|. The Particulars of its Organisation, functions and duti
Central Government Health Scheme (CGHS) is Subordinate Origination of Directorate General of
Health Services, New Delhi, Central Government Health Scheme was introduced during 1954 with the
objective to provide the comprehensive health care facilities mainly to its beneficiaries through the
vast network of own Wellness Centres and to facilitate treatment of diseases which require
hospitalization through recognized private Hospitals /Government hospital in an efficient, cost-
effective, timely manner so as to achieve the goal of highest satisfaction of the beneficiaries at the
optimum cost with available resources.
CGHS was started in Meerut in the year 1971.

Homoeopathic wellness center
Dental unit
03 Postal Dispensaries i.e. Aligarh, Moradabad and Saharanpur were merged with CGHS Meerut we‘.
(01.04.2019 and 01 new CGHS Wellness was opened at Baghpat under the administrative control of
CGHS Meerut.
Il, The powers and duties of its officers and employees:
Additional Director is overall incharge of CGHS. Office Superintendent looks after the administrative work with
the support of other admn. Staff. Where as CMO I/c of Wellness centre is Incharge for providing medical
services and functioning of wellness centre. Pharmacist handling the work of Pharmacy & Store. Nursing
Officer look after injection & supervision of cleanliness, assisting Doctors. Medical Lab technician, Junior
Medical Lab Technician is looking after the work of pathological laboratories. LDC assist CMO I/c for
administration & Clerical work. MTS (MA) (LMA) helping patients and supporting other staff for carrying out
day to day work.

Establishment matters are dealt with relevant rules, regulations containing or publications such as
Fundamental Rules and Supplementary Rules, General Financial Rules, CCS (CCA) Rules etc.

Administrative Office: Dealing hand/ Office Superintendent/ Additional Director the files are disposed off by
these Officers in term of delegated powers and beyond this the files are
submitted to DGHS for final approval.
Wellness Centers _: Dealing hand/ Any authorized Officer/ CMO I/C /Additional Director.
