Introduction
 Food Safety and Standards Authority of India (FSSAI) is a statutory body
established under the Ministry of Health & Family Welfare, Government of
India.

 The FSSAI has been established under the Food Safety and Standards Act, 2006,
which is a consolidating statute related to food safety and regulation in India.

 FSSAI is responsible for protecting and promoting public health through the
regulation and supervision of food safety.

 The FSSAI consists of a chairperson & 22 members. The FSSAI is responsible for
setting standards for food so that there is one body to deal with and no
confusion in the minds of consumers, traders, manufacturers, and investors.

 Ministry of Health & Family Welfare, Government of India is the Administrative


Ministry of Food Safety and Standards Authority of India.

Appointment of Chairperson and members
 Chairperson must be appointed by the Central Government
 He/she must either be holding or has held the position of not below the rank of Secretary to the
Government of India
 Chairperson can hold the office for a time period of 3 years or age of 65 years whichever is earlier. He is
eligible for reappointment as well for the next three years.

 Members: FSSAI consists of 22 members, who can be specialized in varied fields. The members of the
authority would be as under:
 (1) Seven ex-officio members who will represent the Ministers or Departments of Central Government viz.
 Agriculture,
 Commerce,
 Consumer Affairs,
 Food Processing,
 Health
 Legislative Affairs
 Small Scale Industries

 (2) Two representatives would be from Food Industry

 (3) Two representatives would be from Consumer Organisations

 (4) Three members from food technologists or scientists.

 (5) Five members to represent the States and the Union

 (6) Two persons to represent farmers' organisations

 (7) One person to represent retailers

FSSAI issues three types of license based on
the nature of the food business and turnover

 Registration: For Turnover less than ₹12 Lakh

 State License: For Turnover between ₹12 Lakh to ₹20 Crore

 Central License: For Turnover above ₹20 Crore

POWERS OF FSSAI
 Food Safety and Standards Act, 2006 gives the following powers to FSSAI:

I. Setting regulations for food safety standards

II. Guidelines for laboratories

III. Advice to Central Government

IV. International standards

V. Collection and compilation of food data

VI. Spreading awareness

The FSSAI has prescribed standards for the following:
 Dairy products and analogues
 Fats, oils and fat emulsions
 Fruits and vegetable products
 Cereal and cereal products
 Meat and meat products
 Fish and fish products
 Sweets & confectionery
 Sweetening agents including honey
 Salt, spices, condiments and related products
 Beverages, (other than dairy and fruits & vegetables based)
 Other food product and ingredients
 Proprietary food
 Irradiation of food
 Fortification of staple foods i.e. vegetable oil, milk, salt, rice and wheat flour/maida

Section 92 of the FSS Act empowers the Food Authority to make Regulations

 Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011.
 Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011.
 Food Safety and Standards (Laboratory and Sample Analysis) Regulations, 2011.
 Food Safety and Standards (Packaging and Labelling) Regulations, 2011
 Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011.
 Food Safety and Standards (Contaminants, Toxins and Residues) Regulations, 2011.
 Food Safety and Standards (Health Supplements, Nutraceuticals, Food for Special Dietary Use, Food for Special Medical
Purpose, Functional Food and Novel Food) Regulations, 2016.
 Food Safety and Standards (Approval of Non-Specific Food and Food Ingredients Regulations, 2017).
 Food Safety and Standards (Food Recall Procedure) Regulations, 2017.
