RK Revised Proposal of Broad conceptual Plan including command area report with benefitted villages list & Schematic diagram “The Narmada Valley Development Authority (NVDA) have awarded the work of construction of Khalwa Project on EPC basis to M/s NEC-PEL JV vide Agreement No.O1DL/SAC/2019-20 (system tender no.2019-NVDA-52412-1) dated 05.02.2020. The scope of work envisages construction of: - 1. Piped irrigation system for micro irrigation (Drip/Sprinkler to deliver at farmer's field at each 2.50 Ha chak with a duty of 0.3204Lit/Sec/Ha with a head of 23 m residual head at each 2.50 Ha chak with total power requirement of 32 MW in Cultural command area of 35000 Ha out of gross command area 60361 Ha. Fully covering the entire compact and contiguous possible arable area and 2. Any increase in ICA within the GCA shall be permitted with prior written approval from Chief Engineer for Micro Irrigation System for Khalwa Lift Micro Irrigation Project. 1. Finalization of Command Area: - Finalization of command within and beyond Agreement Boundary has been done considering the provisions in the agreement and instructions by NVDA to remove and include the villages as follows: |A. Area within the Agreement Boundary: - In accordance to contract agreement 68 villages were included as beneficiary villages considering ICA & GCA as 35000 ha & 60361 ha in tender. ik However, as per revenue land record, for these 68 villages CCA & GCA are 39811.953 ha. & 49364.822 ha respectively Annex-1. iil, Three villages having CCA/GCA as 805.680/886.830 ha are proposed to Include for fully covering the entire compact and contiguous possible arable area in accordance to the agreement Annex-1, iv. Thus, total CCA/GCA within agreement boundary for 71 villages works out to 40617.633/50251.652 ha |.e 16.04 % increase in CCA, Refer Annex-1. B. Area beyond Agreement Boundary: - included 04 villages having CCA/GCA as 2552.722/3200.502 ha as per the instructions of Ho'nable Forest Minister & EE WRD Letter No. 1136 Dt. 16/07/2020, which is left out command of Avuliya IS Project of Water Resources Department {WRD) and now can only be irrigated through Khalwa Project, Refer Annex 1. C. Hence Complete command area as per A & B above and additional cost: - 1. Complete command i.e CCA proposed to be covered under this proposal works ‘ut to 43171 ha (45021 - 1850) which is excluding 1850 ha CCA of existing projects of WRD in 53452 ha of GCA, which is 23.34% more than the agreement CCA, Refer Annex 1. FEEL A |The agreement cost for providing irrigation in 35000 ha command is Rs. 678 cr i.e 05.78% below of tender amount based on USR 2017. Technical Feasibility: - The agreement CCA is 35000 ha against which total CCA & GCA works out to 43171 ha/53452 ha respectively covering 75 villages. Thus, additional command area is 8171 ha. and total peak water requirement would be 143.41 (116.27 + 27.14) MCM and ‘average water requirement as 71.70 MCM. In accordance to the instructions of Hon’ble Ministers & NVDA (letters are enclosed as ‘Annexure-2) feasibility for inclusion of the command was examined. First of all, availability of water for additional command is ensured and it is proposed to use total peak water requirement 143.41 MCM, from ISP reservoir, accordingly came to the conclusion that: Y For total ICA of 43171 ha water requirement will be about 143.41 MCM considering water requirement. ¥ The ISP reservoir is only major sources of water in the region which can be used effectively to provide irrigation in the above-mentioned command of 43171 ha within & beyond the boundary of agreement command. Y- In agreement 32 MW of power is provided for irrigation in CCA of 35110 ha (59 villages) and due to optimisation of design we are able to irrigate the command using 28 MW power only with saving of 4 MW of power vide our earlier submitted Proposal of BCP on 01" Apr’2021. Y Now catering 43171 ha command total power required is works out to 34.54 MW, using 4 MW power saved, the additional power required is of the order of 2.54 MW only. 0. 6.6. 616.656. 066 @ ue 60 bie ere 6 6'616 6616 6 60.6 6 6 66 6 ey Y From above it can be concluded that the agreement provides 0.914 Kw/ha power ‘but including additional CCA the initially the power requirement works out to 0.799 Kw/ha, resulting in 8.75% recurring saving towards running, maintenance & operation charges for entire life of the project. 2. Proposal for execution: For total ICA of 43171 ha, water requirement will be about 143.41 MCM. The proposed area is about 23.34 % more than the agreement. This is in parity & gist of the agreement ie “Fully covering the entire compact and contiguous possible arable area” and agreement clause no 116.2 “Incentive for increase in Cultivable Command Area (ICA) for irrigation allows to the contractor payment for additional area on pro rata basis as per the derived per hectare rate (Contract price divided by agreement ICA in Ha) along with proportionate increase ( to be calculated on per hectare basis) in power requirement” (Annexure-3). 'b) For executing additional ICA 8171 ha (43171 ha ~ 35000 ha) the additional cost would be Rs.158.28 Cr computed as per Rs. 1.937 lakh/ha according to payment schedule, this cost is much lower than the Cost of Presently awarded tenders and additional power requested is 7.47 ‘iw (39.47 MW~32 MW), ¢) The agreement cost of the project is Rs. 678 Cr and additional cost would be Rs 158.38 Cr; thus 23.34 % additional ICA will be irrigated in 23.34 % increased project cost. 4d) tis worth mentioning here that: - |The additional area instructed to include is away from the source thus including the area in running contract would avoid installation of new pump houses and idle length of rising/gravity mains for taking water to these farther ICAs shall be ‘economical I, Additional operation, running & maintenance cost will be needed if separate project is Proposed, which will be recurring loss throughout the life of the project. Moreover, as mentioned above 8.75% recurring saving towards running, Maintenance & Operation charges for entire life of the Project. Enclosed:. ‘The ICAs included additionally will also be completed within scheduled completion of project and immediate irrigation can be started. Please refer schematic drawing, adoption of this proposal provides techno economic opportunity rather than calling of New Tender which will cost more for the M.P. Govt. as even the estimations would be on higher side as it would be based on recent USR, where as the present agreement is about 5.78 % below on old USR. |. For any increase in arable rabi crop as prescribed in scope of work to irrigate agreement ICA area covered under irrigation network beyond agreement ICA, incentive for increase in area under irrigation (ICA) would be allowed to the contractor on pro rata basis as per the derived per hectare rate (Contract price divided by agreement ICA in Ha). b) Power requirement shall not exceed as prescribed in scope of work to irrigate agreement ICA. However, proportionate increase (to be calculated on per hectare basis) in power requirement would be permitted for increase in ICA.
