About Central Inspection System

The Government of Gujarat, under the Ease of Doing Business (EoDB) initiative, has
institutionalized a Central Inspection System (CIS). This initiative is aimed to ensure
timely and synchronized inspections between various departments in order to simplify
business regulations and bring transparency and accountability in inspections.
As part of this, the computerized system generates list of units to be inspected based on
risk levels of the businesses (depending upon various parameters such as sector,
investment, etc.). However, surprise inspections may be conducted based on complaints.
The Central Inspection System covers inspection generation under four departments,
namely:
Labour & Employment Department
Gujarat Pollution Control Board (GPCB)
(L&ED)
Legal Metrology (Food & Civil Supplies Urban Development & Urban Housing
Department) Department
The functions of CIS are as follows:
 Scheduling of random inspections
 Scheduling of joint inspections
 Development of transparent checklists and procedures
 Establish parameters for risk-based inspections
 Develop modalities for surprise inspections and maintain records accordingly
 Encourage third-party inspections/self-certification
 Uploading of inspection report within 48 hours of inspection
Acts Covered under Central Inspection System:
Total 14 acts, as mentioned below, are covered under Central Inspection System. Out of
these acts, Joint Inspection will be carried out for acts pertaining to Director Industrial
Safety and Health, Labour Commissionerate, Gujarat Pollution Control Board and Urban
Development & Urban Housing Department i.e., acts mentioned at Sr. no. I to X.
I. Inspection under The Minimum Wages Act, 1948
II. Inspection under The Contract Labour (Regulation and Abolition) Act, 1970
III. Inspection under The Payment of Bonus Act, 1965
IV. Inspection under The Payment of Gratuity Act, 1972
V. Inspection under The Equal Remuneration Act, 1976
VI. Inspection under The Factories Act, 1948
VII. Inspection under The Payment of Wages Act, 1936
VIII. Inspection under The Maternity Benefit Act, 1961
IX. Inspection under The Labour Welfare Fund Act (as applicable)
X. Inspection under The Shops and Establishments Act (as applicable)
XI. Legal Metrology Act, 2009 and Rules
XII. The Water (Prevention and Control of Pollution) Act, 1974
XIII. The Air (Prevention and Control of Pollution) Act, 1981
XIV. Indian Boilers Act 1923
