a. It is because the allies themselves wanted different things.

Clemenceau wanted crippling

reparations, Wilson and Lloyd George did not.The Conference was about to break up in
failure, and Lloyd George had to step in and push through his Memorandum (whereby
he forced Wilson to accept reparations, and Clemenceau to accept the League of
Nations)The allies themselves ended up meeting each other half way. After the war,the
world was in tatters, the big three knew that it was their job to rebuild the World
economies and that was one of the ideas in the 14 points so they argued not to treat
Germany harshly as one day it would seek revenge hence they did not get everything
they wanted. Many of the people and nations had gone to Paris trying to fix their issues
for example the Zionists who wanted Palestine from the Jews and Queen mary of
Romania and they had been rejected. They had lost a considerable amount of support
and they were skeptical if they would have the backing of the international community if
they imposed all of the terms. As with any nation they were expected to compromise,
they could not impose all of the terms as it would breach the whole concept of
‘democracy’ that they had upheld for so long.

b. The treaty of Versailles was not fair towards the Germans. The sole purpose of the
whole treaty was thought to make "peace", but instead it was just a list of ways to punish
Germany. It was unfair because it had some very harsh rules, for example the
acceptance of Guilt that Germany caused the war and the surrender of all colonies.A
capitalist agenda was now seen throughout this treaty. The reparations to various
countries was totalled at 31 billion, one of the highest in history.Germany lost agricultural
and economic portions,it was understandable that the allies wanted to make sure
Germany would never be a threat but there was no reason to also cripple its
economy(the german population). Many people considered it draconian and the
Germans that signed it were later on assasinated for their ‘betrayal’. It is regarded as the
main reason why Adolf Hitler rose and waged world war 2.It was also unfair that
Germany was excluded from the discussions of the treaty. The treaty of Versailles was
also somewhat fair because Germany had done and cost the allies a lot and wanted to
disrupt peace in Europe and America by trying to broker a treaty with
Mexico.Clemenceau wanted harsher terms but was drew back and the Germans were
not in a position say whether the treaty was unfair because of their deadly trench
warfare, gas warfare, cannon warfare that had killed countless people so their their
disarmament was necessary to stop their invention of deadly weapons.Intelligence
reports that were later confirmed claimed that if Germany had won it was going to
impose harsher terms on the allies just like the treaty of brest litovsk. Its reaction was
seen as somewhat hypocritical.
