ¾TTŸ` ›ÑMÓKAƒ” services that shall cater to the developmental
Tu`Ÿƒ& needs of the country;
5/ }sT© ’í’ƒ” Ÿ}ÖÁm’ƒ Ò` 5/ ensure institutional autonomy with
T[ÒÑØ& accountability;
6/ u}sTƒ ›e}ÇÅ` ¾lMõ vK É`h−‹ 6/ ensure the participation of key stakeholders in
}dƒö” T[ÒÑØ& the governance of institutions;
7/ u}sTƒ 2”penc? õƒI”' õƒH©’ƒ- 7/ promote and uphold justice, fairness, and rule
”“ ¾QÓ ¾uLÃ’ƒ” T^SÉ“ SÖup& of law in institutional life;

need and equity.

¡õM G<Kƒ INSTITUTIONS, STAFF AND STUDENTS OF
eK}sTƒ
eK}sTƒ ¾}sTƒ W^}™‹ እ“ }T]−‹ INSTITUTIONS
3/ ›Óvw’ƒ ÁL†¨< ¾²=I ›ªÏ É”ÒÑ@−‹ 3/ Without prejudice to the provisions of this
2”Å}Öul J’¨< ¾ÓM }sU 2”Å Proclamation, a private institution shall be
›Óvw’~ uTQu^ƒ' u”ÓÉ TQu^ƒ' established in accordance with the law governing
uQw[ƒ Y^ TQu^ƒ ¨ÃU ›Óvw’ƒ associations, business organizations, cooperatives or
vK¨< K?L QÓ SW[ƒ ÃssTM:: any other relevant law.
6/ ¾ÓM }sU” KTssU ¾T>k`u¨< ¾ፕa 6/ The project for the establishment of a private
Ë¡ƒ °pÉ u²=I ›”kê ”®<e ›”kê (4) institution shall, in addition to the requirements

under sub-article (4) of this Article, be
kØKA ¾}SKŸ~ƒ” Ñ<ÇÄ‹ ""}} ¾S-
accompanied by a memorandum of

establishment specifying the institution's:
3/ uHÑ^© ¾ƒŸ<[ƒ ›p×Ý Sc[ƒ ›Óv 3/ undertake and encourage relevant study,
w’ƒ ÁL†¨< ¾Ø“ƒ' U`U` 2“ ¾TQ research, and community services in national
u[cw ›ÑMÓKAƒ” pÉT>Á uT>c׆¨< and local priority areas and disseminate the
HÑ^©“ Ÿvu=Á© Ñ<ÇÄ‹ LÃ ¾T"H@É“ findings as may be appropriate; undertake, as
Ó˜„‡”U }Ñu= uJ’ ›Óvw ¾Tc^ may be necessary, joint academic and research
Úƒ& 2”Å ›eðLÑ>’~ Ÿ›Ñ` ¨<eØ“ projects with national and foreign institutions

4/ recruit and administer its personnel and manage
4/ u²=I ›ªÏ“ }ðíT>’ƒ vL†¨< ¾K?KA‹
QÔ‹ É”ÒÑ@−‹ Sc[ƒ e^}™‡” ¾S its finance and property in accordance with this
pÖ`“ ¾Te}ÇÅ`& ¾}sS<” Ñ”²w“ Proclamation and other applicable laws;
”w[ƒU ¾Te}ÇÅ`&

]Á−‹” ¾T¨<׃“ ¾TeðìU& guidelines in accordance with this
Proclamation;
6/ prepare and implement institutional plans,
6/ ¾}sS<” °pÉ' u˃“ ›Å[Í˃ ¾T²Ò
budget and organizational structures, and
˃“ ¾S}Óu`& 2”Ç=G<U u²=I ›ªÏ
submit performance reports in accordance with
SW[ƒ ÁðíìU ]þ`„‹” ¾Tp[w&
this Proclamation;
7/ establish cooperation relations with industries
7/ u}M°¢¨< Là uSSe[ƒ Ÿ3”Æeƒ]-
−‹“ K?KA‹ }sTƒ Ò` ¾ƒww` Ó”- and other institutions in pursuit of its mission;
–<’„‹” ¾SSe[ƒ&
8/ Ÿõ}— ¨<Ö?ƒ LeS²Ñu< ¨ÃU KQw[ 8/ give recognition or award prizes or honorary
}cu< Ÿõ}— ›e}ªî* Lu[Ÿ~ ÓKcx‹ degrees to persons of outstanding achievements
2¨<p“ ¨ÃU gMTƒ ¨ÃU ¾¡w` or contributions to society;
Ç=Ó]−‹” ¾SeÖƒ&
9/ provide support to primary and secondary
9/ KSËS]Á“ KG<K}— Å[Í ƒUI`ƒ 2ѳ education and provide support and cooperate
TÉ[Ó“ 2”Å›eðLÑ>’~ KSc“Ê“
with preparatory and technical and vocational
K‚¡’>¡“ S<Á ƒUI`ƒ u?„‹ 2ѳ
TÉ[Ó“ Ÿ’c< Ò` S}vu`& schools as may be appropriate;
10/ publish annual and multi-year statistics on
0/ u²=I ›ªÏ u}Å’ÑѨ< SW[ƒ ›S
©“ ¾kÅUƒ ›Sƒ ¾ƒUI`ƒ Ów›- educational input-and-output and financial
ƒ“ ¨<Ö?ƒ 2”Ç=G<U ¾óÓ”e Ñu=“ incomes and expenditures as stipulated in this
¨Ü e+e+"© S[Í−‹” ¾Td}U& Proclamation;
01/ u²=I ›ªÏ“ uTssT>Á¨< QÓ ¨ÃU 11/ discharge other responsibilities provided for in
uSSe[‰¨< c’É ¾}cÖ¨<” K?KA‹ this Proclamation and in its instrument of
HLò’„‹” ¾S¨×ƒ:: establishment.
u²=I ›ªÏ eK}sTƒ Å[Í ¾}Å’ÑÑ<ƒ 2”Å Without prejudice to the provisions of this Proclamation
}Öul J’¨< uT”—¨<U }sU ¾T>cØ on status of institutions and subject to senate decisions,
Y`¯} ƒUI`ƒ፡- curricula to be developed by any institution shall have
programmes, as may be appropriate, leading to the award
of:

1/ Bachelor Degree (BA/BSc);
2/ ¾Q¡U“ Ê¡}` (›?U.Ç=.) ¨ÃU ¾2”e
2/ Medical Doctor (MD) or Doctor of Veterinary
dƒ Q¡U“ Ê¡}` (Ç=.y=.›?U) Ç=Ó]&
Medicine (DVM) degree;
3/ ¾Teƒ_ƒ Ç=Ó] (›?U.›? 2“ ›?U.›?e.c=)
¨ÃU ¾Q¡U“ ¨ÃU ¾K?L S<Á 3/ Master’s Degree (MA/MSc), or a Medical or
other Professional Specialty;

1/ T”—¨<U }sU &¿’>y`e+& ¾T>K¨< eÁ 1/ An institution shall be granted the name and
T@“ Å[Í uT>’>e‚\ ¾T>cÖ¨< ¾T>Ÿ status of a “university” by the Ministry where:
}K<ƒ” SS²—−‹ c=ÁTEL ÃJ“M፡-
a) it has a minimum enrollment capacity of
G) uSÅu— ¾Ç=Ó] ýaÓ^S< 2ሺ 2“ Ÿ²=Á 2,000 students in regular undergraduate
uLà }T]−‹” u=Á”e ŸÇ=û`ƒS”ƒ
uLà uJ’< feƒ ¾ƒUI`ƒ ¡õKA‹ and graduate programmes in at least three
U[n“ ÉQ[ U[n ፕaÓ^V‹ academic units larger than departments, or
¾Te}T` ›pU c=•[¨< ¨ÃU uS it has a minimum enrollment capacity of
Åu— ¾Ç=Ó] ýaÓ^S< 2ሺ 2“ Ÿ²=Á 2,000 students in regular undergraduate
uLà }T]−‹” u=Á”e ŸÇ=û`ƒS”ƒ programmes in at least four academic units
uLà uJ’< ›^ƒ ¾ƒUI`ƒ ¡õKA‹ larger than departments;
upÉS U[n ፕaÓ^U w‰ ¾Te}T`
¯pU c=•[¨<&
K) u¿’>y`e+ ¢K?Ï’ƒ ¨ÃU u¢ַÏ’ƒ b) it has a record of at least four consecutive
¨ÃU u2’>e+ƒ¿ƒ’ƒ ¾Ÿõ}— classes of graduates in a degree programme
ƒUI`ƒ ›ÑMÓKAƒ c=cØ ¾q¾ ŸJ’ if it has been rendering services of higher
uÇ=Ó] ፕaÓ^U u=Á”e K›^ƒ education after being accredited as a
}ŸÃ ›Sƒ }T]−‹” university college, college or institute;

c) it undertakes research in different
N) ›Óvw’ƒ vL†¨< ¾}KÁ¿ Se¢‹ appropriate fields, has published its
U`U` ¾T>ÁÅ`Ó' ¾U`U` ¨<Ö?- research products and has facilitated means
„‡” Ád}S 2“ ¾U`U` Ó˜„‹”
of dissemination of the research findings to
K}ÖnT>−‹ ¾T>Áe}LMõv†¨<”
S”ÑÊ‹ ÁS‰† c=J”& end-users;
S) uT>’>e‚\ ¾¨Ö< HÑ^© ›’e}— ¾Å[Í d) it has a curriculum that match the national
SS²—−‹” ¾T>ÁTEL Å[ͨ<” ¾Ö standards set by the Ministry, the necessary
uk e`¯} ƒUI`ƒ' Ke^¨< ›eðLÑ> academic staff, institutional governing
¾J’< ¾›"ÇT>¡ c^}™‹' u²=I ›ªÏ structures as provided for by this
¾}Å’ÑѨ<” }sT© ¾›e}ÇÅ` ›Å[Í Proclamation, teaching materials,
˃' ¾Te}T]Á ¡õKA‹' u?}SíQ
õƒ“ u?}S<Ÿ^−‹ ÁK¨< 2“ K?KA‹ classrooms, libraries, laboratories, and
K¾ƒUI`ƒ SeŸ< ¾T>ÁeðMÑ< Ów›„ other appropriate discipline-related
‹” ÁTEL c=J”፤ እ% facilities; and
3/ אደ% ֶ ُץֱוُ ׂُשץይ ወይו 3) The Ministry shall determine the university
ֶ ُץֱוُ ׂُשץይ ;٢ የـנראـ status of an institution that offers a combination
וּהـየዩ? ٌץደנጃ אወ רፈֶጊ of regular and distance or virtual education or
ֲ. תገG እደ0ገ סIJٍ የ שףጥ%ُ only distance and/or virtual education on the

02. ¾¿’>y`e+ ¢K?Ï Å[Í” eKSeÖƒ 12. Granting the Status of a University College
1/ T”—¨<U }sU ŸT>’>e‚\ "¿’>y`e+ 1/ An institution that may be granted the name
¢K?Ï" ¾T>K¨<” eÁT@“ Å[Í KTÓ–ƒ and status of a “university college” by the
u²=I ›ªÏ ›”kê 01 ”®<e ›”kê (1) Ministry shall, in addition to the requirements
}^ òÅM (N)' (S) 2“ (W) stipulated under paragraphs (c), (d) and (e) of
Ÿ}SKŸ~ƒ u}ÚT]፡- sub-article (1) of Article 11 of this
Proclamation:
G) uSÅu— ¾Ç=Ó] ýaÓ^S< lØ^†¨< a) have a minimum enrollment capacity of
u=Á”e 2ሺ ¾J’< }T]−‹” ŸÇ=û`ƒS- 2,000 undergraduate students in its regular
”ƒ uLà uJ’< feƒ ¾ƒUI`ƒ ¡õKA‹ degree programmes in three academic units
upÉS U[n ፕaÓ^U w‰ ¾Te}T` larger than departments; and
›pU ÁK¨<' 2“
b) have a record of at least three consecutive
K) u¢K?Ï’ƒ ¨ÃU u2”e+ƒ¿ƒ’ƒ ¾Ÿõ}—
ƒUI`ƒ ›ÑMÓKAƒ c=cØ ¾q¾ ŸJ’ classes of graduates in a degree programme

SJ” ›Kuƒ::
2/ Notwithstanding the provisions of sub-article
2/ ¾²=I ›”kê ”®<e ›”kê (1) u=•`U
(1) of this Article and without prejudice to
u²=I ›ªÏ ›”kê 5 ¾}Å’ÑѨ< 2”Å} Article 5 of this Proclamation, an institution

›p`xƒ' }sT© 2pÉ“ ^°Ã c=à may be established with the name and status of
a university college if its resource provisions as
}sS< u²=I ›”kê ”®<e ›”kê (1) Y`
¾}kSÖ<ƒ” SS²—−‹ }kvÃ’ƒ well as institutional plans and vision are such
vK¨< Ñ>²? ¨<eØ K=ÁTEL ËLM wKA that it can, in the judgment of the Ministry,
T>’>e‚\ c=ÁU” }sS< ¿’>y`e+ ¢K?Ï fulfill the requirements set forth under sub-
J• SssU ËLM:: article (1) of this Article in an acceptable time.
3/ אደ% ֶ ُץֱוُ ׂُשץይ ወይו 3) The Ministry shall determine the university

and duties to:

G<U ¾ƒUI`ƒ ፕaÓ^V‹” KTdÅÓ qualifications of the academic staff, and the
¾T>ÁÓ²< ›Ñ` ›kõ ¾S’h Hdx‹” study programmes of institutions;

}Óv^© K=Å[Ó ¾T>‹M J• c=ÁÑ- services to other providers as appropriate and

2/ In outsourcing services, any public institution

¨ÃU SS]Á−‹ É”ÒÑ@−‹” }LMö or directives to be issued for the
Ÿ}Ñ– uQÓ SW[ƒ ¾õƒN wN?`“ implementation of this Proclamation shall, in
¾¨”ËM HLò’ƒ Õ`uM:: accordance with the law, be civilly and
criminally liable.
2/ 2¨<p“ ÁK¨< ¾ƒUI`ƒ Te[Í dÃcÖ¨< 2/ Any person who, without having acquired

or any institution which issues diplomas for a
