Chapter VI - NATURE of ICT

Reporter :
Ginalyn H. Avila

WHAT IS ICT ?
Information and Communications Technology (ICT) is an extended term for information
technology (IT) which stresses the role of unified communications and the integration of
telecommunications (telephone lines and wireless signals), computers as well as necessary enterprise
software, middleware, storage, and audio- ...

NATURE OF ICT
Information and Communication Technology is the hardware equipment organizational
structures , and social values by which individuals collect , process and exchange information with
other individuals. All information and communication technology extend the human sense of touching ,
smelling, tasting and especially hearing and seeing. Such extension allow an individual to reach out in
space and time, and thus obtain information that would otherwise not be available. Media technologies
provide man with a “ WINDOW TO THE WORLD” and as a result he can experience distant events.

In the past, the basic division of the scholarly field has been a DICHOTOMY on the basic
of channel:

Interpersonal Channel
Mass Media Channel

Now scholars recognize a Third category

Machine Assisted Interpersonal Communication

Ex. Telephone

Newer information communication technologies are:

Teleconferencing (skype)networks, electronics messaging systems(emails), computer bulletin

board (electronic billboard), and interactive cable television. These are the interactive communication
technologies.

FORM OF INFORMATION AND COMMUNICATION TECHNOLOGY

The most common technologies are the following:

Telephone
Fax Machine
Computer

There are new innovations and added features that have been developed in computers today.
Among these is the INTERNET which provides services such as:
Public databanks/Information services which allows access to volumes of specialized
information like NEWS, SCIENCE, ARTS etc…
Electronic mail (e-mail) which an asynchronous method of electronically transmitting text from
one computer terminal to another.
Computer conferencing or the synchronous or asynchronous method of the computer to
conference with small group of fellow employees
Electronic bulletin board which allows users to either place a message of ads into the system or
scan the messages in the system.
Changes in Human Communication as a RESULT of the NEW TECHNOLOGIES

Interactivity – is the capability of new communication systems (usually containing a computer as

one componet) to talk back to the user.
De-Massified –De-Massification means that the control of mass communication systems usually
moves from the message producers to the media consumer.
Asynchronous – is the capability for sending or receiving a message at a time convenient for an
individual.

Face-to-Face versus Computer-Mediated Communication

Computer-mediated communication simply means communication via computer. It can either be

through networked or non networked.
Face-Face communication being the most reliable form of interpersonal communication, has
become a benchmark in assessing medium integrity. In this regard computer mediated communication
has been constantly challenged in terms of its applicability in aiding relationship development.
Studies on computer-mediated communication gave conflicting findings about its nature. Some
point to it being impersonal; others however contradict this claim. Moreover computer mediated
communication, unlike face to face interactions promote social equity. As a consequence of the
participants anonymity, discrimination is lessened in virtual settings.

Effects of Information and Communication Technology

Effects of ICT
• ICT can make a great impact on people’s conceptualization of themselves, of their leisure
time, their behaviors and habits, and that it diminishes the use of face-to-face and other
traditional forms of communication. In the work place, in particular, it is claimed to lead to
“dehumanization of the workplace”.

Impact of technology on organizational communication

• There will be lesser face-to-face contact and reduced information cues.
• The channel effects will cause the decrease in messages of affect and values.
• There will be new role for trust in communication.
• The computer imposes a discipline of linear thinking.

A. Bright Side

>The internet brings together people with mutual interest, who from reasons ranging from
geographic and social would otherwise never meet.
>The internet will and already plays an important positive role in education.
>The information super-highway makes life for most people somewhat easier and less
irritating.
>The internet allows many products to be obtained at a lower cost on the internet than from
any other source.
>The internet also provides equality for people.

B. Dark Side

>Pornography
>Dangerous Contents of Posting
>Lack of Privacy
>On-line Crimes
>Poor Interpersonal Relationships
>Poor Performance
Information Technology (IT) and Its Applications in School

Reporter:

Introduction
 Information Technology (IT) is the convergence of the various information-
based and mass media technologies. It is the “cross-over” of all technologies
involved in the processing and transmission of information.

Characteristics of Education in School that Applied IT

 Interactive
 Individualized
 Flexible
 Accessible
 Computer-mediated
 Distance-oriented

Issues for Consideration

1. IT is a polarizing factor.
2. IT’s use has far-reaching effects upon the school.
3. IT’s use necessitates a change in the teacher’s role in the classroom.
4. IT’s use necessitates a more frequent updating of a curricula.
5. IT focuses on independent learning and research skills.
6. IT requires the development of creativity and critical thinking.
7. IT is more appropriately used with a constructivist approach for teaching.
8. IT necessitates more research by the teachers themselves.
9. Making IT work requires certain conditions.

Conditions for Effective Use of IT in Education as Proposed by McKeachie

 All students have access to the technology at appropriate places and times to use it for
study.
 Students have access to the specified software applications and resources they will
need for study.
 There is technical support available at study times for students who need it.
 The department staff plans time appropriately for the requirements of ICT.

 There is staff development time and resources available to enable teachers to develop
their skills in the use of ICT.
