Analyze the policy of your school about Child Protection Policy inclusive of Bullying and
Hazing. What are the effects of this policy to your teachers and students? Cite real situation related
to Child Protection Policy which happened in your school, and if none provide theoretical scenario.

DepEd Order No. 40, s. 2012 or also known as Policy and Guidelines on Protecting Children in
School from Abuse, Violence, Exploitation, Discrimination, Bullying and Other Forms of Abuse
constitutes the policy and guidelines on protecting children in school from abuse, violence,
exploitation, discrimination, bullying, and other forms of abuse. The 1987 Philippine Constitution
(Article XV, Section 3 [2]; Article XIV, Section 3 [2]), the UN Convention on the Rights of the
Child (CRC), and the Family Code of the Philippines are its legal bases.
Children need to be nurtured, protected, and given respect and love as they are gifts from God.
We, teachers are the second parents to them when they are in school. In fact, most of their time is
spent on us other than their biological family. We placed a greater part of their total development
as a human being. We teach them the learning competencies specified in the curriculum, praise
them when they are doing right things and discipline them when they made the wrong thing. The
school administrators and teachers have given the authority and responsibility over these children
while they are under our supervision instruction custody based on the Child Protection Policy
(CPP).
When I was a classroom adviser, it is not really easy to discipline at around 50 students with
different family background and culture knowing that CPP would be used against me. Both parents
and students are aware of this policy so my authority in the classroom is sometimes compromised.
When I was newly hired teacher in private school, I became the subject of abuse because unruly
students can just misbehave knowing the restrictions stated in the CPP. A few students are free to
shout during my discussion and say bad words either to me or to their classmates, that when their
classmates fight back or I do anything as a form of punishment, parents would use CPP against us.
With this, I asked help of our guidance counselor then to help me in disciplining these unruly
students because I have to protect my reputation and profession. It is true that today, students’
behaviors and attitudes are different unlike in our generation. They are sometimes careless, inflict
harm towards their classmates and no focus in their studies due to peer influence, technology,
media and environmental factors that they forget to develop their values. So, for me CPP serves
as their armor to defend their wrongdoings instead of way of disciplining them.
On the other hand, with this policy, it assures that schools and communities must protect all
children and prevent child maltreatment and bullying. This must ensure that no child falls out of
the social security and safety net and those who do, receive necessary care and protection to be
brought back into the safety net.
As teachers, we need to develop proper classroom discipline. Setting rules and regulations in the
classroom should be given at the beginning of the school year so that when students know the rules
in advance then there are no surprises when the teacher penalizes those who break the rules.

The Commission on Higher Education issued CHED Memorandum Order No. 32 in 2001
promulgating the guidelines to implement the grant of autonomy and deregulated status to selected
private higher education institutions (PHEIs) in the country, here are the advantages/ benefits and
disadvantages/ challenges of Autonomous Status to PHEIs:
With this, I am in favor that CHED can grant autonomous status to private higher education
institutions so that these schools can have the autonomy in the matters of financial management,
administration, institutional organization, recruitment, curriculum transactions and innovation as
these are necessary for quality education. With the autonomy given to them, there comes the
accountability to ensure that they are doing the effective and efficient management and producing

quality graduates. Let us accept the fact that these HEIs outshine when it comes to professionalism,
empowerment of teachers with continuous and intensive in-service, training program, focus on
holistic education, use of Information and Communication Technology as a powerful tool for an
effective teaching learning process and accountability. Moreover, giving autonomy to these HEIs
must ensure that they meet a strict and recognized set of service and operational standards, thus
undergoing to accreditation is a must to gauge its overall quality and boost public trust and
confidence. If not, it is proper not to grant such autonomy to them and accept the recommendations
given to them for further improvement of the institution.
