Proposals and terminal reports must be endorsed by respective school heads, noted by the chief of the concerned division, recommended for approval by the Assistant Schools Division Superintendent and approved by the schools Division Superintendent. Only reports approved by the head of the Division Office will be considered for ranking for promotion. 4. This Memorandum shall take effect immediately upon issuance. Innovation and income generating project terminal reports written prior to this issuance may still be accepted provided they were approved by the Schools Division Superintendent and were not used in previous promotions. 5. An innovation is the introduction of new ideas, goods, services, and practice which are intended to be useful. It could be a project or a program. 2. The innovation should be aligned with DepEd thrusts and contributory to the attainment of the Department's Vision and Mission. 3. The proponent must present the reasons for the innovative project/program, and what needs or problems he/she wants to solve/address and innovate. 4. It must be qualified to benefit the learners and other school stakeholders. 5. It must have a realistic management plan and the resources needed to complete the project/program within a calendar year. 6. If it is an infrastructure project, the proponent must present or include a layout/ project design in her/his project proposal. Ex: the establishment of solar panel, windmill, e-library. 6 7. Sources of fund to sustain the innovative project must be in the form of donations, income generating project (IGP), etc. It should not be taken from the school MOOE fund. 8. Solicitation is prohibited. 9. The proponent must show proof of donation, MOA, or any evidence of the project’s sourcing. 10.When the project/ program is already complete, the evaluators will monitor the project/program again and will issue an evaluation form showing that the project/program is already finished. The evaluation should be a requisite for the approval of the final report. 11.While the project/ program is ongoing, the evaluators will come and visit to monitor the status of implementation. 12.If the proponent will use the project/ program as “innovation” for promotion purposes, acceptance of the project/program depends on the Personnel Selection Board. 13.The project/program must have a provision for sustainability and replicability. 14. Project/Program Contacts List the persons who are involved with the project/program and can be contacted. Be sure to include their names, titles, roles in the project/program, as well as phone numbers and-email addresses. Il. Project/Program Summary The goal of this section is to present the reasons for doing this project/program as well as stating the objectives. In this section, it is essential to write concisely and clearly. Be able to answer the following questions: + Why are you doing this project/ program? What will you be doing? How will you be doing it? Who will be doing it? Where will it be done? How long will it take? How much will it cost? Ill. Project/Program Background Explain what needs/problems you are trying to solve, and why these needs/problems are worth solving. You should also provide a brief setting and history behind the project. This section should be no more than a page. IV. Project Objectives State explicitly what goals the project/program is aiming to achieve. V. Project Methodology ‘This section details the plan for how the project/ program objectives will be achieved. It usually starts with a description of the overall approach. A. Work Breakdown and Task Time Estimates In this section, you should create a detailed project/program schedule. Make a list of tasks that will be performed, make sure the list is complete enough and the tasks broken down. B. Project Deliverables Make a list of the project “deliverables.” (These are the products that will be delivered to the client at the end and throughout the project). Make sure to include a description of the deliverable. C. Project Risk Management This section details the significant project/program risks and delineates the plans to alleviate or control them. Make sure to address each risk’s likelihood of occurring as well as its impact on the project/program and the school. VI. Project Costs In this section you will need to estimate the overall cost of the project. A. Project Budget - must be detailed B. Sources of fund - Should not come from the MOOE VII. Enclosure No. 4 to Division Memorandum No. __, s. 2021 Guidelines in Conducting an Income Generating Project (IGP) 1. An IGP is one of the support activities for a subject to provide additional learning experiences in skills and attitudes and acquire knowledge particularly in the field of entrepreneurship and generate income to finance a certain program/project of the class or school. 2. The proponent/s may conduct a survey/assessment on what additional learning activities can be done as IGP. 3. The IGP must be related to a competency of the subject being handled. 4. The duration of the IGP will depend upon its purpose and to be reflected in the Gannt chart. 5. The DepEd programs and projects with financial assistance such as Gulayan sa Paaralan, feeding program and others are not included in the IGP initiative. : 6. The expenses of the IGP must be assumed by the proponent/s subject for reimbursement from the generated income while the profit will be utilized according to the proceeds of the IGP. 7. Bank book or other proof of evidence of financial transaction relative to IGP is encouraged. 8. Learners must be directly involved in the IGP. 9. After the full implementation of the IGP, the proponent/s must submit narrative report to the Division Office with pictorials and supporting evidences. 10. In general, IGP must observe the DepEd core values: MakaDiyos, Makatao, Makakalikasan at Makabansa. 11.
