Selection of Chief Counsel

Lam honored toannounce that Pamela J. Hicks has been selected as Chief Counsel for
ATE. Ms. Hicks will assume her new role upon the retirement of the current Chief
Counsel, Mr. Joel Roessner, on September 30, 2021
Ms. Hicks currently serves as the Deputy Chief Counsel, a position she was named to in
October 2019. She has more than two decades of experience in the Federal government,
including holding other posts of duty in ATF’s Office of Chief Counsel, both at
headquarters (Deputy Associate Chief Counsel, Firearms, Explosives and Arson
Division) and in the field (Division Counsel, Los Angeles Field Division). Prior to
rejoining ATF in 2019 as Deputy Chief Counsel, she served as a Unit Chief in the DOS’s
Money Laundering and Asset Recovery Section, Criminal Division, In addition to her
service to ATF and DOJ, Ms. Hicks has held senior positions in the Department of the
Treasury, including Acting Deputy Assistant Secretary (Law Enforcement). Ms. Hicks
received her juris doctor degree from Duke University School of Law and her bachelor of
arts degree from Northwestem University

J would also like to take this opportunity to thank Mr, Roessner for his exceptional and
dedicated service to ATF and to the Department of Justice. Mr. Roessner has been an
exemplary ATF employee since 2000, when he joined the agency as the Deputy
Associate Chief Counsel (Litigation Division), Before being selected as Chief Counsel.
he served as the Deputy Chief Counsel and Deputy Designated Agency Ethies Official in
the Offive of Chief Counsel, Other positions he has held at ATF include Deputy Assistant
Director (Office of Professional Responsibility and Security Operations), Associate Chief
Counsel (Administration and Ethics), and Associate Chief Counsel (Litigation Division).
‘Mr. Roessner’s government service prior to joining ATF includes trial attorney positions
in the Department of Justice in both the Tax Division and Civil Division.
