Outline – Texas Legislature

This paper centers of the Texas legislature, specifically House Bill 21, and how the law affects

the Texan state.

First Paragraph

This section gives a brief introductory to the paper, mentioning the history of the House Bill 21

(HB21) and opinions of public officials in the region. The last sentence in the paragraph is the

thesis statement.

Thesis Statement: This paper aims to discuss House Bill 21, the school reform that is set to

change the Texas school's finance system as we previously understood it.

Second Paragraph

HB 21 intends to create a commission specifically for school finance, immediately necessitating

for the funding of public education.

Topic 1: HB21

Third Paragraph

HB 21 was initially proposed because there is an existing financial problem in Texas's existing

school reforms. 

Fourth Paragraph

A controversial concern regarding the Bill, which introduces the funding for the construction of

new school facilities, inclusive of charter schools.

Fifth Paragraph

This Bill also proposed that $200 million, as a transitional fee, would be directed towards

helping school districts, which will be negatively affected financially, in case this Bill passes.
