Exhibit 16 - New Program

The United States Fire Insurance Company is filing rates and rules for a new stand-alone pet
preventive care program. This is a new filing. The products are modeled after current wellness pet
products offered by the company. This insurance coverage provides reimbursement of veterinary
expenses to pet owners of dogs and cats for wellness care services up to specified limits.
Reimbursements are not subject to any deductibles or coinsurance.

In certain circumstances this product may be marketed direct to consumers and in others it will be
offered to clients associated with a group, strategic partner, or veterinary consortium.

The proposed rates are intended to be used after approval from your Department of Insurance. No
policies will be sold until the forms and rates have been submitted and/or approved as required by
your regulations.

RATE AND RULE MANUAL

1. GENERAL PROVISIONS
The Company is filing rates and rules to accompany the forms filing for pet preventive care insurance coverage. This coverage does not need to be
purchased in conjunction with any other pet coverages. This manual contains the rules and classifications governing the writing of the program. The
rules, forms, and endorsements filed by the Company shall govern in all cases.

2. ELIGIBILITY FOR ENROLLMENT


Dogs and cats 8 weeks and older that are currently household pets may be insured under the pet insurance program.

3. POLICY TERM
Policies are written for a term of 12 months. The premium for a policy term of less than one year is pro rata of the annual premium.

4. FEES
A $2.00 installment fee is charged per billing cycle. Annual payments are exempt from this fee. Additionally, the fee may be waived in circumstances
where there is reduced administrative cost associated with billing.

5. MONTHLY BASE RATES

Monthly premium rates vary by the level of benefits selected. Amounts paid are not subject to any deductibles or coinsurance.

Option 2 $20.75
Option 3 $32.75

Note:
In circumstances where the rate must be rendered to two decimal points, the rate will always be rounded to the nearest cent. (If the number to the
right of the nearest cent is 4 or below, the cent remains the same; if the number to the right is 5 or higher, the cent increases by 1). In no event will a
customer be reimbursed more premium than what was paid.
