BASEBALL STRIKE IN BASELAND

Every year in Baseland there are negotiations between the baseball players union and the
baseball team owners about pay and conditions for the coming season. Last year, after
months of negotiations, there was deadlock: the negotiations broke down. Some
commentators said there was stalemate; an impasse: a situation where no progress could
be made. There were irreconcilable differences between the two sides and it was
impossible to reach an agreement. The baseball players went on strike.

The two sides agreed to bring in a mediator, someone from outside to help restart the
negotiations and bring the two sides closer together in a process of mediation. The person
they chose was a respected retired politician. He recommended a cooling-off period
where each side would take no action. The players ended their strike for the time being.

Another month passed, and still there was no progress. The two sides agreed to accept an
agreement imposed by an arbitrator. A judge was chosen. She looked at the claims of
each side and imposed a settlement or resolution to the dispute, fixing the salaries and
the working conditions of the players. In this case, arbitration had settled the dispute.

Minutes of the meeting of the Administrative Board of Sanitation Services of Echarate

community.
October 15, 2020

At 7:00 PM on October 15, 2020 in the Echarate communal hall, the present ordinary meeting of
the Echarate Community Sanitation Services Administrative Board is started, with the
participation of the Facilitator Javier Cardenas, President of the Board Henry Sanchez, Secretary
of the Board Luz García, Treasurer of the Board Yulissa Vergara, Member of the Board Mario
Pumaleque; and, Fiscal of the Board Mauricio Medina, with the absence of Eloy Alagón, second
Member of the Board.

1. Approval of the agenda

The agenda was approved unanimously:
• Report of the steps taken in the Municipality by the secretary of the meeting.
• Approval of the election regulations for the executive and fiscal council.

According to the request for formalization before the Municipality, the corresponding process for
the issuance of the Mayor's Resolution of recognition of the Sanitation Services Administrative
Board, which will grant us legal status under private law, and the members of the board asked
questions periodically. The main benefit of being formalized are the maintenance interventions
that our drinking water system will be subject to.

3. Approval of the new regulation of elections of the directive and fiscal council.
Javier Cardenas, explained the result of the evaluation of the proposal of the Election Regulation
of the new Board of Directors and Fiscal, in these times of Pandemic by SARS COV2 (COVID-
19), providing a chapter on virtual elections. His motion to accept this proposal was seconded and
approved unanimously.

4. Agenda for the next meeting

• Increase in payment to the operator.
• Acquisition of chemical inputs for water disinfection.
• Proposal to increase the payment for drinking water service in the Echarate community.

At 8:40 PM on the same day, this meeting is closed, with those present signing in agreement.
