PLAZA MNSA, PhD Director General SUBJECT : Sanitary Landfills in the CALABARZON Region DATE a 8 June 2018 This is to inform all concerned that the Department of Environment and Natural Resources - Environmental Management Bureau (DENR-EMB) CALABARZON has provided PEZA a list of operational Sanitary Landfills (SLFs) within their jurisdiction. The list consists of thirty-four (34) SLFs with Environmental Compliance Certificate (ECCs), however, some of which resembles an open dumpsite and/or Controlled Dump Facilities (see Annex A) based on inspection by the said agency. Thus, though the proponents of the disposal facilities were able to secure an ECC, the ECC is not a guarantee that the disposal facilities are compliant with environmental requirements. In view thereof, economic zone locator enterprises and residual waste haulers and collectors are reminded of the following: * Dispose of residual wastes only at DENR-approved SLFs only particularly those on the list (for CALABARZON region); * Conduct due diligence to check compliance of disposal facilities to RA 9003 also known as Solid Waste Management Act; and, * Coordinate with another DENR-approved SLFs if the DENR has adverse inspection findings in Annex A. Zone Managers and EHSD Chiefs shall not approve the PEZA Residual Waste Gate Pass if the final disposal site is not approved by DENR-EMB. Therefore, PEZA- registered residual waste haulers with existing contracts with SLFs that are not approved by DENR are advised to coordinate with other authorized disposal facilities and apply for amendment of their Certificate of Registration by submit the corresponding Notarized Agreement to Dump to PEZA-ESG as soon as possible. PLAZA Director General Philippine Economic Zone Authority Dear Dir. General Plaza, We are furnishing your Office a list of Sanitary Landfills (SLFs) in CALABARZON Region. At present, there are thirty four operational (34) SLFs with Environmental Compliance Certificate (ECC) within the Region. Based on the inspection conducted by this Office, majority of the SLFs are owned and operated by Local Government Units (LGUs) and do not accept wastes from outside their jurisdiction and even from industries. Very few are private facilities that allow the disposal of wastes from industries. Further, the operation of some facilities resembles an open dumpsites and/or Controlled Dump Facilities. The report also disclosed that facility in Calamba City was closed last December 2017 by Filinvest located adjacent to the disposal site.
