Resident Association

Of Pack Creek Mobile Home Estates

Hello Neighbor!!!
My name is Clark C Treese and I am the current owner of #14.
Maybe you have seen me walking my dog Sunday. (Or maybe she has
introduced herself on her own as she loves to escape….sorry) The reason I am
writing this notice is since I moved in back in October of 2019, I personally have
not heard of nor have I been invited to join and attend a meeting for our parks
Resident Association. This is because we either do not have one or it is not
very organized. So I am taking it upon myself to go ahead and create a new
Resident Association of Pack Creek Mobile Home Estates!!!! I bet your
wondering:

What is a Resident Association?

A resident association is a formal group of neighbors who come together


and form an organization to act on their shared values, concerns, and vision for
the future of their community. A properly created “RA” acts as a base to unify
neighbors who believe in that vision. It is a vehicle to organize manufactured
homeowners to protect the community and to promote their vision. Resident
associations strengthen the voices of mobile/manufactured homeowners in
negotiations, and help them to:
1 - Preserve property values
2 - Create safe neighborhoods
3 - Protect Resident Assets
4 - Reduce violations to Federal, State, and local laws and codes

Although these are all wonderful reasons to create a “RA”, these are not
the only reasons I want to create our RA but due to a recent Bill ALREADY
PASSED in Congress last January. I personally think this bill is CRUCIAL in
preserving the longevity of the park and securing its future as BIG MONEY is
starting to pour into Moab. (Have you seen any signs around that say
BERKSHIRE HATHAWAY?)
Berkshire Hathaway is one of the biggest Real Estate firms in America,
owned by none other than Warren Buffet. Buffet became the Richest man in the
world in 2008. ONE share of Berkshire Hathaway stock cost $431,881 dollars!!!!

So what is this bill that can protect us from these
corporations if we create a proper Resident Association?
The Bill is called “Bill of rights for residents of manufactured
housing” and was included in H.R. 2, a House-passed infrastructure
package passed last January.

Representative Cindy Axne, a Democrat who represents Iowa's 3rd


District, introduced a bill to provide federal grants to local groups seeking to
purchase and maintain mobile home communities.

A Resident Association is considered a “local group”!!!

Iowa 1st District Rep. Abby Finkenauer then called for a Federal
Trade Commission investigation into the practices of the out-of-state
companies purchasing mobile home parks and increasing rents around the
country. Axne's bill comes after Havenpark Capital Partners, an investment
firm from Orem, Utah, purchased several mobile home parks and began
increasing rents by as much as 69%.“It's time that we protect people with their
purchases and keep them in their homes” -Cindy Axne

So this my dear neighbor is exactly why I think it is imperative we create this


RA. It is only a matter of time before their sights are set on our humble little
park and I am willing to fight to preserve and protect our right to affordable
housing and quality of life. Thank you for your time reading this. I really
