Introduction
1. ABS Rules and Guides are developed and updated to keep pace with the marine industry. This has
resulted in a complex library of Rules and Guides. Many requirements are repeated throughout
the ABS Rules and Guides, making use and maintenance of Rules/Guides more challenging. To
address the duplication of requirements and to provide a set of Rules that is easier to navigate,
ABS is consolidating Rules for both Vessels and Offshore Units.

For vessels, the Rules for Building and Classing Steel Vessels, the Rules for Building and Classing
Steel Vessels Under 90 meters (295 feet) in Length and the Rules for Building and Classing
Offshore Support Vessels are being consolidated into the Rules for Building and Classing Marine
Vessels (the Marine Vessel Rules).

For the period from 1 January 2018 to 1 January 2020, designers can choose to use the Marine
Vessel Rules or the applicable Steel Vessel, Under 90m or OSV Rule sets. On 1 January 2020, the
Steel Vessel, Under 90M and OSV Rule sets will be withdrawn and only the Marine Vessel Rules
will remain for the design of marine vessels.

2. The year 2020 edition of the Rules for Building and Classing Marine Vessels consists of the
eleven (11) booklets as shown in Table 1. In this regard, we would bring the following to the
user’s attention:
a) The purpose of the generic title ABS Rules for Conditions of Classification (Part 1) is to
reflect the expanded contents of PART 1, as a result of including consolidated requirements
for “Classification” applicable to all types of and sizes of vessels, barges and specific
shipboard arrangements/systems, etc., except for those in offshore service, as specified in
the Foreword to Part 1. The supplemental requirements previously contained in
individual Rules and Guides have been consolidated into Chapters of Part 1.
b) The purpose of the generic title ABS Rules for Materials and Welding of PART 2 is to
emphasize the common applicability of the requirements to ABS-classed vessels, other
marine structures and their associated machinery, and thereby make PART 2 more readily
a common “PART” of various ABS Rules and Guides, as appropriate. The Rules for
steel, aluminum, and FRP materials have been consolidated into a single Part 2.
c) The purpose of the generic title ABS Rules for Survey After Construction (Part 7) is to
reflect the expanded contents of PART 7, as a result of including consolidated requirements
for “Surveys After Construction” applicable to all types and sizes of vessels, barges and
specific shipboard arrangements/systems, etc., as specified in Part 7, Chapter 1, Section 1.
3. The numbering system applied in the Rules is shown in Table 2.
4. The primary changes from the 2019 Rules are identified and listed in Table 3. The effective date
of the indicated Rule Changes is 1 January 2020, unless specifically indicated otherwise.
5. The listing of CLASSIFICATION SYMBOLS AND NOTATIONS is available from the ABS

6. In association with the harmonization of the Common Structural Rules (CSR) for Bulk Carriers
and Oil Tankers, on 1 July 2015, the three Sub-parts, 5A, 5B, and 5C, of Part 5 of the Rules for
Building and Classing Marine Vessels are as follows:

Part 5D: Offshore Support Vessels for Specialized Services
Application – Oil Tankers
The structural requirements in Part 5A, Pt 1 and Part 5B, Pt 2, Ch 2 of the Rules are
applicable for double hull oil tankers of 150 m in length and upward, with structural
arrangements as specified in Part 5A, Pt 1, Ch 1, Sec 1, [1.3].
For oil tankers with structural arrangements not covered by Part 5A, Pt 1 and Part 5B,
Pt 2, Ch 2, the requirements in Part 5C, Chapters 1 or 2, are to be complied with.
Application – Bulk Carriers
The structural requirements in Part 5A, Pt 1 and Part 5B, Pt 2, Ch 1 of the Rules are
applicable for single side skin and double side skin bulk carriers of 90m in length and
upward, with structural arrangements as specified in Part 5A, Pt 1, Ch 1, Sec 1, [1.2].
For vessels intended to carry ore or bulk cargoes, other than the single side skin or double
side skin bulk carriers of 90 m in length and upward with structural arrangements as
specified in Part 5A, Pt 1 and Part 5B, Pt 2, Ch 1, the requirements in Part 5C, Chapters 3
or 4 are to be complied with.
Application – ABS Construction Monitoring Program
These compulsory requirements for CSR notation are specified in Part 5C, Appendix 2.
Application – Onboard Systems for Oil Tankers and Bulk Carriers
The onboard systems for all tankers are to comply with the requirements of Part 5C,
Chapter 1, Section 7, and for all bulk carriers are to comply with the requirements of Part
5C, Chapter 3, Section 7 of the Rules.

Other Parts of the ABS Rules that are referenced within Part 5A, 5B, 5C, and 5D are also
to be applied.
The following flow chart indicates the application of the Rules and typical Class Notations for
tanker and bulk carrier vessels, of which arrangements and scantlings are in full compliance with

standards such as AWS, EN, ISO, ASME, MIL and JIS (see 2-4-
1/1.7.1). This also needs to be permitted for qualification of aluminum
welding procedures.
2-4-5/5.8 SECTION 5 Aluminum Welding in The Military Sealift Command in the US has reported a number of
Hull Construction (2018) corrosion-related problems. Some of the problems had to do with use
of intermittent welds in the design. MSC asked ABS to provide
guidance on this in the Materials Rules for aluminum. Reference to
AWS Guide for Aluminum Hull Welding, D3.7/6.11 is provided.
2-A9-1/7.3.2(g), SECTION 1 General Requirements To add requirements for steel with a specified minimum yield strength

4-1-1/Table 6, Classification of Machinery Table 6: To correct the PDA Tier of Approval category for Class III

4-3-2/7.3.2(a)viii) Propulsion Shafting With regard to the clearance calculation for no forward stern tube
bearing installation, if the propeller shaft and intermediate shaft
assembly results in an excessive load on the intermediate bearing or in
excessive shaft stresses, the clearance calculation would need to be
conducted by adding an additional temporary support.
PRC is created to incorporate the above.
4-4-1A1/5.7.2, Rules for Design The missing information for the bolt load calculation is added by
5.7.3(b) referring to UG-34 & Mandatory in Appendix 2 of ASME BPVC
VIII-1 and Annex G of JIS B 8265 into the Rules.
4-6-2/3.3 Metallic Piping Editorial; 2-3-18, 2-3-19, and 2-3-20 also apply to copper and copper
alloy tube and pipe.
4-6-2/Table 10 Metallic Piping PRC is part of the Machinery Rules Modernization Project and to
align with 4-6-2/table 10 of the Steel Vessels Rules which does not
have the superscript text of (6) for "Compression Couplings".
4-6-4/5.10 Ship Piping Systems and Tanks PRC is to align Rules with MARPOL MEPC.1/Circ.642 as amended
by MEPC.1/Circ.676 and MEPC.1/Circ.760, revised guidelines for
handling oily wastes in machinery spaces of ships incorporating an
Integrated Bilge Water Treatment System (IBTS) in MVR 4-6-4/5.10.
4-6-4/9.3.4 Ship Piping Systems and Tanks The PRC is issued to align Rules with the requirements of the Ch.
4.1.2 Air and overflow pipes of MSC.1/Circ.1321.
Addition of Heated Lubrication Oil Tank in SVR 4-6-2/9.3.4(a)
4-6-4/11.1.3 Ship Piping Systems and Tanks To propose acceptance of compartment/void space without sounding
pipes.
4-6-4/11.7 Ship Piping Systems and Tanks Level indicating device may be accepted as a means of sounding in
accordance with 4-6-4/11.1.2 of the Steel Vessels Rules. However,
level switch is not acceptable as a means of sounding since the same is
a sensing device of the predetermined value.
PRC is to clarify that level switches cannot be used as a required level
indicating devices.
4-6-4/13.5.1(a) Ship Piping Systems and Tanks To provide clear description, by adding the phrase "of not more than
two sides" in 4-6-4/13.5.1(a).
4-7-2/1.9.4(a) Provisions for Specific Spaces To clarify ABS Rules that a single escape route (instead of two) may
be accepted for spaces that are entered only occasionally, and for
spaces where the maximum travel distance to the door is 5 m or less,
in line with the interpretation of SOLAS Ch-II, Reg 13.4.2. in IACS
SC269, Means of escape from steering gear space in Cargo Ships.
4-7-2/7.3.8 Provisions for Specific Spaces To align with 49 CFR 176.116.(e) (3) requiring A-60 between
machinery space of category A and cargo space containing class 1
dangerous goods except for class 1.4S regardless of the separation
distance of 3 m even for foreign flag vessels.
4-7-2/Table 3 Provisions for Specific Spaces To add Notes 1 and 2 to align with SOLAS Reg. II-2/Table 19.1 and
MVR 5C-5-7/Table 2.
4-7-3/5.1.2 Fire-extinguishing Systems and To align with 6/3.1.19 of the International Code for Fire Safety
Equipment Systems (FSS Code) regarding the quantity of foam concentrate
available.
