Whereas the necessity exists to proseed to a revision of
the legislation on postal affairs, it is hereby provided and
enacted as follows:—
1. Ne ono but the Siato is competent to cary letters for
hire (tegen genot van vracht), and no letter shall he carried
in a Yebicle used for the conveyance of passengers unless in
& post beg or parcel thereby conveyed. ‘The person who
sends or conveys a letter otherwise than by the post, or who for
hire shall take charge of same, shall, if found’ guilty, be

sterling for every such letter. Nothing in this article shall
extend to
(a) tho letters which are conveyed within the circle of a

(B) the letters concerning objects with which they are
conveyed, or concerning proceedings or pleadings in a
court of justice, declarations, or attestations
(¢) the Totter which are eonteyed sunaltancously, coming
from one sender or from persons belonging to one family,
or in ease only one leiter is conveyed at a time; provided
in both eases the conveyance takes place within the State,
and the person who eonveys the letters is not the contractor
or the manager of the concorn which is the means of
conveyance by which the conveyance of letters is effected,
or in the employ of that contractor oF such concern.
2. ‘The administration of the postal affairs for the whole
Stote is entrusted to a Postmaster-Gereral. He has the
supervision over all post office officials and persons in_ the
employ of the Postal Department, as also over post offices.
He is charged with calling for tenders for the conveyance
of the post; he is competent to give instructions ecnceming
the manner in which the administration of the post establish
ments shall be conducted. He is charged with the correspon
deace with the postal administrations of other countries and
States; and farther with everything concerning the regula-
tion of the postal affairs.
3. The Postmaster-Cenersl shall annually send in to the
‘Treasurer-General an estimate of probable revenue and
expenditure of his department for the ensuing year of service,
with an explanatory memorandum thereanent.

4, The Postmaster-General ia responsible to tho State
President. He shall sanually hand in to the State President
a report on the work of his department, ogether with
proposals fer alterations or improvements relating to the
‘administration of the postal afiairs for consideration-by the
Hon. Second Volksraad.
5, The Postmaster-General has at all times access to all
post offices, and the post office offcials shall. be bound to
produce or forward their books and other documents for
Inspection if such is demanded by ‘him.
6. The Postmaster-General shall if necessary visit the
different post offices of the country in order to convince
himself of the regular conveyance of the post and the good
order of the post offices. He has the power to commission
taitoble porsone to investigate if necessary the administra.
tion of a postal official and to report.
T. The Postmaster-General decides disputes arising
between him and his subordinates in regard to the admini-
stration of the Postal Department, against which decision
parties may appeal to the State President, whose decision
shall be final.
8. The appointment and dismissal of post agents, and
also the establishment of new post agencies, shall rest with
the Postmaster-General as long/as the amount provided in
the estimates for that puxposd is not exceeded. In this
respect post agents are not considered xs offcials.
9. No payments relating to the Postal Department shall
be made by the Treasarer-General unless approved by the
Postmaster-General or his lawfal substitute,
10, At the prineipal place in each district, and also at
such other places as shall be determined om by the Pont-
master-General, with the approval of the State President,
post offices shall be established, open to the public at such
hours as shall be fixed by the Postmaster-General, save as to
closing during the making up or sorting of mails.
11. The Postmastor-General regulates the manner in
which letters and other documents are delivered at those
places where a delivery service is established, as also the
placing of letters in private letter hoxes at those offices where
provisioa hes been made for the parpose. Beiore delivering
poste restante letters and other documents, the officials
should if necessary, by production of some proof, satisfy
themselves as far as possible as to the identity of the person
applying.
12. "The Postmaster-CGeneral shall annually cause a
general time-table to be published in the Staatskoerant stating
the hours of arrival and departure of the different posts, end at
the same time give notice therein of the alterations.
13, The Postmaster-General may, subject to the approval
of the State President, enter into or amend postal arrangements
or conventions with the competent authorities of foreign States
and Colonies for the following purposes :—

(a) The issue and payment of money orders, postal orders,
and the payment of Post Office Savings Bank orders.
() The transinission to any place beyond this State of
letters and other objects (stuhken) free af postage or upon

14. As soon as any postal arrongement or convention shall

of other States and Colonies, as also copies of all regulations
or orders issued by the State President under the provisions of

State” shall include the territory under the administration of
