Detailed instructions regarding preparation of DPRs/Detailed Estimates have been issued
vide Railway Board's letters under reference. However, during examination of various DPRs
submitted by zonal railways in past, many deficiencies have been noticed. Many or some of the
activities of FLS are omitted before preparation of DPRs. Moreover, projects sanctioned on the
basis of these DPRs are resulting in cost-overrun (cost increase due to other than escalation) at a
later stage.
It is re-iterated in this regard that activities of Final Location Survey (FLS) are very well
defined in Engineering Code vide para E-420 to E-474. Similarly, guidelines for preparation of
Detailed Project Report including Detailed Estimate are given in detail in Para E-502 to E-554. All
provisions of Engineering Code in respect of Final Location Surveys and Detailed Project Reports
should be strictly followed before submission of DPRs to Railway Board.
In addition to above, many other repetitive shortcomings/discrepancies and deficiencies
have been commonly observed in various DPRs submitted by zonal railway. Many of the existing
instructions are not followed especially in respect of land requirement, track centres, provision of
ROBs/RUBs, various service buildings including S&T buildings, amenities at stations etc. This
results in delays in sanction of projects. A list of such commonly observed deficiencies is annexed
herewith for guidance in preparation of DPRs
Itis, therefore, once again re-iterated that utmost care should be taken in carrying out FLS,
execution planning of the works and preparation of cost estimates to ensure all relevant Codal
provisions and other instructions and DPRs are submitted with due care. It should be noted that
responsibility will be fixed on DPR preparing officer, if it results in significant variation at a later
stage,

The following shortcomings & discrepancies, commonly observed in various DPRs submitied
Annexure to lett
by zonal railways are being advised to take care and avoid in all future OPRS. The list is not
exhaustive and all relevant instructions on various aspects should be followed.
Civil Engineering:
Land required should be reviewed for reduction as per Board's letter No. 2018/W-/Genl/Land
Acquisition/Pt | dated 13.08.2019.
Land requirement should be based on existing land boundary plus requirement as per L-
section. Plan clearly showing existing boundary, proposed track and land required as per bank
height and Table showing these distances should be submitted accordingly along with
calculation of quantity of land requirement arrived at. Other aspects such as land requirement
in yards and at bridges should also be explored for reducing land acquisition
In calculation of land cost, Rates should be taken village wise and relevant multiplying factor as
per location of land should be taken. Solatium and other charges should be taken as per rules
of respective State govt. clearly linking the rules.
Bifurcation of length, total cost, area of land required and land cost should be given for
Different States,
Blanket thickness should be as per latest RDSO guidelines. Earthwork quantity should be
assessed caretully.
In case of doublings, T/C should be kept minimum as per SOD i.e. 5.3 m. only.
Wherever, C/C distance has been taken more at bridge locations due to existing bridges
foundation, wing wall etc., at such locations, piers should be explored with pile foundation to
Feduce the size of foundation in order to avoid infringement with existing bridge foundation. if
wing wall is required to be broken at high bank location then sheet piling may be considered to
avoid speed restriction in existing line instead of going for higher track centre.
Efforts should be made to design the yard in such a way so that it gets adjusted in existing land
by reducing the CSR of yard lines from 786 m to bare minimum i.e. 735 m or so,
Approval of yard layouts should be done at initial stage. Guidelines issued by Railway Board
for standard leyouts shall be followed. All loops are planned as common loop at most of the
stations which is not desirable. Only one loop at a station should be taken as common loop.
Directional loop should be provided with over run only on one side. Other operational facilities
should also be bare minimum. Number of emergency crossovers should be kept as minimum.
This will reduce the requirement of platforms, FOB etc. It will reduce the cost of S&T works and
other costs also. Generally, FOB cost should be for extension only, wherever required.
S&T buildings area should be taken as per extant instructions of Board.
Length of H/L platforms should be as per Board's lelter No. 2013/W-l/Genl/O/30 Ptll dated
25.02.2020.
Bare minimum facilities should be considered at stations.
Washable aprons should not be taken
Other service buildings should be reduced to bare minimum. .
Quarters should be taken as bare minimum. Repiacement of quarters should not be planned in
doubling works.
ROBs/RUBS for replacement of LCs should not be charged to Doubling works and LC should
be extended. Only extension part may be considered if ROB/RUB is already sanctioned
separately or existing at site
Unnecessary Boundary walls and retaining walls should not be considered in Estimate.
Third line should be planned as bi-directional and not the middle line resulting in unnecessary
increase in cost.
Cont. 22._éngineering:
Maintenance cost being taken in the estimate @10% should not be considered
Phasing of the work should be defined in DPR. S&° alteration cost can be optimised if phasing
of the work is defined in advance.
In station area, cable duct should be used for cable laying. At platform area, concrete duct
should be planned during construction of the platform:
neering (Geni. & TRD)
Escalators, lifts and solar power system etc. should not be taken in doubling estimates,
‘Tower wagon should not be included
SP/SSP and OHE depot should be planned as bare minimum only.
In case of doublings, where single line is already electrified, double line should not be planned
normally on the side of existing masts.
General:
Economi
‘Separate provision should be kept for utility shifting and infringement removal works.
D&G charges should be taken as per latest guidelines of Railway Board vide letter No
DOIBIERRIZ(2)/1 dated 04.03.2020 with 10% efficiency cut. Environmental and Sports charges
Should not be considered in projects funded by EBR (IF) such as Doubling Plan Head projects.
Security charges should be removed from ali estimates as per letter No. 2019/E8R/3(2)/1
dated 18.05.2020.
D&G charges should not be taken on Preliminary Expenses and Land cost
‘Traffic projections/savings due to avoidance of detention should be done carefully and clearly
summarized in a table.
ROR calculation along with cash flow etc based on Gross Project Cost should be done
carefully for correct financial appraisal of the project.
