11361 SIGNIFICANCE IN EVERYDAY LIFE

There are some significance of the “ANTI-OBSTRUCTION OF POWER LINES ACT” in our life. First
there is Less Power Interruptions. Republic Act No. 11361 declares it as a state policy to ensure the
uninterrupted transfer of electricity from power generating plants to end users. It desires to protect the
integrity and reliability of the country’s transmission, sub-transmission and distribution systems
nationwide. To do this, land and air spaces surrounding the power lines must be clear of dangerous
obstructions such as tall growing plants and other structures. Second is, it reduced organization or
government work. The new law effectively eliminates some procedures an electric cooperative has to go
through just to clear obstructions along its power lines. Section 7 (Rules as to existing Power Lines
subject to relocation, uprating and/or upgrading) of RA 11361 state that the power line owners and/or
operators have the right to conduct clearing activities along public properties without securing permits
from, but with due notice to , different environmental authorities and other relevant government
agencies. Third is, Law Enforcement Support. For power lines situated along the private properties,
property owners are required by the law to exercise some degree of responsibility over the lines to
ensure that they are always free from obstructions. Proper Coordination between the power line operator/s
and the property owner/s is therefore necessary with respect to maintenance activities. If the property
owner fails to cooperate, power line operators may turn local government units and law enforcement
authorities for assistance, if necessary. Last is, Less Excuses from Power Utilities. The implementing
rules and regulations of RA 11361 is released , you may expect to hear less excuses from your electricity
service providers .From their list of usual reasons , Frequency and Duration of outages are supposed to
be reduced. RA 11361 should result to more people enjoying comfort because of the expected
improvements in electricity services.
