Adopting the provisions in Deped Order No. 39 s. 2016 entitled Adoption of Basic Education Research Agenda and pursuant to Republic Act 7079, also known as the Campus Joumalism Act of 1991 which says that, “It is the policy of the State to uphold and protect the freedom of the press even at the campus level and promote the development and growth of campus journalism as a means of strengthening ethical values, encouraging critical and creative thinking, and developing moral character and personal discipline of the Filipino youth." the Department of Education - Schools Division Office of Laguna announces the conduct of the 2018 Division Elementary Campus Media and Research Conference with the theme “Campus Writers - Advocates of Inclusive Education” from August 15-17, 2018. The host district is San Pedro District. 2. This activity supports the various programs and projects of the Department to improve the research and writing skills of students and teachers, and promote responsible freedom of expression. The activity aims to: a. encourage teachers and campus writers to demonstrate understanding of the significance of research and effective journalistic writing by articulating them through various activities and approaches; b. sustain advocacy on social and environmental awareness; c. offer a venue to augment leaming experience for teachers and pupils interested in research and journalistic writing and/or wish fo use the skills to give them advance in their tasks; d. promote responsible, fair, and ethical writing and use of mass and social media: e. enhance writing skills through friendly and healthy competitions; and foster a culture of research in the schook. 4, The Conference activities shall include the following: a. Action research writing b. Individual writing contests for campus writers both in Englih and Filipino (news, editorial, feature, sports, science, photojournalism, cartooning, copyreading and headline writing) c. Group contests in radio scriptwriting and broadcasting, collaborative desktop publishing d. Search for Best Action Research, Most Outstanding School Paper Adviser, and Most Outstanding Campus Journalist e. Contests for school publication. 5. The Department as well as the Division of Laguna upholds integrity in all aspects. Thus, Intellectual Property Rights will be recognized and respected by adhering to the rules concerning plagiarism. Any evidence found in the submitied outputs in any of the categories shall be subjected to disqualification. 6. The guidelines stated in the DepEd Order No. 39 s. 2016 shall be used for the action research. 7. Campus writers at the elementary level in both public and private schools are eligible to join in the individual, group and school publication contests. On the other hand, the campus media/school publication advisers are enjoined to compete in the action research category. 8. Winners in the individual, group and school pubication contests shall be in the following manner: a. Top 10 winners in the individual contests (English and Filipino). b. Top 5 winners in the group contests (English and Filipino). cc. Top 15 winners in the school publication contests (English and Filipino). d. Top 3 winners in the action research contest. Qualifiers for the regional level shall be announced once the Regional Office determines the qualification and rank cutoff through an official communication. 9. All schools should strictly follow the no school publication, ne pupil contestant policy. 10. Each district is expected to submit on or before August 9, 2018 the official ist of participants, official list of winners, and completed pre-registration form using the format provided. 11. The official District Delegation is expected to be at their respective billeting schools in the afternoon of August 14, 2018 (Day 0). 12.Room accommodation shall be provided by the host district. However, participants should bring their own beddings. The district coordinators are required to seek the assistance of the personnel in charge of accommodation at San Pedro District. Food provision of the participants shall be shouldered by themselves. 13. Each pupit-participant from both public and private schools competing in the different categories and their respective school publication advisers shall pay a registration fee of Three Hundred Pesos (P300.00) charged against schoo! The registration fee shall cover the costs of conference and training materials, payment for utilities, honoraria for judges, recognition materials, contingency, and other related expenses incurred in the conduct of the conference. Membership fees of Sixty Pesos (P60.00) and Thirty Pesos (P30.00) shall be collected from school publication advisers and campus writers, respectively. 14. Relative to this, a finalization meeting of the Technical Working Group will be held on August 10, 2018 at the SDO-Laguna Conference Hall at 9:00 in the morning. 15. Furthermore, it is mandated by DepEd-Region IV-A CALABARZON through Regional Memorandum No. 13 s. 2015 that all schools division superintendents, more specifically the school heads and subject teachers should provide entitled Special Consideration to Learners’ active participation and exemplary performance to co-curricular activities since these students bring honor and prestige to the institution. 16. (089) 501-0565 | 608-4218 Website: Page 6 of 13, Enclosure No. 310 OSDS-DM-18- GENERAL GUIDELINES FOR THE SELECTION OF WINNERS IN THE DIFFERENT INDIVIDUAL WRITING CONTESTS (DepEd Memorandum No. 200, s. 2017, adapted) The competition in the Individual Writing Contest is designed to showcase the competencies of campus media writers, demonstrate their holistic journalistic skills and proficiency through media exposure, immersion and press conferences, and promote free responsible journalism. ‘Only learners from schools with school paper (print) are allowed to compete in the various individual contests of the DECMRC. The following will be strictly implemented and complied with: A. General: A. To facilitate proper identification, the participants are required to wear their school uniform with their valid school ID/conference ID especially during the contest proper. B. Should there be questions and assistance needed, the participants can only raise their concems to the assigned proctor and/or examiner. The proctor shall refer them to the TWG for appropriate response. C. Contestants should not put any identifying mark on the contest entry or answer sheet. D. Campus media advisers, teachers, principals, parents or guardians who will be found in and around the contest venue will be grounds for disqualification of their contestants. E. The top ten winners per medium shall be recognized and their points will be included in the computation of the overall scores. F. Any violation of the stipulated guidelines will be grounds for disqualification of the participant. G. Specific: 1. Sports Writing: a. The TWG shall orient and provide final instructions to the contestants before the contest proper. b. A pre-game conference shall be conducted for the introduction of the players, coaches, and tournament officials. Consequently, a post- game conference shall be held for further interview and data gathering. c. Contestants shall watch an actual game where they can gather appropriate data and/or interview officials and athletes before and after the game. 2. Copyreading & Headline Writing: a. The contestants shall use the 2016 Associated Press (AP) copyreading symbols and follow directions given in the contest piece. b. The contestants shall provide the best two headlines for the article. 3. Editorial Cartooning: a. Contestants shall bring their own pencil no. 2 while the TWG shall provide the oslo papers for the contest. b. The cartoon must reflect the elements of editorial cartooning. c. The cartoon should be, at all times, compliant with the professional and ethical standards of media. 4, Science and Technology Writing Fact sheets or other sources of information shall be given to the contestants as bases in writing a feature article. 5. Photojournalism Preparation: 1) Contestants should be at the contest venue thirty (30) minutes before the orientation. 2) The contestants are allowed to use any Digital Camera (point and shoot only} with a maximum of 20.1 megapixels. Website: Page 8 of 13 3) The contestant should bring his/her own camera cable, card reader, and laptop for uploading and saving of pictures. 4) Cellular phones, extra digital cameras, extra storage card or ‘any additional materials/equipment are not allowed in the contest area. b, Provision for Memory Card: 1) Allcontestants must use an empty memory card for the contest. 2) The contestants will load the storage card in front of the ‘examiner on the contest day. c. Photo Shoot and Layout 1) Soft copy of a news article will be given to the contestants for them to save in their respective laptops. 2) The article must be analyzed by the contestants. 3) They will be asked to produce three (3) possible photos with caption for the article. 4) Contestants are given one (1) hour to take pictures, which does not include the loading and unloading of the storage card in front of the examiner. 5) During the actual photo shoot, the advisers, trainers, and Parents are NOT allowed in the venue. 6) Contestants are allowed to take unlimited shots, but only four (4) shots (including the control shot) will be submitted as official entries. 7) Contestants should submit their three (3) photos that are separately laid out in the news article using MS Word and saved as PDF. The School Paper Contest is open to all public and private elementary schools whose school papers are issued in the current school year. 8. The top fifteen (15) highest pointers both in English and Filipino shall be declared as the best school papers in the division C. Any school paper found to have copied and published texts, images and other materials without duly acknowledging their sources shall be disqualified in the contest. D. If the school paper is found to have committed such offense shall be given the following sanctions: * Ist Offense: A written reprimand shall be issued to the school paper adviser, the school principal and a formal notification shall be sent to the Public Schools District Supervisor. The Principal shall be asked to implement plans to teach their students about the ills of plagiarism and its consequences. * 2nd Offense: Disqualification from the School Paper Contests for three (3) consecutive years. E. The decision of the Board of Judges in all aspects of the contest shall be deemed final and irrevocable. F.
