WHAT IS EFA?
Is an international initiative first launched in 1990 to bring the benefits of education to “every citizen in
every society”-
It is a broad coalition of national governments, civil society groups, and development agencies such as
UNESCO and the world bank group committed to achieving six specific education goals-
Education for all 2015 goals at the world education forum in dakar.
1. Expand and improve comprehensive early childhood care and education (ECCE), especially for the
most vulnerable and disadvantaged children.-promotion of the early child hood education in every
community, it was just like bringing the school nearer to the community so that children could have
easy access to education.
2. Ensure that by 2015 all children, particularly girls, those in difficult circumstances, and those
belonging to ethnic minorities, have access to and complete, free, and compulsory primary education of
good quality. (Universal primary/basic education)- Not all children receive the education they need or
want, therefore this goal was put in place to help those children, improving the drop out and
retention rates of girls, as well as their learning outcomes.
3. Ensure that the learning needs of all young people and adults are met through equitable access to
appropriate learning and life-skills programs. (Learning life-skills for youth and adult)-they need to
improve the primary school access, educational quality, learning outcomes and have equal access to
education both man, woman, young and adult.
4. Achieve A 50% improvement in adult literacy by 2015, especially for women, and equitable access to
basic and continuing education for all adults. (Adult literacy)-
5. Eliminate gender disparities in primary and secondary education by 2005, and achieve gender equality
in education by 2015, with A focus on ensuring girls' full and equal access to and achievement in basic
education of good quality. (Gender parity and equality)-gender parities in the sense that they need to
achieve equal participation of girls and boys in primary and secondary education and gender equality
they need to ensure that educational quality exists between boy and girls.
6. Improve all aspects of the quality of education and ensure the excellence of all so that recognized and
measurable learning outcomes are achieved by all, especially in literacy, numeracy and essential life
skills. (Quality of education)-
The EFA 2015 Plan was only approved in 2006 but, here in our country it was already formulated,
integrated and updated already by the year 2003. Instead of 6 global goals of EFA in the Philippines it
was grouped only into 4 objectives because of some considerations and because of some local
situations of everyone.so, to achieve and geared towards the overall functional literacy goal of
providing competencies to everyone this will be done into 4 component objectives.
A. Universal coverage of out-of-school youth and adults in the provision of learning needs;
B. Universal school participation and total elimination of drop-outs and repetition in grades 1 to 3;
C. Universal completion of full cycle of basic education schooling with satisfactory achievement levels by
all at every grade or year; and
D. Commitment by all Philippine communities to the attainment of basic education competencies for all
– education for all by all.-
-The 4 objectives points to an urgent need to respond to the learning needs of youth and adults who
are either have never been to school, have dropped out, reverted to illiteracy, or need basic or
advanced skills to find jobs.
To attain the above goals, nine urgent and critical tasks were formulated.
Urgent and critical tasks of efa in the philippines
a. Production task- educational outcomes- this tasks will hopefully yield the desired educational
outcomes
b. Enabling task- effective implementation of the production aspects- this task is necessary to sustain
effective implementation of the production aspects.
B. Early childhood care and development: make expansion of coverage yield more EFA benefits;
C. Alternative learning system: transform non-formal and informal interventions into an alternative
learning system yielding more EFA benefits;
E. Longer cycle: adopt a 12-year program for formal basic education - two more years added, one each
for elementary and high school, to the existing 10-year basic education schooling;
F. Accelerate articulation, enrichment and development of the basic education curriculum in the
context of the pillars of new functional literacy;
G. Funding: provide adequate and stable public funding for country-wide attainment of EFA goals.
Adoption of funding framework for basic education that combines the national and local government
funding to support the most cost-effective local efforts to attain quality outcomes in every locality across
the whole country;
H. Governance: create a network of community-based groups for local attainment of EFA goals. A
knowledge-based movement which reach, engage and organize persons in each locality to form a
nationwide network of multi-sectoral groups advocating and supporting attainment of EFA goals in their
respective localities; and
I. Monitor progress in efforts towards attainment of EFA goals. Of particular importance is the
development and implementation of indicators of “quality education”.
1. Governance and finance- Ra 9155. Provides the decentralization of basic education closest to the
learners, the school and community.
3. Formal basic education-Increase quality and efficient formal primary education and implemented
innovations and reforms
G. Alternative delivery modes that promote access and holding power of school.
4. Alternative learning system (als)- To allow flexible entry of learners in both formal and non-formal
basic education and to ensure social mobility.

• The one that incorporates learning about cultures, geographies, histories and current issues of
the world’s regions.

Students need to become more informed and compassionate citizens, and teachers are critical to
making this happen.

• Can promote more nuanced understanding of the multiple perspective held by the people.
• Can enable students to connect with other ideas and cultures as they navigate and evaluate a
variety of information.
1. Interdependence and globalization- Understanding of complex social, economic and political links
between people and impact that changes on each other.
2. Identity and cultural diversity- Understanding of self and one’s own culture, and being open to the
culture of others
3. Social justice and human rights-Understanding on the impact of inequality and discrimination
-Standing up for our own rights and responsibility to respect the rights of others.
4. Peace building and conflict resolution- Understanding on the importance of building and
maintaining positive and trusting relationship and ways of conflict can be prevented/ peacefully
resolved.
5. Sustainable futures- Without discriminating ways in which we can meet our current needs without
diminishing the quality of the environment or reducing the capacity of future generations to meet
their own needs.
• An approach which takes the whole human society and environment in which people live into
account.
• It gives opportunity to explore important themes such as identity and diversity, peace building
and rights and responsibility.
• It gives opportunity to develop positive and responsive values and attitudes. Important skills
and orientation to active participation.
