How do countries respond after a terrorist attack?

The video reflects how countries respond to a terrorist attack, explains that the government can
announce a state of emergency due to this situation and because of this, change its way of
operating. This can even imply the arrest of citizens without the right to trial, which can lead to
injustice on the part of the military, who are the ones acting in these cases.
One of the first actions carried out during this response is the use of military force to repress all
violence. As well as they can respond with changes in their legislation, even becoming
aggressive changes. An important fact to highlight is the deal called The Patriot Act with the
intention of preventing terrorism. According to Obama, this has proven to make a difference and
good results in the face of terrorist violence.
My question: is it fair that the government can arrest citizens without the right to a trial?
