Republic of the Philippines Province of Batangas MUNICIPALITY OF SAN JUAN OFFICE OF THE MUNICIPAL BUDGET OFFICER March 4, 2021 ‘The Honorable Members Sangguniang Bayan San Juan, Batangas Gentiemen/Mesdames: This refers to the Annual Budget of Barangay ABUNG, San Juan, Batangas for CY 2021 involving an appropriation of P 3,115,004.00 approved by the Sangguniang Barangay on December 29, 2020 under Appropriation Ordinance No. 06 and received by this Office on February 26, 2021. Review of the submitted budget shows conformity with the provisions of the laws, circulars and issuances pertinent thereto. The barangay has not exceeded the PS limitation under Section 331(b) of RA 7180. Rates of honoreris of barangay officials and other personne! conforms with the provisions of Section 9.0 of Local Budget Circular No. 121 dated January 24, 2020. ‘The submitted budget is recommended to be considered operative as of the date of its effectivity, subject to the following conditions: 1. Appropriation for Leave Benefits of barangay officials shall be disbursed in accordance with the provisions of CSC-DBM Joint Circular No. 1, s. 2004, dated March 24, 2004 and Local Budget Circular No. 2016-2 dated March 29, 2016. 2. Appropriation for Cash Gift & Year - End Bonus of barangay officials shall be disbursed in accordance with the provisions of Budget Circular 2016-4 dated April 28, 2016. 3, Appropriation for Mid - Year Bonus of barangay officials shall be disbursed in ‘accordance with the provisions of Budget Circular No. 2017-2 dated May 8, 2018. 4. Appropriations for Productivity Enhancement Incentive (PEI) shall be disbursed in accordance with the provisions of Budget Circular No. 2017-4 dated December 4, 2017. 5. Appropriation for MOOE and Capital Outlay shall be disbursed in accordance with the provisions of circulars/issuances pertinent thereto; 6. Appropriation in the amount of P 616,600.80 development programs/projects/activities funded out of the 20% of Internal Revenue Allotment (IRA) shall be in accordance with the Local Development Plan and Annual investment Plan of the Barangay, as approved by the Sangguniang Barangay, thru a resolution, consistent with Section 305(1}of RA 7160 and Joint DBM-DOF-DILG Joint Memorandum Circular (JMC) No. 1 dated Novembe* 4, 2020.7. Appropriation for the 5% Local Disaster Risk Reduction and Management Fund (LORRMF) shall be governed by RA No. 10121 known as the “Philippine Disaster Risk Reduction and Management Act of 2010” and its IRR. 8 Appropriation for 10% Lump-sum amount for Sangguniang Kabataan pursuant to Joint — DBM — DILG - NYC Memorandum Circular No. 1 dated January 23, 2019. 9. Appropriation for 5% Gender and Development Fund shall be used for GAD programs as ‘governed by RA No. 7192. 10. Appropriation for Assistance to Senior Citizens/PWDs and Local Council for the Protection of Children shall be disbursed pursuant to Local Budget Memorandum No. 80 dated May 18, 2020. Disbursement of approved appropriation shall be subject to usual accounting, budgeting and auditing rules and regulations. ‘Compliance with other existing laws, rules and regulations relative to the implementation of said budget shall be the responsibility of the barangay concerned.
