The Department of Labor and Employment (DOLE) expresses gratitude to the Local
Government Unit of Tabuk City particularly the support of the city councilors and the honorable
Mayor  Darwin C. Estrañero for taking the initiative to provide for the needs of their constituents
following the release of P1.5 million financial assistance under the Tulong Panghanapbuhay sa
Ating Disadvantaged workers (TUPAD) Program.
On September 28, 2020, a press conference was conducted by the City Information
Office - Tabuk wherein Ms. Loyda Saboy, the Public Employment and Services Officer
disclosed that to sustain the aforesaid program, the City Local Government Unit of Tabuk
allocated P1.5 million to fund the program specifically for Locally Stranded Individuals(LSIs)
and Returning Overseas Filipino Workers(ROFWs).
TUPAD is a short-term emergency employment program of the Department of Labor and
Employment to mitigate the impact of calamities, disasters and epidemics on workers in the
informal economy. It is a post-COVID intervention measure to help informal sector workers
recover from economic displacement and loss of income following a countrywide quarantine to
arrest the spread of the virus. Beneficiaries will be working for a minimum period of 10 days, but
not to exceed a maximum of 30 days, depending on the nature of work to be performed.
Accordingly, The P1.5M will cover at least 500 displaced LSIs and ROFWs from the 43
barangays of the city. The amount will provide emergency employment for qualified
beneficiaries. They are tasked to disinfect and sanitize their dwellings and immediate vicinity in
which they will be required to submit photos or documentation of their accomplishments. Each
will be receiving 350 pesos per day which is the minimum wage of the provinc. Validation of
qualified recipients is on- going and PESO Tabuk have already provided financial assistance to
46 distresses OFWs.
COVID-19 crisis hit our economy rock bottom making our finances to fall short to fund
other programs and services; be that as it may, the Department highly regards such timely solid
contribution and the continuous efforts of the LGU in accommodating the LSIs and ROFWs.
Indeed, such opportunity help workers get back on their feet.
