Your Honors:

Undersigned is an employee of the Bureau of Fire Protection (BFP)

assigned at Santiago City Fire Station, Santiago City, with the rank of Fire
Officer I and she is hereto bringing to your attention her concern not only
as a member of the BFP but as a citizen taxpayer of Santiago City. This
pertains to the act of Senior Inspector MANUEL G. GOLINO, the City Fire
Marshal of Santiago City, regarding the raid that was conducted by the
BFP Santiago City on May 24, 2007.

The following are the facts of the case for your consideration and
appropriate action:

1. In the morning of May 24, 2007, members of BFP Santiago City

headed by Senior Inspector MANUEL G. GOLINO, members of the
PNP Santiago City and some employees of the Local Government Unit
of Santiago City, conducted a raid against illegal traders of petroleum
products in the City of Santiago;

2. As a result of the raid conducted by our fire station, more than Five
Hundred (500) liters of regular and premium gasoline were seized as
evidence from the illegal sellers which were placed in containers and
bottles.

3. The containers containing the confiscated gasoline were kept at our

fire station for sometime until I observed that the gasoline are slowly
disappearing;

4. To date, the gasoline seized are no where to be found and now

unaccounted for;

5. The seized gasoline from illegal sellers are supposed to be evidence

to be used in criminal case that may be filed in court but the same
cannot be accounted anymore by the fire station in view of the fact that
they vanished under the control and custody of Senior Inspector
MANUEL G. GOLINO and who in fact took them for his own and
personal use;

6. Also, in utter disregard of his sworn duty as city fire marshal, Senior
Inspector MANUEL G. GOLINO did instituted criminal complaint against
the illegal sellers of the gasoline and it is unlikely that one will be
instituted because the evidence are now gone and were
misappropriated by him for his own personal benefits and gain to the
damage and prejudice of public service and to the prosecution of the
case against the illegal traders;
7. I have personal knowledge of the foregoing facts because I belong
to the City Fire Station of Santiago City and I have personally witnessed
the foregoing facts and have verified the records in our office;

Pursuant to your power and control over the Office of the City Fire
Marshal to investigate the same in aid of legislation, the undersigned is
respectfully praying that the City Council conducts an administrative inquiry
on the matter herein brought. The seriousness of the charges herein
brought against the City Fire Marshal is a matter of public interest and
public service that put into issue the moral fitness of Senior Inspector
MANUEL G. GOLINO to be the City Fire Marshal of Santiago City. You are
hereby informed that the undersigned is willing and able to appear before
any investigation that may be conducted by this Honorable August body to
substantiate the charges.

In the interest of public service, undersigned most respectfully

prays that this Honorable August body acts promptly, judiciously and
fairly to this complaint.
